CITY COUNCIL MINUTES
DECEMBER 2, 1985
The regular meeting of the City Council was called to order by Mayor Walsh.
Members present included G. Schwenzfeier, D. Vetsch, B. Braun with D. Cornelius
absent. Other present include D. Berning, M. Andrews, G. Meyer and
B. Johnson.
The minutes of the November 18th meeting were reviewed and approved on a
motion by G. Schwenzfeier and a second by B. Braun. All were in favor.
The Worker's Compensation Insurance was reviewed. On a motion bu D. VEtsch
and a second by G. Schwenzfeier the premimum deposit was aprroved. All were
in favor.
There was a motion by B. Braun and a second by D. Vetsch to approve the bond
agreement with First Trust S. Paul for the $650-000.00 bond issue. All
were in favor.
There was a motion made by G. Schwenzfeier to approve a resolution encouraging
Congress to work towards the defeat of the House Ways and Means Committee's
Tax Bill which directly effects the use non -tax 4be bonds and Tax Increment
Financing. All were in favor. A letter will be sent to the local representatives
expressing our views on the issue.
There was a motion by G. Schwenzfeier and a second by B. Braun to have S & L
Construction tk the drain tile into the present storm sewer in the Beaudry
2nd Addition. The cost will run $3,000.00. All were in favor.
A building permit for Larry Heikes was approved on a motion by G. Schwenzfeier
and a second by B. Braun. All were in favor.
Contact was made with Otsego Township. They have agreed to keep the road
open from Zachman's corner to the old disposal site. All were in favor.
A motion was made by G. Schwenzfeier and seconded by B. Braun to approve the
bills. All were in favor.
The Council requested M. Andrews to get a gift certificate from the Heidelberg
for Ken's hard work over the Thanksgiving weekend, for the amount of $25.00.
In addition the Council approved another gift certificate from Vern's
for $10.00 to be used on a Christmas Turkey. All were in favor.
The meeting was adjourned.

LEAGUE OF MINNESOTA CITIES INSURANCE TRUST
SELF -INSURED WORKERS COMPENSATION PROGRAM
The LeagueofMinnesota Cities' workers' compensation program was created as
a means of lowering cities' workers' compensation costs. The program is a
joint self -insured program, and is offered through the League of Minnesota
Cities Insurance Trust (LMCIT), a joint powers entity. This self -insured
program was designed for the League by Employee Benefit Administration Co.
The program began its sixth year of operation on January 1, 1985 with over
340 participating cities, representing a standard premium volume of about
$5.0 million, The following table shows the program's past results.

HOW THE PROGRAM WORKS
Each city pa,ticiparing in the program deposits with the League of Minnesota
Cities Insurance Trust its workers' compensation deposit premium for its
policy year. This deposit premium is calculated using standard manual rates
with the applicable volume discounts and experience modification, and
discounting ?0:� from this figure. From these deposits, LMCIT purchases
reinsurance -.o protect the program from catastrophic and abnormal claims;
pays for administrative and loss control services; and pays claims. The
balance of -he deposits and reserves are invested, with the earnings
accruing to the ben«�flt of the participants. After the close of the program
year-, surpl.t.s monies in excess of appropriate reserves are returned to
participants under a formula taking into account the earnings and claims
experience of the Trust, as well as the loss records of individual
participants,
ELIGIBILITY
All members of the League of Minnesota Cities are eligible to participate,
However, LMCIT may require a city with a poor loss record to comply with
specified safety practices as a condition of participation.
ADMINISTRATION
LMCI.T has appointed Employee Benefit Administration Co. (E.B.A.) as
administrator of the program. E.B.A. also administers a similar plan for

the Minnesota School Boards Association and offers a fully qualified staff
in all areas of workers' compensation administration. The cost_ of
administration of the program is 10% of standard premium.
Services provided by the administrator include:
1. Determination of premium for participants.
2. On -site safety inspections and development of loss control program.
3. Claims processing, investigation and payment.
4. Legal counsel for disputed claims up to the Appeals Court trial.
5. Loss reports to individual participants and to LMCIT.
6. Preparation of reports required by state authorities.
REINSURANCE
To protect LMCIT from the adverse effects of catastrophic and abnormal
claims, L'rOIT purchases reinsurance from two sources for a total cost of
7.4% of standard premium. The state Workers' Compensation Reinsurance
Association provides individual excess coverage at a cost of 4.7%. This
covers workers' compensation claims arising out of any single occurrence
which exceed $350,000 with no upper limit. LMCIT also purchases $3,000,000
aggregate excess coverage from General Reinsurance Corporation (Gen Re) a
cost of 2.7%. Gen Re is a Minnesota -licensed insurance company, rated
A+, XV.
ADVANTAGES OF THE PROGRAM
1. Lower operating costs. Conventional insurance carriers typically allow
between 30% and 40% of the premium dollar for administrative costs. The
total. cost to LMCIT for administration, reinsurance, and commissions is
well under 20%.
2. Investment Income. Earnings on investments accrue to the benefit of
participants. Due to the long-term nature of certain workers' compensation
claims, substantial reserves are built up in the program. These reserves,
along with premium deposits, are invested; the investment income further
reduces the program costs.
3. Loss Control. A specialized approach to loss control provides practical
assistance in reducing losses.
4. Non-profir. Since the LMCIT program is non-profit, all excess funds are
available for distribution to participants.

This program is offered to cities through independent agents. (The agent
does not have the power to bind coverage, however.) In order to receive a
