The assessment hear~ng for Barthel Manor was reconvened by MayoriWalsh.
Members present ~ncluded Donatus Vetsch, Don Cornel~us and Bob Braun.
Others present ~ncluded Maureen Andrews and Barry Johnson. Absent were
Counc1l Member Gary Schwenzfe1er and C1ty Clerk Don Bern1ng.
Barry Johnson of Meyer-Rohl1n reV1ewed the assessmemt roles for Barthel
Manor for those present. The reason the hear1ng had been cont1nued was
that there was some ques~ons regard~ng 1979 assessment and the ~mpact
of hav~ng the land replatted. Maureen ~nformed the Counc~l that ~n
check~ng w~th the County has found out what needs to be done to correct
the eXlst1ng assessments on the books at the Courthouse.
The records should show that Mr. Ken Barthel of Barthel Construct1on
was the only person present for the hear1ng.

The assessment hera~ng for Barthel Industr~al Park (1985-1) was called
to Oder by Mayor Walsh. Not~ce of the hear1ng was read by Maureen Andrews.
Barry Johnson went through the assessment roles show1ng how the assessements
had been f1gured. He expla1ned that ~t was Meyer-Rohl1n's recommendat~on
that the res~dent~al propert~es abutt~ng the Industr~al Dr~ve be assessed
under the same pol~cy that the CIty has used 1n sett~ng other res1dent1al
assessments, that 1S 100% for those lots "abutt1ng the street, 50% for
those lots whose slde ysrd abutt the street. But because the Industr1al
slde of the street was f1gured by uS1ng the number on acres ~t was the
Eng1neers recommendatlon to use an average res1dent1al lot assessment
(f1gured from the other proJects thIS year.)

Barry went on to expla1n that the reason1ng for assess1ng the lots 1n
Barthel manor and Barthel Maple H~lls 1S that when Barthel Industr1al
Dr1ve was put 1n those lots were then classlf~ed for 1nduatrlal and
mult1ple dwell1ng use and that an addlt10nal burden would be put on the
1ndustr1al zone land 1f the assessment was put all on those effected
propertIes.

Barry had g1ven each of the Counc1l members a copy of h1s worksheets
(1ncluded as part of these m1nutes) so that they could follow along
w1th how he had f1gured the assessments.
After a lengthy d1scuss10n 1t was dec1ded that the assessment on the
res1dent1al lots would be unfa1rly assessed because of the fact that
the lots 1n question w1ll be assessed 100% for future 1mprovements when
the street, curb_and gutter was 1nstalled on the front s1de of the
lots.

Interest Rates were set for 10.25% for 12 years for all lo~s other than
Lot 9, Block 2--owned by Howard Larson and Lot 3, Block 10--owned by
Albertv1lle Industr1al Development Co for wh1ch the Interest Rate were
set for 8% over a 12 year payback.

Ken Barthel some conoern that Barthel Construct10n had been 1nformed that
no bU1ld1ng perm1ts would be 1ssued unt1l the Monday October 20th Counc11
meet1ng because proper br1dg1ng over the new curb and gutter was not tak1ng
place and damage had been done to the curb. It was f1nally agreed that
1f Barthel Construct10n d1d proper br1dg1ng that was approved by the Eng1neer
that they could cont1nue to work out 1n Barthel Res1dent1al--Phase II.
