requested the item be moved to the next regular Council meeting.

Vetsch reported that Kelly Browning, manager of the water treatment plant, has resigned her
position to take another position within the Veolia organization. He commended Browning on the
great work she has done at the plant.
B.Planning/Zoning
1).Request of Leuer Munsterteiger Properties to amend the City of Albertville
Zoning Map changing the zoning of Outlot A, Heuring Meadows Addition from
B-2, Limited Business to B-2A, Special Business District
This item was tabled to the July 18, 2016 regular City Council meeting.
2).Deed Covenants - Discussion
Brixius reported that developer covenants are generally not enforced by the City. However, the City
Code was amended a number of years ago to prohibit the issuance of a building permit for an
accessory building if covenants for that development do not allow it; this is the only reference in the
code that speaks to developer covenants. He stated they recently received a request from a property
th
owner in the Albert Villas 6 Addition seeking a secondary outbuilding on their lot. It was
determined the second accessory building was not allowed per the developer covenants and the
th
application was returned. However, a property owner inAlbert Villas 4 Addition also requested an
additional building on their lot and there were no covenants recorded that prohibited the building.
This proves to be an inequity between lots in the same subdivision and staff is looking for Council
feedback.

Vetsch inquired what additions have covenants recorded. Couri believed all additions in Albert

Villas had covenants in place; the only exception is the 4 Addition, where some lots may have them
and some may not. Vetsch statedat the time of building permit application, the application should
be checked to see if the requested permit is allowable within the covenants for that address. He
would like Couri to follow up with what additions citywide have covenants. Couri stated that the
provision in the City Code in relation to accessory buildings and covenants was put in place because
covenants were not being enforced years ago. Olson stated that additions that do not have
homeowner associations find it difficult to enforce because they have no one to regulate the
covenants. Couri agreed, stating that it is up to neighbor to enforce on neighbor. Olson inquired if
there is current language in the Code to prevent covenants and Couri replied covenants are normally
addressed in the developer’s agreement.
Brixius stated that staff will research what additions have covenants and will return to the next
Council meeting to continue the discussion. He stated there are several actions the Council could
take, one where Council could limit covenants to the first addition of a subdivision and then apply
the zoning code to the remainder of the subdivision.
3).Neighbor’s CUP Compliance –Update
Brixius reported that the deadline for compliance was on June 30 and the owner is currently out of
town unable to attend the meeting. He stated he has spoken with the owner who indicated the
parking agreement with the Church of St. Albert is back in place. The owner also stated he is
meeting with the building inspector later in the week to discuss the outside bar/enclosure. Vetsch
inquired if back payment has been made to the church. Brixius stated they could request a copy of a
written agreement. Brixius suggested that the owner meet with the inspector and staff will give an
update on July 18.

C.Fire
1).Shared Services Study Final Report
Nafstad reported the final report has been sent to the State. He stated thereare severalareas where
further discussion is needed, including: dissolution, fire station location, and boundaries. Sorensen
had concerns with the discussions concerning dissolution, specifically noting that it cannot be easy
for one party to leave. Nafstad stated that Otsego will be discussing conducting a comprehensive or
city wide study on locations for a fire station. He added that prior to entering into a Joint Powers
Agreement, Albertvillewill need to have a better understanding on boundary lines for their funding
formula.
Nafstad stated the next steps are continuing talks with both cities and possibly beginning to draft a
Joint Powers Agreement. One question that may arise is if one of the cities attorneys will draft the
agreement or if a third partywill be used. The Council stated the third party attorney would just add
cost to the process. Nafstad stated that he will bring back a resolution to the City Council receiving
the report at the July 18 City Council meeting.

Sorensen inquired about renewing the current contract if this process extends past the expiration of
the current contract. Couri suggested they consider talks to renew the contract next year since it
expires December 31, 2017. The contract for fire services does not impact the joint powers
agreement and the agreement could terminate the contract for fire services once it is approved and in
place.
Vetsch inquired if they could provide anything to Otsego that would assist in securingand entering
into a joint powers agreement. Bullen stated there are different funding formulas available. Nafstad
stated that no action was needed this evening.
D.Public Works/Engineering
1).Ballfield Lighting of Central Park Field #3
Nafstad reported that through cooperative purchase, the lighting system and structural installation
can be purchased from Musco Sports Lighting Inc. in the amount of $189.881. He also received
three quotes for the underground electrical work in the amounts of $47,750, $49,327, and $50,890.
He stated the Lions have pledged $25,000 over five years towards the project and STMA Youth
Baseball has pledged $6,000 over three years.
Nafstad informed Council that he is planning to meet with park user groups prior toentering into
contractsto make sure the location of the light installation is satisfactory to those groups.
Motioned by Olson, seconded by Sorensen, to direct staff to contract for field lighting through
cooperative purchase with Musco Sports Lighting Inc. for the lighting system and structural
installation in the amount of $189,881, and to contract with Lawinger Electricfor the
underground electrical system in the amount of $47,750, for a total project cost of $237,631.
Ayes: Vetsch, Olson, and Sorensen. Nays: None. Absent: Hendrickson and Hudson. MOTION
DECLARED CARRIED.
2).Main Avenue NE BNSF Railroad Contract
Nafstad reported they have received the agreement for the Main Avenue NE railroad improvements.
The railroad will remove the timber crossing and install a new concrete crossing and the City would
be responsible for all other repairs and restoration. The total cost is estimated to be $120,000, with
approximately $70,000 of those costs being paid to the railroad. However, they will receive a ten
percent discount due to extended amount time it took BNSF to get the agreement to the City.
Motioned by Sorensen, seconded by Vetsch, to approve the BNSF Crossing Surface Installation
Agreement for the grade crossing at Main Avenue NE. Ayes: Vetsch, Olson, and Sorensen.

3).2017 Street Improvements
Nafstad reported that he has requested a proposal from Bolton & Menk, Inc. for topographical
surveying for 2017 street improvements. Nafstad briefly discussed the preliminary scope of the
project and the tentative schedule.

E.Finance
1).Water Fund Presentation
Lannes gave a presentation on the current status of the water fund. She stated for the last three years
the auditors have indicated the City must address the water rates to make the fund self-funding and
that in a matter of a few years the fund would be defunct. Vetsch inquired as to how the fund got
into this position. Lannes replied that for several years in a row, the Council opted not to raise rates
because Joint Powers Water Board was raising rates and they didn’t want a double impact on
residents. In 2012, the City began to address the issue by adding to the base rate over the course of
five years.
Lannes presented several scenarios for raising rates that included: anincrease only to the base rate,
an increase only to the tiered rates, or a combination of both. Vetsch stated that he feels it is
important to let the residents know how the situation got to where it is and why the rates are needed.
Lannes stated they have a few years to work on the rates, but the rates must cover operations and
begin funding depreciation.
Nafstad stated staff will come to the next Council meeting with several options.

2).City Attorney’s Report
Couri reported that Fieldstone is nearing closing on all of the first ten lots purchased in Prairie Run
and have closed on two of the lots of the fifteen tax forfeit lots.

I.Administration
1).City Administrator’s Update
Nafstad invited the Council to the July 12 Planning Commission meeting wherethe City Attorney
and City Planner will be doing a presentation on the basics of planning and zoning.
Nafstad stated staff is seeking Council feedback on insurance requirements for groups using the City
fields in Central Park. He reported the City has asked for and received liability insurance from
amateur and organized leagues. However, he stated this is difficult for non-organized groups to
obtain. After discussion with the attorney and the City’s insurance provider, an alternative to the
liability insurance could be a waiver that each player signs. Olson stated that the waiver makes
sense. Council felt receiving waivers from those groups would be sufficient.

This year, the annual Open Streets event will be held on Saturday, September
10, 2016.Open Streets is a national initiative to temporarily close streets to automobile traffic
and promote healthy living and physical activity. There will be local vendors at the event as well
as free family activities.

KEY ISSUES:
This is the third annual Open Streets event.
Last year, there were over 50 vendors and 2,000 participants at the event.
FYCC will work with the Wright County Sheriff’s Office for security and traffic control.
FYCC is seeking approval of the street closures so they may begin market the event to
possible vendors.
The Main Avenue NE railroad crossing is scheduled for repair in the fall. If this should fall
at the same time as Open Streets, the street closure on Main Avenue would take place south
of the railroad tracks.

BACKGROUND:
Leuer Munsterteiger Properties has requested a change of zoning for Outlot
A, Heuring Meadows Addition. They are seeking a change in zoning to expand the range of
potential land uses to market the property for commercial use. They have claimed that the B-2
Zoning District is too limiting. They have, in the past, pursued a rezoning to allow a church on
the site and have approached the City Council with a concept for having the western half of the
property be developed as multiple family.
The rezoning was reviewed in the June 1, 2016 planning report. The Planning Commission met
on June 14, 2016, held a public hearing, and recommended approval of the change in zoning.
Since the Planning Commission meeting, Council member Olson inquired as to whether the
change in zoning may result in the City having some exposure to RLUIPA, Religious Land Use
and Institutionalized Person Act.
In staff discussions on this matter, City staff determined that the City had some RLUIPA
exposure in that the B-2A District hospitality uses and recreational business use includes some
assembly land uses that may be argued are similar to churches. As such, City staff has provided
the aforementioned zoning options.

KEY ISSUES:
The site is guided commercial in the City’s Proposed Land Range Land Use Plan and the
City’s goal to promote commercial development along County Road 19.
The B-2A District is being sought to expand the range of commercial uses that may be
allowed on the property. The B-2A District does not allow for a broader range of uses
than the B-2 District, but also requires a greater level of performance standards related to
building and site design.
The B-2A District does allow for some hospitality business and recreational business that
includes assembly activities (i.e., theater, conference center) that will give the City some
RLUIPA exposure.
POLICY/PRACTICESCONSIDERATIONS:
The Planning Commission recommended
approval of the B-2A zoning for the proposed site. The City Council may approve the B-2A
zoning or choose to rezone the property to PUD to allow the property owner to expand the range
of land uses, but provide RLUIPA protection for the City.
FINANCIAL CONSIDERATIONS:
The change in zoning is intended to assistin the City’s
ambition to promote commercial economic development along County Road 19.
LEGAL CONSIDERATIONS:
In conversation with the City Attorney, the City Council may
act on the Planning Commission recommendation or choose to rezone the site PUD with B-2A
uses and performance standards, excluding hospitality or recreational business from the district,
without returning this to the Planning Commission. The resolution denies the original request
and adopts the PUD District, thus closing out the current application.

BACKGROUND
Leuer-Munsterteiger Properties is requesting consideration to change the zoning on
Outlot A, Heuring Meadows from B-2, Limited Business to B-2A, Special Business
District. They seek the change in zoning to expand the range of commercial uses that
may be acceptable for the site.
The current B-2 District uses are limited in scope and nature of development. The
City’s B-2A District expandsthe range of land uses, but also establishes more stringent
site and building design standards that provide protections for the nearby residential
uses.

ISSUES AND ANALYSIS
Chapter 300, Section 300.1.F outlines the following criteria the Planning Commission
and City Council must evaluate when considering a zoning map amendment:
1.The proposed action has been considered in relation to the specific policies and
provisions of and has been found to be consistent with the official City
Comprehensive Plan.
Comment:The Albertville Vision Study guides this site for future commercial
land uses. The change in zoning will maintain this site for commercial

development. The B-2A zoningpurpose and intent is to provide for high quality,
limited retail and service businesses. In formulating the B-2A District, the City
established more stringent site and building design standards to reflect the
quality development called for in the VisionStudy. The change in zoning will
expand the range of commercial businesses, but willalsoestablish performance
standard protections to protect the adjoining residential neighborhoods. This is
consistent with the goals and policies of the Albertville Vision Study.
2.The proposed use is or will be compatible with present and future land uses of
the area.
Comment:The site is bordered by the following land uses:

The original Outlot A and the current zoning pattern was created with the Heuring
MeadowsSubdivision in 1989. At that time, the City Council created a 500 foot

corridor along both sides of County Road 19 between I-94 and 50Street. This
land use pattern has been maintained through the current zoning.
In the change of zoning from B-2 to B-2A, the range of uses has expanded,
however, the City has created design standards to protect the adjoining
residential neighborhood. The design standards that will apply will include
standards on outdoor lighting, landscape screening, parking lot landscaping, and
higher architectural requirements.
3.The proposed use conforms with all performance standards contained herein.
Comment:The applicant has presented a concept plan for a combination of
commercial and multiple family residential to the City Council. To date, the
applicant has not progressed with their concept plan. The requested rezoning
encompasses the entire outlot. The applicant has not presented any
development plans under the B-2ADistrictzoning. Any future development
plans must demonstrate compliance with City zoning performance standards.
4.The proposed use will not tend to or actually depreciate the area in which it is
proposed.
Comment:The commercial land use for this area has been established since
1989. The change inzoning will not change the land use. In this regard, no
additional impact is anticipated with the change of use.

5.The proposed use can be accommodated with existing public services and will
not overburden the City’s service capacity.
Comment:Utilities in the area havebeen planned for commercial development
of this site. Future development will be within the capacity of available utilities.
6.Traffic generation by the proposed use is within the capabilities of streets serving
the property.
Comment:As development occurs on this parcel, traffic generation and
movements will require study to determine the type and extent of transportation
improvements required to address both site access and egress and dispersal of
traffic onto County Road 19.
CONCLUSION AND RECOMMENDATION
The applicant has stated that the current B-2, Limited Business District is too restrictive
in its range of uses to attract commercial development interests. The B-2A District
expands the range of uses and providesadditional performance standards to protect
the adjoining residential neighborhoods. Based on the findings outlined in this report,
we recommend approval of the zoning map amendment changing the zoning on Outlot
A Heuring Meadows to B-2A, Special Business District.

BACKGROUND:
In 2005, the City and Contractor Property Developers Company (“CPDC”)
th
entered into a development agreement for the development of Towne Lakes 6 Addition. CPDC
installed some of the infrastructure before the housing bust hit and all work was stopped. The
bank eventually foreclosed on the property and sold the property to the Kilbur Development
Group in 2010. The City and Kilbur entered into an amendment to the Developer’s Agreement
which required Kilbur to complete some of the more immediate infrastructure improvements and
allowed others to be delayed until residential units are constructed or until 2020. Kilbur has
completed all obligations that are required to be completed at this time, and remains in
compliance with the Development Agreement.
When Kilbur purchased the property it made it clear that it was merely an investment group
which intended on holding the property for a period of time until the market recovered and the
property could be sold to a developer that would finish the development and construct the homes.
Kilbur now proposes to sell the property to a buyer that will complete the development.
At this point City Staff is recommending that the City enter into the attached Second
Amendment to the Development Agreement which would essentially transfer Kilbur’s
development obligations to the new buyer. In addition, upon purchasing the land, the new buyer
would dedicate the necessary right of way needed for the construction of Large Avenue and
agree to pay half of the costs of constructing Large Avenue at such time as either the Towne

Lakes 7 plat is approved or Hunters Pass 3 Addition is approved.
KEY ISSUES:
Other than the changes relating to the dedication of Large Avenue and its future
construction, the proposed action merely substitutes a new owner for the Kilbur
Development group under the existing developer’s agreement and its subsequent
amendments.
The existing letter of credit will either be maintained or replaced in the same amount by
the buyer.

soon as possible.

components of the report do not necessary or accurately depict the positions of either city, and
the report shall not to be misconstrued as the official position of either city,

the report does not examine the financial feasibility of a JPA for each city,

Introduction

As requested, SRF has completed a traffic study for the CSAH 19 (Labeaux Avenue NE) at 57 Street
NE located in the City of Albertville. This study will evaluate the existing traffic operations as well as
three proposed geometric improvements to the intersection. The following information provides the
assumptions, analysis, and study recommendations offered for consideration.
Existing Conditions
th
The existing intersection of CSAH 19 (Labeaux Avenue NE) at 57 Street NE is currently signalized.
CSAH 19 (Labeaux Avenue NE) is a four-lane divided roadway with a posted speed limit of 45 mph.
th
East of the subject intersection, 57 St NE is a two-lane undivided roadway with a posted speed limit
th
of 35 mph. West of the subject intersection, 57 Street NE is a two-lane undivided roadway with a
posted speed limit of 30 mph. The adjacent area has a mix of commercial and residential land uses.
The existing lane configuration for the intersection is shown in Table 1.

SRF collected turning movement counts during the AM and PM peak periods at the subject
intersection (AM Peak March 30, 2016 and PM Peak March 29, 2016). These counts are provided in
the Appendix. Based on the counts, the AM peak hour was 7:15 to 8:15 a.m. and the PM peak hour
was 4:45 to 5:45 p.m. The peak hour volumes are shown in Figure 1. SRF also obtained the existing

signal timings from the Econolite ASC/2 controller and performed a quick field inventory of the
signal cabinet. At the time, the intersection was set to manual FREE. A picture of the interior cabinet
components can be found in the Appendix.
Crash data was obtained from Wright County for a 4-year period (2012-2015). There were fourteen
reported crashes during the analysis period, with five being left-turn related and three being rear-end
and ran red related crashes. Detailed crash reports can be found in the Appendix.
During both peak periods, SRF made the following traffic observations:
th
When eastbound and westbound 57 Street thru and left turning traffic was present at the
same time in each shared lane, there was considerable delay by left turning traffic waiting for
a gap in opposing traffic.
Motorists occasionally entered the intersection during the clearance intervals (red-light
running). This occurred for the north/south thru movements and the westbound left-turn
movement.
The northbound thru queue occasionally did not clear the intersection on green. This
occurred when several heavy vehicles/buses were in the queue.
Eastbound and westbound right turning traffic caused the signal to serve the side-street
immediately if the mainline green had gapped out.

Existing Operations
A detailed operational analysis of both intersections was performed using methods outlined in the
2010 Highway Capacity Manual (HCM) using Synchro/SimTraffic. Synchro is a macroscopic analysis
and optimization tool based on study procedures outlined in the HCM. Synchro/SimTraffic is capable
of calculating various measures of effectiveness such as control delay, queuing, and total travel time
impacts.
Intersection operations analysis results identify a Level of Service (LOS) which indicates how well an
intersection is operating. Intersections are ranked from LOS A through LOS F. The LOS results are
based on average delay per vehicle as shown in Table 2. LOS A indicates the best traffic operation
and LOS F indicates an intersection where demand exceeds capacity. Overall intersection LOS A
through D is considered to be acceptable traffic flow conditions.

Results of the operations analysis indicate that the intersection operates acceptably overall but a few
movements are on the LOS C/D bubble during the PM peak. Typical signalized intersections operate
at LOS C/D during peak hours. However, improvements are recommended to improve intersection
efficiency to accommodate continued growth in the Albertville area. The results of the operations
analysis are summarized in Table 3. Northbound and southbound approach operational results are
not shown because these approaches operate acceptably. Detailed results can be found in the
Appendix.

Signal Operations Recommendations
We reviewed the existing signal timings and recommend the following changes be updated in the
signal controller to immediately improve operations at the subject intersection:
1.Turn on detector cross switching for the northbound and southbound left-turn detectors.
Detector 1 should cross switch to phase 6 and detector 5 should cross switch to phase 2. This
will allow the north and southbound thru phases (2 and 6) to extend if there are left-turn calls
after the protected left-turn phases (1 and 5) terminate.
2.Given the existing 45 mph posted speeds and detector placement on CSAH 19, adjust the
vehicle extension for phases 2 and 6 to be 3.8 seconds for both phases, consistent with
MnDOT signal timing practices. This is the minimum time needed to allow vehicles to get to
the intersection. Shortening this time will make the signal more responsive to side-street traffic
while FREE.
3.Put a delay of at least 20 seconds on the side-street right-turn detectors. This will help reduce
the number of times the signal cycles to the side-street for only right-turning traffic. Most
right-turning traffic can find an adequate gaps and make a right-turn on red in under 20
seconds.
Alternatives Analysis
We developed and analyzed three improvement alternatives for the intersection. All three alternatives
involve eastbound and westbound dedicated left-turn lanes which would allow for flashing yellow
arrow (FYA) signal operations, if desired.
Minimum Build Alternative
th
The minimum build alternative involves reconfiguring the eastbound and westbound 57 Street
approach lane configurations to a left-turn lane and a shared thru/right-turn lane. This alternative is
shown in Figure 2. This would result in slightly less eastbound and westbound approach and overall
intersection delay because the thru and left-turn movements could take place simultaneously. The
results of the operations analysis are summarized in Table 4. Detailed results and can be found in the
Appendix. This alternative would be implemented by making simple signing and striping adjustments
to both approaches, as well as adding an additional dilemma zone loop detector in the new westbound
thru/right-turn lane. However, the thru movements from the proposed eastbound and westbound
thru/right-turn lanes would have significant skews in lining up with the receiving lane on the other
side of the intersection. Additionally, the eastbound and westbound left-turn offsets due to the
median widths and shifting the thru movements to the outside lanes would result in poor sight lines
for these left-turn movements. This alternative may cost between $4,000 and $6,000.

The partial build alternative involves reconfiguring the westbound 57 Street approach lane

configurations to a left-turn lane, thru lane, and right-turn lane. The eastbound 57 Street approach
lane configuration would be a left-turn lane and a shared thru/right-turn lane. This alternative is
shown in Figure 3. This would result in less westbound approach delay because the right-turning
traffic would be in their own lane. This alternative improves existing operations and provides capacity
to accommodate future traffic volumes. The results of the operations analysis are summarized in
Table 5. Detailed results and can be found in the Appendix. This alternative would be implemented
by reducing the east median width and pushing the north curbline approximately 6 feet north to fit in
the right-turn lane. New stop bar loop detectors and a dilemma zone detector would be needed for
the westbound approach. The eastbound approach would require simple signing and striping
adjustments. The proposed curblines on the west approach would be extremely close to the signal
cabinet, existing fire hydrant/water main, overhead utility pole, and signal pole foundation in the
northeast quadrant. Additionally, three signal system handholes would need to be relocated. The thru
movement from the proposed westbound thru lane would have slightly less skew than the minimum
build alternative. Additionally, the eastbound and westbound left-turn offsets and resulting left-turn
sight lines would be slightly better than the minimum build alternative. This alternative may cost
between $70,000 and $80,000. This cost range does not include any utility relocation costs or upgrades
to the pedestrian ramps for ADA compliance.

Full Build Alternative
The full build alternative takes the partial build alternative a step further with a narrower reconstructed
west median approximately 5 feet north to provide wider eastbound left-turn and shared thru/right-
turn approach lanes. The addition of an eastbound dedicated right-turn lane was investigated, but
determined that it would have a large impact to the southwest quadrant and subsequent high cost for
relatively little benefit. This alternative is shown in Figure 4. The intersection operations would be
nearly identical to the partial build alternative and would improve existing operations and provide
capacity to accommodate future traffic volumes. The results of the operations analysis are
summarized in Table 6. Detailed results and can be found in the Appendix. New stop bar loop
detectors would be needed for the eastbound approach. As a result, the thru movement from the
proposed eastbound thru/right-turn lane would have only a slight amount of skew through the
intersection. Additionally, the eastbound and westbound left-turn offsets and resulting left-turn sight
lines would be better than the partial build alternative, thereby improving safety. This alternative
would cost between $100,000 and $110,000. This cost range does not include any utility relocation
costs or upgrades to the pedestrian ramps for ADA compliance.

Build Recommendation
Based on our analysis of the three improvement alternatives, we recommend the full build alternative.
While it is the most costly of the three alternatives analyzed, it provides the best sight lines for the
eastbound and westbound permissive left-turn movements, and the eastbound and westbound thru
movements would have the least amount of skew through the intersection, which would improve
safety on those approaches. Additionally, of the three alternatives, it substantially reduces delays on
the eastbound and westbound approaches and provides capacity for future traffic volumes.
We recommend the installation of flashing yellow arrows for all left-turn movements at the
intersection in the near term. FYA left-turn signal indications have exploded in popularity since their
addition into the Manual on Uniform Traffic Control Devices as a standard treatment in 2009. FYA
have been employed statewide and within Wright County, including the signalized intersection along

CSAH 19 immediately north at CSAH 37 and immediately south at 50 Street. FYAs have shown to

be a cost-effective way to have an immediate impact to drivers in terms of delay and safety. The
greatest benefit of FYA indications is that left-turn phasing can be varied by time of day to respond
to varying traffic demands, which reduces delay. For example, permissive-only phasing (flashing
yellow left-turn arrows are displayed) can be used during low volume off-peak times such as overnight
periods and protected only phasing (only green left-turn arrows are displayed) can be used during
higher volume peak times such as morning and evening rush hour periods. According to the National
Cooperative Highway Research Program Report 493, having dedicated left arrow indications for left
turning movements is better understood and obeyed by the driving public, leading to fewer crashes.
A FYA retrofit at this intersection may cost between $35,000 and $45,000 and require the replacement
of the signal cabinet, controller, monitor, and additional loop detectors, wire, and signal heads.

The St. Michael-Albertville Middle School West is located on the south side of 50 Street (CSAH 18)
th
west of the CSAH 19 intersection. An East and West Driveway serve the school off of 50 Street.
The driveways are approximately 950 feet apart. Classes begin at 8:30 a.m. and dismiss at 3:05 p.m.
The assistant principal, Mr. Lynn Jennissen, has created a transportation options map to guide
students, parents, and bus drivers to the proper locations of the school. This map, along with a specific
drop-off/pick-up map, is provided in the Appendix. The East Driveway is exclusively used for buses
and teacher parking. The West Driveway is used for parent drop-off and pick-ups, district
administration parking, and school deliveries.
Existing Conditions

The existing 50 Street (CSAH 18)/East Driveway and 50 Street (CSAH 18)/West Driveway

intersections are currently side-street stop controlled. 50 Street (CSAH 18) is a two-lane undivided
th
roadway with a posted speed limit of 45 mph. There is a multi-use trail on the south side of 50 Street
that crosses both driveways. The existing lane configurations for each intersection are shown in Table
1 and 2, respectively.

controlled. There is a marked pedestrian crosswalk at this intersection and is controlled by a crossing
guard during the school dismissal period.

A bypass lane for westbound 50 Street thru traffic exists at the East Driveway intersection to allow
passing of stopped westbound left turning traffic.
SRF collected turning movement counts during the arrival and dismissal periods of the school (arrival
period March 16, 2016 and dismissal period March 15, 2016). These counts are provided in the
Appendix. Based on the counts, the arrival peak was 8:00 to 8:15 a.m. and the dismissal peak was 3:10
to 3:25 p.m. The peak 15-minute volumes are shown in Figure 1.
During these periods, we made the following traffic observations:
Arrival peak
Traffic flowed well in and out at East and West Driveways.
Maximum 4-6 vehicle queues were observed for the northbound left turn movement at the
West Driveway during the peak period.
Dismissal peak
Traffic flowed well in and out at the East Driveway.
8-12 vehicle queues were observed for the northbound left turn movement at the West
Driveway during the peak period.
The crossing guard stopped traffic 4-5 times for students walking/biking home. This caused
vehicle queueing leaving the school, as well as eastbound right and westbound left queues on
th
50 Street trying to get into the school.
4 buses exited the school at the West Driveway.
Northbound left turning traffic at the West Driveway found difficulty in selecting safe gaps.

Westbound queues from the CSAH 19 at 50 Street signal spilled back through the West
Driveway intersection 3-4 times.

The Wright County Sheriffs Office conducted a speed study on 50 Street near the
Albertville Middle School West. Traffic was monitored from approximately 3:10 pm-3:50 pm. The
th
85 percentile speed was determined to be between 47 mph and 48 mph. The speed study
measurements are included in the Appendix.
Existing Operations
A detailed operational analysis of both intersections was performed using methods outlined in the
2010 Highway Capacity Manual (HCM) using Synchro/SimTraffic. Synchro is a macroscopic analysis
and optimization tool based on study procedures outlined in the HCM. Synchro/SimTraffic is capable
of calculating various measures of effectiveness such as control delay, queuing, and total travel time
impacts.
Table 3 provides a summary of the results of the operational analysis. Intersection operations analysis
results identify a Level of Service (LOS) which indicates how well an intersection is operating.
Intersections are ranked from LOS A through LOS F. The LOS results are based on average delay
per vehicle. LOS A indicates the best traffic operation and LOS F indicates an intersection where
demand exceeds capacity. Overall intersection LOS A through D is considered to be acceptable traffic
flow conditions. Results of the operational analysis indicate that although the intersections as a whole
operate acceptably, the northbound left turn movement at the West Driveway operates with
considerable delay and undesirable level of service. If this delay were at a signalized intersection, it
would be at the LOS D/E threshold, which is borderline unacceptable. Typical signalized
intersections operate at LOS C/D during peak hours.

Recommendations
Based on the existing conditions and observations, we developed recommendations to improve traffic
flow in and out of the St. Michael-Albertville Middle School West. We categorized our
recommendations into immediate considerations, or things that could be implemented quickly, and

future considerations, or things that would require further discussion with all stakeholders (The St.
Michael-Albertville school district, City of Albertville, and Wright County) and further study.
Immediate Considerations
Some immediate considerations are as follows:

Restripe the 50 Street at West Driveway intersection to provide a dedicated westbound left
turn lane. A concept level drawing of this is shown in Figure 2. A Synchro analysis of this
configuration shows that overall intersection delay improves and the northbound left turn
movement has more gaps and reduced delay. A summary of the analysis results are shown in
Table 4. Additionally, the costs associated with this restriping would be minimal.

Relocate the stop bar at West Driveway intersection closer to the eastbound thru lane. A
concept level drawing of this is shown in Figure 2. This will inform turning vehicles that it is
safe to pull forward closer to the intersection which improves the drivers line of sight to look
for gaps in oncoming traffic. This will also slightly increase the northbound queue storage
distance. Additionally, the costs associated with this restriping would be minimal.

Lengthen the maximum green time for the westbound approach to the 50 Street and CSAH
th
19 intersection. This will allow surges in school traffic going westbound on 50 Street to
dissipate and reduce the amount of times vehicles would likely block the West Driveway
intersection.
Future Considerations
Some future considerations that would require further study before implementing are as follows:
Have local police control traffic during the school arrival and dismissal periods. The police
th
would be able to stop traffic on 50 Street and provide gaps to let the West Driveway traffic
enter/exit the school. The drawback to this are the costs for the police traffic control.
Reconfigure the school circulation to allow parent drop-off/pick-up access at the East
Driveway. This will alleviate the delays and queues at the West driveway by balancing the
traffic demands between the driveways. If this is enacted, a further step could be taken to
prohibit westbound left turns into the school at the West Driveway which would reduce delays

at the intersection further. However, this must be balanced with the bus schedules since buses
that serve the school continue to other schools in the district to pick-up additional students.
Investigate other forms of intersection control for each driveway such as a traffic signal or a
roundabout. These intersection controls would likely improve traffic operations, but would
come at a relatively large cost.

City Administrator’s Update

GENERAL ADMINISTRATION
Neighbors Eatery and Saloon: The deadline for CUP compliance for Neighbor’s Eatery and
Saloon was June 30 and was extended until the July 18 Council meeting. Staff will have an
update at the City Council meeting.

Ice Arena: The Design Committee met on Wednesday the 13 and reviewed the current
concept. The current estimate of the facility is $9.2 million. The concept is generally complete
with details still needing to be worked out. The Committee plans to present the concept to the
Arena Board at its August meeting.
2016 Elections Update: Filing packets for local offices are now available. Filing will begin on
August 2 and run through 5:00 p.m. on August 16. The deadline to withdraw from filing is
August 18 at 5:00 p.m.
Main Avenue NE Entrance Sign: Color Sign has installed the new double-sided message center.
Repairs to electrical components and interior cabling are still needed before the sign will
become active.
Water Rate Study: At the meeting, Tina will present part 2 of our water rate evaluation.
Trailblazer Transit/WCAT: The City of Otsego recently joined WCAT and I am of the
understanding Monticello is in the process of the doing so as well.
ENGINEERING/PUBLIC WORKS
Lachman Avenue NE Rear Yard Drainage: This project is generally complete, with the
exception of the trail patch and final grade restoration.

57 Street NE and CSAH 19 Intersection Improvements: I will present the report prepared by
SRF at the meeting.
CSAH 37 Bridge Re-Striping: On July 11 Albertville, Otsego, Wright County and MnDOT met to
discuss re-striping the CSAH 37 Bridge to include dedicated left turn lanes.
Easement Encroachment Agreement: I have been working with a resident who desires to build
a small shed in his rear yard. Unfortunately, most of his rear yard is blanketed by a drainage
and utility easement. This item will be on the agenda with an option for the Council to approve
the encroachment, if so desired.
STMA Middle School West Traffic Study: I will present the report prepared by SRF at the
meeting.

CSAH 19 and 37 Crosswalks: I have received a proposal for engineering services and very rough
estimate to improve the crosswalks at this intersection that I will discuss at the meeting.
Ballfield Lighting: I am working to get a “users group” meeting together prior to executing
contracts for the lighting. My goal is to make sure all users are current with the plans to light
the field before making the investment.
