Attached is the schedule Bob pulled from city council meeting minutes, etc. Bob is sick today and unable to
make today's meeting. I can be there and will be there unless you feel a need to cancel the meeting. I wili
not bring along the background information Bob has in his office, for two reasons. One, I can't be sure
which information has been superseded, and, secondly, I am leaving for vacation right from your meeting,
so I would not have an opportunity to return Bob's file to his office.
Some comments on the schedufe: The Flood Study was not formally authorized by Council. After the 2003
flood, Pete Carlson had our water resources staff do the drainage calculations as a check on the approved
developments, knowing that the developments had been approved based on developer submissions and
without benefit of a city-wide study. The technical results were known to SEH internally some time in the
winter of 2003-2004, and were used to adjust the Prairie Run building elevations upward. As the
anniversary of the flood approached, the Council expressed concern about what had been done in the last
year. Pete had the results of our study published on June 23, 2004. This explains why the report is less
detailed than one would normally expect, since there was no formal scope of work and fee authorization.
