MICHAEL LIONS CLUB ONE -DAY TEMPORARY LIQUOR LICENSES FOR THE STMA YOUTH HOCKEY ASSOCIATION'S ANNUAL "A KNIGHT TO REMEMBER" EVENT RECOMMENDATION: It is respectfully requested that the Mayor and City Council consider the following: MOTION TO: Approve a one day Temporary 3.2 Malt Beverage and a one day Temporary Intoxicating Liquor License for the St. Michael Lions Club for the STMA Youth Hockey Association's Annual "A Knight to Remember" Event. BACKGROUND: The St. Michael Lions Club has applied for both a one day Temporary 3.2 Malt Beverage Liquor License and a one day Temporary Intoxicating Liquor License. The licenses are for their annual "A Knight to Remember" event held at the STMA Ice Arena. The event will be Saturday, April 27, 2013 from 6 p.m. to roughly 12:00 a.m. The Lions will obtain the liquor and be the ones to serve at the event. The proceeds will go to the STMA Youth Hockey Association. KEY ISSUES: • The St. Michael Lions Club carries the necessary insurance to cover the event and have submitted the appropriate fees. • Both the one day Temporary 3.2 Malt Beverage and the one day Temporary Intoxicating Liquor License applications require Council approval. • The liquor license applications were received after the April 151h City Council and the next regularly scheduled City Council meeting is May 6; therefore a special was called in order to approve the licenses in time for the event on Saturday, April 27, 2013. • The one day Temporary Intoxicating Liquor License must also be sent to the Alcohol and Gambling Enforcement Division after Council approval. Staff has contacted the Division and was informed there is a reasonable probability the license can be approved by in the short time frame. • Chapter 5, Section 2C of the City Code requires a $150 fee from the applicant when a Special meeting of the City Council is requested for Council to take action on the applicant's request prior to the next regularly scheduled meeting. FINANCIAL CONSIDERATIONS: There is a minimal fee to the City for the one day licenses. POLICY CONSIDERATIONS: The Mayor and City Council have the authority to review and approve or deny all liquor license applications received.
