7. PUBLIC HEARINGS
1). Franklin Outdoor Advertising Billboard Variance
Hendrickson opened the public hearing.
Grittman reported that Franklin Outdoor Advertising is proposing to remove the billboard from the
property located at 6045 Large Avenue NE and place it to the west at 11438 CSAH 37. The
proposed new site presents some practical difficulties in the placement and visibility of the billboard
and they are seeking both setback and height variances for the billboard. The proposed site is
eligible for a billboard if it is removed from the original site. He reported that locating the billboard
on the western portion of the proposed lot will increase visibility and also maintain area on the
eastern portion for future development. The Planning Commission reviewed the application and
recommended approval 4-0 at their last meeting; however, the following conditions are to be met:
1. The existing Franklin Outdoor Advertising billboard at 6045 Large Avenue NE shall be
removed prior to construction of the new billboard.
2. The billboard design shall comply with all Albertville Sign Code standards not covered by
the variances. This will require the vertical pole to be concealed with architectural
embellishments consisting of stone, brick, masonry panels, or synthetic panels that replicate
stone, brick or stucco. Said embellishments shall cover a minimum of 80% of the exterior
faces on all sides of the support structure.
3. The applicant shall submit plans to receive a sign permit and building permit for the
billboard.
Vetsch inquired about the height of the BP sign at the gas station property; he wants to be sure
placement of the billboard does not impact or impair visibility of their pylon sign. Franklin stated
that he has been working with the owner of the gas station and the owner is aware of the placement
of the sign, specifically asking the gas station sign not be blocked for cars coming from the west.
Hendrickson asked if the applicant was aware of the architectural standards that are now part of the
sign code for billboards such as natural stone, brick, masonry panels, stucco or like synthetics that
are to be used. Franklin replied they are aware and will comply with the sign code. Cocking
inquired if the City has issued other variances relating to billboards. Couri and Nafstad replied that
several previous billboards were issued variances for height (visibility) or due to I-94 construction.
Hendrickson closed the public hearing.
Motioned by Hudson, seconded by Cocking, to adopt Resolution No. 2017-005 Approving a
Setback and Sign Height Variance for Franklin Outdoor Advertising Billboard Located at 11438
County Road 37 NE within the City of Albertville. Ayes: Hendrickson, Cocking, Hudson, and
Vetsch. Nays: None. Absent: Olson. MOTION DECLARED CARRIED.

1). Committee Updates
STMA Ice Arena Board, Feb. 13
Hudson reported the Board reviewed the preliminary budget and will be looking at ice rental rates in
the next few months. He stated they briefly discussed implementation of improvements resulting
from the bond referendum vote (second sheet of ice) and they will need to determine the relationship
between the three entities as they move forward. The full STMA School Board, St. Michael City
Council, and Albertville City Council will need to meet at a joint workshop soon.
Hendrickson inquired about the Mighty Ducks grant money. Hudson replied that the money is still
available and the Board authorized him to sign the agreement once the new members had a chance to
review it. However, the Board felt it best not to delay too long.
B. Fire
1). Fire Update
Bullen reported the Standard Operating Procedures (SOP’s) were completed by the City Attorney
and will be brought to the next Fire Department business meeting and then to City Council. He
reported that Otsego will begin a Citizens Emergency Response Team (CERT) that will be trained in
disaster preparedness for large-scale disasters such as search and rescue, medical events, and fire
safety. Vetsch inquired what would happen if there is an event in both cities. Bullen explained it
would be the Fire Chief’s decision regarding response and mutual aid would most likely be called.
Nafstad inquired about Bullen’s time commitment involved with the CERT program. Bullen replied
that it would be minimal and training would be done by the State.
Bullen reported there will be an Otsego workshop in March where all fire departments serving the
City of Otsego will be present.

Nafstad reported that staff had met with a developer who is interested in developing Towne Lakes
6th and 7th Additions and the developer would like to present his concept to the Council at a future
meeting. Couri explained the process that would need to occur for any new homes to enter into the
Towne Lakes homeowners association.
Nafstad also reported that the STMA School District will need a representative from the Albertville
City Council to sit on their Finance Committee. The next meetings will be on March 1 and April 5
from 5:30-7:00 p.m. Cocking stated he would be interested. Both Hendrickson and Vetsch stated
they could also attend if Cocking could not make the meetings.

BACKGROUND: The City processes claims on a semi-monthly basis. The bills are approved
through their respective departments and administration and passed onto the City Council for
approval.
KEY ISSUES:
• Account codes starting with 810 are STMA Arena Expenses/Vendors (bolded) and
key issues will be presented in the claims listing document.
POLICY/PRACTICES CONSIDERATIONS: It is the City’s policy to review and approve
payables on a semi-monthly basis.
FINANCIAL CONSIDERATIONS: City staff has reviewed and recommends approval of
payments presented.
LEGAL CONSIDERATIONS: The Mayor and Council have the authority to approve all bills
pursuant to Minnesota State Law, which requires all bills to be paid in a timely manner,
generally within 30 days unless one party determines to dispute the billing.

SUBJECT: CONSENT – CITY CLERK – ALBERTVILLE LIONS TEMPORARY LIQUOR LICENSES
RECOMMENDATION: It is respectfully requested that the Mayor and City Council consider
the following:
MOTION TO: Approve a Temporary 3.2% Malt Liquor License for the Albertville Lions Club
for June 9-11, 2017 for the 2017 Friendly City Days festival.
BACKGROUND: The Albertville Lions have submitted an application for a temporary 3.2%
malt liquor license for the annual Albertville Friendly City Days (AFCD) festival. In years past,
the Lions have served 3.2% malt liquor during the festival. The Lions would serve 3.2% malt
liquor on Friday, Saturday, and Sunday of the festival.
KEY ISSUES:
• The Albertville Lions have submitted the correct application and fee for the liquor
licenses.
• The Lions hold and have submitted the appropriate liquor liability coverage.
FINANCIAL CONSIDERATIONS: There is minimal financial revenue collected from the
applicant for the liquor licensing.
LEGAL CONSIDERATIONS: The Mayor and City Council have the authority to review and
approve or deny any liquor license.

Permit Activity: Attached is the 2016 Permit Activity Summary, which tabulates the total
permit activity for 2016 and 2015. A total of 477 permits were issued in 2016. The total
valuation of this work is approximately $12,714,214 and associated permit fees paid is
approximately $310,614 (includes utility access fees). In 2016, there were 17 new single family
permits, 1 new construction commercial permit, and 25 commercial addition/remodel permits.
The 2016 Permit Log is on file and available at City Hall.

GENERAL ADMINISTRATION
Planning Commission Terms: The Personnel Committee has collected feedback from the
Council and will make appointment recommendations to the Council at the meeting on the 6th.
The appointment resolution is included in the packet.
2016 Audit: The auditors will be conducting field work for the 2016 fiscal year at City Hall the
week of March 6.
Spring Newsletter: Staff is working on the spring newsletter. Please let us know if you would
like to see specific items addressed in the newsletter.
Arena Board/Second Sheet of Ice: A draft of an updated JPA/ownership/operations agreement
is being prepared. I anticipate having a document for Council to review in early April.
ENGINEERING/PUBLIC WORKS
Mall of Entertainment-AUAR: The AUAR will need to address any potential impacts on the
city’s water and wastewater systems. I have asked the JPWB Engineer and Bolton and Menk to
review the water and wastewater components of the AUAR.
CSAH 37 and I-94 Signal and Striping Revisions: Wright County has identified this as a 2017
County project.
WWTF: The renewal of the MPCA permit and MPCA that required mercury minimization plan
has been submitted. I will be scheduling a workshop to provide an update and discuss discharge
requirement options.
2017 CSAH 19 and 57th Street NE Signal Improvements: Project plans and specifications are
being prepared and will be presented to Council in April and bid in May.
2017 Street Project: Staff conducted a neighborhood meeting on February 28. Very few
residents came; however, those who did were in favor of the project. Plans and specs will be
presented at the meeting for Council’s authorization to bid the project.
Ballfield Lighting: Xcel Energy has installation of the new service scheduled for early spring.
CenturyLink Fiber Projects: CenturyLink will be resuming work in the spring.
Omann Bros. Sewer Extension: Staff is looking into options to extend sewer to the Omann
Bros. site and the adjacent properties on CSAH 19.
Central Park Depot Project: The site plan for the Depot project is near completion. The sewer
and water service will come from Main Avenue NE and we will coordinate that work with the
Railroad Crossing.

The Wright County Sheriff’s Office is the 3rd largest sheriff’s office in Minnesota. We provide law enforcement
services to the unincorporated areas of the county and additionally contract police services with 13 cities, one
of which includes the City of Albertville. In partnership with the City of Albertville, we provide the citizens with
reliable, swift service to maintain the high level quality of life they have come to expect.
There are twelve divisions within the Sheriff’s Office: Administration, Bailiff, Civil Process, Communications,
Community Services, Corrections, Criminal Investigations, Patrol, Recreational Enforcement, Special
Investigations Unit (Narcotics), School Resource and Warrants / Transports.
The Sheriff’s Office continues to meet challenges by providing quality, efficient, cost effective law
enforcement services to the citizens of the county and the City of Albertville.

The City of Albertville has been contracting law enforcement services with the
Sheriff’s Office for over 40 years. Albertville achieved 24 hours a day coverage in
2005 and maintained that level of service until 2015. In July of 2015, the contract
was increased to 28 hours a day coverage.

Sheriff Deputies responded to 5,955 calls for service in Albertville in 2016.
Of those calls for service, 2,480 incidents turned into a case report and
required further investigation by the deputies. The summary below

Cases of Interest in 2016
Emma’s Express was the scene of a robbery on 07/09/16 when an unidentified male entered the store and
demanded money from the clerk. The suspect indicated through his movements that he had a weapon. A
subsequent follow up investigation at the store turned up physical evidence that was later submitted to the Tri
County Lab for analysis. One of these items of evidence was used to identify the suspect. This suspect was also
a suspect in other similar incidents in a neighboring jurisdiction. The suspect was eventually located and was
charged b y the Wright County Attorney’s Office for robbery.
The Outlet Mall in Albertville has continued to be a target of shoplifting in 2016. Detectives working in
Albertville, Monticello, Otsego and other cities with a high number of retail stores have been to training
recently that was geared towards organized retail crime. There has been a growing trend in shoplifting cases

The Major Crimes Investigation Unit (MCIU) is responsible for documenting and processing crime scenes and
evidence collected from scenes. The unit will respond when needed for death investigations, assaults,
robberies, burglaries, or any scene where advanced skills and processing techniques are needed to collect and
document evidence. MCIU also responds to motor vehicle crashes resulting in serious injuries or death .
Besides documenting the crime scenes, MCIU is trained in processing evidence for latent prints, DNA evidence,
tire and shoe tread patterns, tool mark evidence, biological stains, and trace evidence. Most of the evidence
collected is sent to the Tri County Regional Forensic Lab where further analysis and comparison is done and
hopefully identifications are made.
