COUNCIL MINUTES
9/3/85
The regular meeting of the Council was called to order by Mayor
Walsh. All member were present, others attending the meeting included
D. Berning, M. Andrews, G. Meyer and K. Ashfeld.
The minutes of the August 8-19-85 meeting were read and corrected to
read: A motion by Braun-Schwenzfeier to approve resolution permitting
Lion's Club to operate Bingo and Pull tabs for the Lion Pig Roast and
Pull Tabs for the 152 Club. All were in favor. The correction was
then approved, the motion was made by Vetsch-Cornelius. All were
in favor. A motion to approve the minutes was made by Braun-Vetsch.
Representaive Bob McEachern and Senator Betty Adkins were present
for the evenings meeting.
Bob Braun requested to build a garage on the site of present barns on
his property. A motion to approve the request was made by Cornelius-
Vetsch. All were in favor. The records should show that B. Braun
abstand from voting.
Request for a home permit for Charles Mason on 50th and Barthel Homes
on Larabee Circle. Motion to approve was made by Braun and second by
Vetsch. All in favor.
Cyriland Deloris and Earl Beaudry were her to discuss the permit
application to DNR to fill wetland alond south side of Industrial Blvd.
Bob and Betty will see what they can do about the issue. They will
report back at the next meeting.
Dave Smith was told to work with Engineer on solving the drainage
problem at the PPM Site. He will give a progress report at the
Oct 7th meeting.
A motion by Corneluis - Braun to adopt resolution designating City
Administrator and City Clerk as the DAR to the Minnesota Pollution
Control Agency. All were in favor.
A motion by Schwenzfeier-Vetsch to pass resolution requesting the support
of the Senators and Congress for the passage of Senate Bill 1570,
regarding overtime pay. All were in favor.
Bids for the fire trucks were opened and read by the Mayoro"There
were a total of ten bids, of which one had to voided because it•was
not a sealed bid.

The bids are on file in the Administrator's Office.
A motion to approve the bid of $5,000.00 from C. Link was made by
G. Schwenzfeier and seconded by D. Corneluis. All were in favor.
The bid of $5,000.00 was for all three fire trucks.
Car or vehicle fires fees to be set at $200.00 for the first hour and
$100.00 for each hour after. In the case of a fire that last less than
one hour the charge of $200.00 will be charged. A resolution will
be prepared for adoption at the September 16th meeting.
Maureen is to write a letter to S. Swanson regarding the problem of his
driveway wahing out into city streets.
Ken Lindsay is to get two new fenders for the pickup Truck.
A motion by Vetsch-Corneluis to proceed with the backroom Project
by spending $1,500.00 on materials and requesting the organiztions
to assist with their labor.
Payment of the bills were approved.
The meeting was adjourned.

COUNCIL MINUTES
8/19/85
Regular meeting of the Council was called to order by Mayor Walsh. Don
Cornelius was absent. Minutes of prior meeting were read and approved
on a motion by G. Schwenzfeier-seconded by Braun.
Two member of the Wright County Sheriff's Department were present to
discuss various problems an d answered questions about three wheelers,
snow mobiles, etc. They were told to inforce the NO TRUCK on streets
so posted.
A motion made by G. Schwenzfeier-seconded by Braun to appoint D. Vetsch
as laison between the Council and several organizations to decide what
to do with the backroom of Hall. All were in favor.
Norm Arns of Particle Control showed plans of proposed addition to present
building. A motion to approve preliminary plans was made by G. Schwenzfeier
and seconded by B. Braun. All in favor of.
A request from Gary Roehlfor a 5' varience on south side of his garage
building was approved on motion by B. Braun seconded by Vetsch. All
were in favor.
A motion by B. Braun-Vetsch to approve building permit for Gary Roehl's
garage (30X48). All were in favor of.
Don Barthel showed preliminary plans of his proposed plat on Co. Rd. 19.
The Council could see no problem with this. He will finalize and
present to Council.
A motion by Vetsch-Schwenzfeier to change meeting time to 7:30 beginning with
September 16 meeting. All in favor.
Old building at sewer site will be review and discussed at a later meeting.
A motion by Vetsch-Schwenzfeier to grant request of engineer to extend
strom sewer drainage on Beaudry Plat. All were in favor.
A motion by Braun-Schwenzfeier to approve resolution permitting Lion's
Club to operate Bingo and Pull Tabs at 152 Club. All were in favor.
Tree removal and Fire Calls will be discussed at a later meeting.
All recent bills in the amount of $8,532.56 from check # 6723 to
check # 6736 were approved and motion to adjourn was made by Vetsch
and seconded by Schwenzfeier.

The Wright Soil and Water Conservation District is somewhat reluctant to
agree with the idea of trading wetlands because both wetlands currently
exist! If this permit is granted the loss of one wetland is inevitable.
Some construction is occurring near the other wetland and it to may come
under development pressure. Retention of wetlands is a major concern of
the District. We feel the City of Albertville could expand in directions
which would not entail the extent of land alteration necessary in this
area. The Ise of wetland areas for storm sewer run-off has been used to
reduce downstream flooding and improve water quality in many areas of the
state. We feel this option should be closely examined. As the city
grows increased run-off volumes will increase peak flows downstream,
the planned use of these wetland areas could reduce future problems and
the expense of larger storm sewer systems.
It was noted during field investigation that substantial numbers of
waterfowl were using this area. The wildlife resources of Wright County
have been reduced considerably in the past. For these reasons, we would
like to see this wetland maintained. A future park development would
provide a peaceful and enjoyable area for the people of Albertville.
Failing this approach, we would be agreeable to a trade if a wetland
was created o-r improved that would provide the benefits outlined above.

our ordinance, as it progresses through the necessary steps toward
State approval.
In early August we submitted the ordinance to the State of Minnesota
for certification. If all goes as planned, this should take less than
one (1) month.
We are proceeding forward with system mapping, design, physical plant
survey, and tower location, all on the assumption that we will be
approved by the middle of September.
If anything changes, I will bring it to your attention.
