DRAFT MINUTES
1. CALL TO ORDER
Mayor Hendrickson called the meeting to order at 6:01 p.m.
Present: Mayor Hendrickson and Council members Cocking, Hudson, Olson and Vetsch
Absent: None
Others Present: City Administrator-PWD Adam Nafstad, Finance Director Tina Lannes, City
Attorney Mike Couri, Fire Chief Eric Bullen, and City Clerk Kimberly Olson
2. 2018 BUDGET DISCUSSION
Nafstad reported to Council the intent of the workshop is to review big picture expenses that are
not currently budgeted.
Staffing Levels
Nafstad reported possible future staffing positions could include:
• Filling a 0.5 FTE accounting/utility clerk position to 1.0 FTE, or intern in 2018
• Adding a 1.0 FTE to the Public Works department to be funded partially in 2018 and
partially in 2019
• Adding 1.0 FTE Engineering Technician in a year to be determined
Nafstad clarified the accounting/utility clerk position was not filled after a retirement in 2016.
Nafstad discussed the possibility of that position being filled annually with an intern. Both
Cocking and Hendrickson were supportive of that option; Vetsch would like the position filled
permanently and had concerns regarding staff time and effort to continually recruit and fill the
position as an intern. Nafstad stated the intern option could be a paid position with no benefits.
Nafstad stated the public works department has increasingly taken over more tasks as the City
has grown and matured. Both Cocking and Vetsch want to ensure that employees feel they are
able to take vacation and want to make sure both office and public works are staffed
appropriately. Cocking would like to see how the number of employees has or has not grown
with the increase in population. Hendrickson explained that staff had been cut during the housing
downturn and she also wants to make sure staff is at a functional level. Olson would like to see
the public works position funded over the course of two years.

Nafstad reported that Albertville currently contracts with St. Michael for field observation and
engineering services. Should the person holding that position leave or retire, Albertville will
either need to contract with a different entity (more costly that current contract rates) or fill the
positon in house. He also added that with new MS4 requirements, Albertville will have many
more inspections.
Council Pay
Nafstad reported that Council pay has not changed since 2006 and he presented Council pay
rates for neighboring communities. He stated that if there was an adjustment to the pay, it would
not be effective until after the 2018 General Election per State law.
Centennial Celebration
Nafstad stated the centennial anniversary for Albertville will occur in 2019. Staff is looking for
Council feedback on what activities should be planned for a centennial celebration. He offered
some options such as a commemorative art piece, music, fireworks, etc. Cocking replied that he
liked the idea of a commemorative painting. Hendrickson would like to hold an event to raise
funds for Central Park and to raise awareness of the centennial. Olson would like to see a
separate event outside of Albertville Friendly City Days (AFCD) and Nafstad agreed they would
not want to compete with AFCD activities.
Server/Audio and Visual Equipment
Lannes explained the server will need to be replaced prior to March 2018. Staff is recommending
placing the current server at Public Works to use as the backup server and installing the new
server at City Hall. Hendrickson inquired about using the cloud for storage of the City’s data and
Lannes replied the City Attorney did not recommend that for security purposes.
Lannes reported that the audio/visual equipment is original to when the building was built
(approximately 10 years old). The current equipment is now out of date and is presenting
compatibility issues with new software and hardware available on the market. Olson stated he
would definitely like to see better audio/video connections for renters of City Hall facilities.
City Hall 2nd Floor
Nafstad stated the upper level of City Hall is unfinished, but is used as a rental space primarily
for groups with art activities or exercise groups. He reported that City Hall is rented out
approximately 2,000 hours per calendar year and requests are turned down at times due to room
availability. Staff felt a more desirable finish to the upper level could help to meet some of those
requests.
Nafstad suggested minor finishes to the upper level as a more in-depth finish could add up
quickly in terms of cost. He indicated revenue from facility rentals is not in the red, but revenue
is limited. Cocking inquired how that works with so many rentals per year and Nafstad replied
that most rentals are local, non-profits that receive one room (4 hour block) free per month.
Park Improvements
Nafstad reported grant funds received from MnDNR for Westwind Park will require a $150,000
match from the City in 2018.

Central Park site improvements will be needed in conjunction with the depot project. Nafstad
reported the Albertville Lions have nearly reached the funds needed for the depot. In conjunction
with the centennial, Nafstad would like to see 58th Street NE reconstructed and include parking
stalls per the park plan. The splash pad is not currently funded.
Strategic Planning
Nafstad brought up long term and strategic planning. The 2012 Vision Study was last updated in
2014/2015. He inquired if Council is interested in public outreach, possibly a community survey,
and if it is time to look at community branding for Albertville.

3. RECOGNITIONS – PRESENTATIONS – INTRODUCTIONS
A. Legislative Update – Senator Mary Kiffmeyer
Senator Kiffmeyer provided updates on the following legislative items:
• New election laws regarding uniform election dates, election equipment grant funding and
polling places
• Update on Corridors of Commerce funding
• Defunding of the legislature
• Possibility of Minnesota losing a congressional seat during the next redistricting
Kiffmeyer inquired of the Council if the groundwork is in place if six lanes should be realized in
Albertville and Nafstad replied that a good portion is completed, but they have additional
discussions regarding cost sharing and right-of-way. Kiffmeyer stated that with the cities combining
efforts with the I-94 coalition has made a big difference in getting the I-94 expansion project to
where it is today and continued efforts will assist in project moving forward.
Kiffmeyer thanked the Council for their time and service to their constituents.

7. PUBLIC HEARINGS – None
A. Towne Lakes 6th Addition - Easement Vacation and Development Agreement
Couri reported that as part of the plans previously accepted by Council for Towne Lakes 6th
Addition, there are four lots that will encroach on the City’s drainage and utility easements. He
explained this will need to occur to accommodate the one-level end townhomes and will impact lots
4, 5 38, and 39 of the plat.
Hendrickson opened the public hearing at 7:34 p.m.
Vetsch inquired about the easements and Couri explained that in order to provide one-level living
options in the development and keep the 42 units, the easements are needed. He stated these one-
level townhomes would be attractive to seniors.
Hendrickson called for public comment and there was none.

Motioned by Olson, seconded by Hudson, to approve Resolution 2017-014 Vacating Portions of
Drainage and Utility Easements in Towne Lakes 6th Addition. Ayes: Hendrickson, Cocking,
Hudson, Olson and Vetsch. Nays: None. Absent: None. MOTION DECLARD CARRIED.
Couri reviewed the development agreement for the addition, stating that it included all the PUD
amendment and variance conditions recommended by the Planning Commission and City Council,
language in relation to the construction of Large Avenue NE, and completion of sidewalks and
landscaping along the west and north portions of the plat.
Couri stated the developer had asked for the sidewalk and landscaping requirements to be removed
from the agreement as the out lot to west has not been platted. He explained the landscaping can be
required when the out lot is platted, but most likely not the sidewalks; so the draft agreement only
requires installation of the sidewalks. Cocking felt it makes sense to complete both the sidewalks
and landscaping at the same time to give the neighborhood a completed feel. Hudson stated it would
look better if all the landscaping was done at the same time (both development and boulevard
landscaping), so there are not different growth levels of the trees. Hudson inquired if the City could
install the improvements and assess the out lot owner in the future. Couri replied the City would
need an assessment waiver. Nafstad stated that maintenance time and costs would need to be
considered if the City installed the improvements and the City would have to maintain them until the
lot is developed.
Couri stated he would reinstate the original language into the development agreement for the
developer to complete the landscaping.
Motioned by Cocking, seconded by Hudson, to approve Second Amendment to Planned Unit
Development Agreement for Towne Lakes 6th Addition with the restoration of the language in 17b
of the 2010 Original Development Agreement. Ayes: Hendrickson, Cocking, Hudson, Olson, and
Vetsch. Nays: None. Absent: None. MOTION DECLARED CARRIED.
8. DEPARTMENT BUSINESS
A. City Council
1). Committee Updates - Recent Meetings:
Fire Advisory Committee
Olson reported there was one resignation in the department and three new hires. The mutual aid
agreement has been sent to other Wright County fire departments for review. Bullen reported the
budget ratio for the department has gone to 45% Otsego and 55% Albertville, Lannes reported that a
3% inflation increase was also reflected in the budget.
STMA Ice Arena
Hudson reported the entities are reviewing a Joint Powers Agreement regarding the ownership and
operations of the second sheet. One change would be to increase the Board with an additional

member from the School Board resulting in two members from St. Michael, two members from
Albertville, and three members from the School Board. He reviewed some the capital improvement
expenses that the Board discussed and funding scenarios between the entities. He explained that a
second Zamboni machine is needed and ideally would be used on both ice sheets; however, the
School Board cannot use referendum funds on something that is not fully owned by the School. If
the new Zamboni is to be used on both sheets, it would need to be funded by all three entities
equally. Hudson stated his concern is making sure that both arenas are fully functional.
FYCC
Olson reported the Board met the new FYCC Coordinator, Sarah Hansen. He reported FYCC had
excellence attendance at the zoo mobile in Central Park with over 400 kids. He stated that the
FYCC budget ends in August.
B. Public Works/Engineering
1). CSAH 19 and 57th Street Intersection Improvements
Nafstad reported that two bids were received and were higher than anticipated; however, he felt that
if the project were to be bid out again, resulting bids could be even higher than the two received to
date. Olson inquired when the project is anticipated to be completed and Nafstad replied by the end
of October.
Hendrickson inquired about burying power lines with the project and Nafstad stated that the
electrical work will only occur at the intersection and not along 57th Street NE.
Olson questioned if the crosswalks would be open during the improvements, especially during the
school year, and Nafstad replied they would have at least two crosswalks open throughout the
project.
Motioned by Vetsch, seconded by Hudson, to approve Resolution No. 2017-015 entitled A
Resolution Accepting Low Bid for CSAH 19 and 57th Street NE Intersection Improvements. Ayes:
Hendrickson, Cocking, Hudson, Olson and Vetsch. Nays: None. Absent: None. MOTION
DECLARED CARRIED.

I. Administration
1). STMA Arena Refrigeration
Nafstad stated the Arena Board has also discussed refrigeration of the second sheet and connecting
that refrigeration system to the current sheet. He stated there is quite a cost savings if the
refrigeration is connected at the time of original installation rather than later in the future. The cost
to the arena is approximately $261,000 to connect the refrigeration now, leaving each entity to
contribute approximately $87,000. Hudson reported there was some dissent on the Board whether
the arena capital funds should be used for the Zamboni machine or applied to the refrigeration
connection costs.
Overall, the Albertville City Council was supportive of connecting the refrigeration now, but still
using the arena capital for the Zamboni purchase. Hendrickson inquired where the funds for the
refrigeration from in the City’s budget for their portion and Nafstad replied capital reserve funds.
Cocking felt it would be irresponsible to connect the refrigeration later and at greater cost.

2). City Administrator’s Update
Nafstad stated the Primary School and Ice Arena expansion plans should be submitted soon to get
Planning Commission and City Council approval.
Nafstad reported that the Karston Cove 4th Addition had until June 30, 2017 to install the sidewalk in
the development and they have missed that deadline. He stated that the Developer has submitted an
incomplete application with the intention that it would allow them more time to complete the
sidewalk improvements. Hudson inquired what recourse the City has in this instance. Couri replied
the City can send the developer a default letter and use letter of credit money to install the sidewalks.
Nafstad reported that when the out lot is platted, any installed sidewalks may need to be removed as
the curb cuts may change. Hudson was hesitant to approve an extension for the sidewalk installation
without reason. Council directed Couri to draft and send the default letter.
Lockridge Grindal Nauen PLLP is planning a Washington D.C. trip regarding transportation funding
for September 13 and 14. They are hoping for two representatives from Albertville, two from St.
Michael, one from the I-94 Coalition and one from Wright County. Hendrickson and Vetsch
indicated they may be interested and Hendrickson felt it would be beneficial for Nafstad to attend
one of the D. C. trips. Nafstad also informed the Council that there is the National League of Cities
conference in March if anyone is interested.
Nafstad reported that staff anticipates the Mall of Entertainment development group will be present
at the August 7, 2017 Council meeting. He stated they will be presenting the AUAR and requesting
Council to authorize the publication the document for the comment period.

BACKGROUND: The City processes claims on a semi-monthly basis. The bills are approved
through their respective departments and administration and passed onto the City Council for

POLICY/PRACTICES CONSIDERATIONS: It is the City’s policy to review and approve
payables on a semi-monthly basis.

LEGAL CONSIDERATIONS: The Mayor and Council have the authority to approve all bills
pursuant to Minnesota State Law, which requires all bills to be paid in a timely manner,
generally within 30 days unless one party determines to dispute the billing.

SUBJECT: CONSENT – CLERK – ST. ALBERT PARISH FESTIVAL LIQUOR LICENSE
RECOMMENDATION: It is respectfully requested that the Mayor and City Council consider
the following:
MOTION TO: Approve a One-Day Temporary 3.2% Malt Liquor License for the Church of St.
Albert’s Annual Parish Festival and approve the closure of Lander Ave NE between the Church
of St. Albert and the Parish Center from 8:00 a.m. to 5:00 p.m. on Sunday, September 17, 2017.
BACKGROUND: The Church of St. Albert is requesting a One-Day Temporary 3.2% Malt
Liquor License for their annual Parish Festival. The Festival will be held on Sunday, September
17, 2017 and proceeds will be used to help fund the Parish Center’s operating costs. The hours

BACKGROUND: The applicant, Faith Jean Dahlman, has applied for a Therapeutic Massage
Enterprise License for her business, Vitality Massage, located at 10904 57th Street NE, Suite NE.
This space is located in the Parkside Commercial Center and the applicant will be leasing a room
in Optimistic Living, Suite 106. The business license will be hers alone and not that of
Optimistic Living.
City Code requires each business that offers massage therapy to obtain a yearly Therapeutic
Massage Enterprise License. There must be an original investigation of the business owner and
inspection of the property before issuance of the license. In addition to the enterprise license,
each individual practicing massage therapy at the enterprise must obtain a yearly Individual
Massage Therapy License. The applicant will be the only one to perform massage at the location.
KEY ISSUES:
• The applicant has submitted a complete application and has been made of aware the
required fees, insurance requirements, and inspection. The Building Department also
requires a tenant occupancy permit.
• Staff has submitted the applicant’s background investigation to the MN BCA and
received a successful background check.
• The location is compliant with fire code as required by the City Code.
POLICY/PRACTICES CONSIDERATIONS: The Mayor and City Council have the authority
to approve or deny any application for a City-regulated business.
FINANCIAL CONSIDERATIONS: The fee for a Therapeutic Massage Enterprise License
covers both administrative, inspection, and background costs.

RECOMMENDATION: It is respectfully requested that the Mayor and Council consider the

MOTION TO: Approve Resolution No. 2017-020 authorizing the distribution of the AUAR
and Mitigation Plan Amendment for the Albertville Business Park project to be sent to the EQB
for publication, applicable agencies, and local and regional governments that may be impacted
by this development.
BACKGROUND: In 2003, the City of Albertville approved an Alternative Urban Areawide
Review (AUAR) for the Albertville Business Park, a mixed-use development on approximately
111 acres of farmland located north of I-94 and west of the Outlets at Albertville Retail Center.
The AUAR was distributed March 3, 2003, and an amended document including a mitigation
plan and responses to comments regarding the AUAR was issued May 15, 2003. This updated
AUAR has been completed according to guidance prepared by the Minnesota Environmental
Quality Board (EQB) for implementation of Minnesota Rules Chapter 4410.610.
Ideally, an AUAR is updated every five years until the development is completed. This is the
first update of the Albertville Business Park AUAR. No activity has occurred on the site since
2004. The “Great Recession” slowed real estate development throughout the country. The market
has changed. New opportunities have been identified for the remaining property. The
environment surrounding the site has also changed; road improvements have been made and
surrounding areas have developed. An updated AUAR is now necessary to evaluate the potential
impacts of developing the remainder of the site consistent with the plans of the landowner and
the City.
The proposed Mall of Entertainment (MOE) project will be developed as the initial phase of the
development analyzed by the AUAR Update. The concept plans optimize the development of
the remainder of the site so that the maximum potential impacts for the entire site can be
evaluated.
2017 Update—Project Description
Two development concept plans have been created for the purpose of the AUAR Update. The
centerpiece of both concepts is the proposed Mall of Entertainment (MOE) project, which will be
developed as the initial phase of the development analyzed by the updated AUAR. The concept
plans optimize the development of the remainder of the site, so that the maximum potential
impacts can be evaluated by the AUAR.
Concept Plan A is the owner’s preferred alternative. In addition to the MOE project in the first
phase, and commercial and office uses on the remainder of the site, Plan A includes up to 260
units of multiple-family residential use in two buildings adjacent to 70th Street, which will

require the City of Albertville to consider amending its Comprehensive Plan. Of the 260 multi-
family units, 180 would be apartments in one or more buildings, and 80 would be in an age-
restricted building for seniors. Concept Plan B substitutes retail and office uses for the multiple
family development, and is fully consistent with the Albertville Land Use Plan. An AUAR must
analyze at least one scenario consistent with the local plan.
Concurrent with the review of the AUAR Update, the developer will submit an application for
Planned Unit Development (PUD) General Concept Plan approval and Rezoning, along with an
application for a Comprehensive Plan Amendment to change the Proposed Land Use Map. A
PUD Development Stage Plan application for the initial phase (the Mall of Entertainment) would
be submitted shortly thereafter. The schedule calls for completing the Final Plan process for the
MOE in 2017 for construction in 2018. PUD Development Stage Plans for the remainder of the
site will be submitted as development proceeds. The following table provides a summary of land

Initial Phase: Mall of Entertainment (MOE)
The Mall of Entertainment (MOE) project would be the next phase of development under both
Concept Plans A and B. The MOE is proposed to be a world-class resort and entertainment
venue featuring an interactive indoor waterpark, an indoor theme park and a 275-room hotel and
conference facility. It would occupy approximately 17.46 acres of land in the eastern portion of
the site, and provide approximately 315,000 square feet of space. The hotel portion of the project
would be up to six stories (approximately 80 feet), and the rest of the facility would be
approximately 50 feet in height.
The MOE would attract families and groups from the Twin Cities Metro Area, the State of
Minnesota and beyond. The MOE would offer education opportunities attracting vacation
visitors as well as school groups. The theme park would draw approximately 570,000 visitors on
an annual basis, with the indoor water park estimated to draw approximately 215,000 annual
visitors. It would complement the adjacent Albertville Outlet Mall, which already draws over
five million visitors to the area every year. The MOE would offer about 580 full- and part-time
jobs.
AUAR Update
On November 7, 2016, the Albertville City Council approved Resolution 2016-030 authorizing
the preparation of the AUAR amendment for Albertville Business Park project, a traffic study,
and a cost reimbursement agreement.
The City has now received the draft AUAR amendment for the Albertville Business Park project
dated August 1, 2017. Said draft has been reviewed by staff and incorporated preliminary
comments to allow for the draft to be distributed to applicable agencies for review and comment.
During this review period, City staff will conduct their final document review to insure
comments are comprehensive and that the mitigation plan addresses necessary issues.
KEY ISSUES:
• The current action is for the document distribution only. This action allows the applicant
to formally distribute the document to all required agencies and local governments.
• Upon receipt of the document, the EQB shall publish notice in the EQB Monitor starting
the review comment period. The comment period for an AUAR Update is 10 days,
unless the EQB requests an extension due to the extent of AUAR changes. Staff is
recommending immediate distribution to all agencies to allow review to begin prior to
EQB publication to allow an extended review period.
• Staff will also conduct a final review and offer any outstanding comments to be included
in the final document.
• The final document shall be required to respond to received comments and objections
and outline methods of mitigation.

• The City shall not take final action on the AUAR until all comments and objections have
been adequately addressed.
• The authorization to distribute the AUAR is not a land use or zoning approval of any
elements of the concept plan. Each of these components will be evaluated through
separate zoning/subdivision applications.
POLICY/PRACTICES CONSIDERATIONS: Authorization to distribute the AUAR is
consistent with past action authorizing the document’s preparation. This is the next step leading
up to development applications.
FINANCIAL CONSIDERATIONS: The City and Darkenwald Holdings LTD have a
reimbursement agreement that makes the applicant responsible for all City costs associated with
the processing of this AUAR.
LEGAL CONSIDERATIONS: The authorization to distribute the AUAR is consistent with
State Rules for processing the AUAR.

WHEREAS, Darkenwald Holdings, Ltd. (“Darkenwald”) owns several parcels of property

WHEREAS, Darkenwald intends on developing these parcels in the future; and
WHEREAS, Darkenwald conducted an Alternative Urban Areawide Review (“AUAR”)
relating to these properties in 2003; and
WHEREAS, Darkenwald’s current development plans require an update to the AUAR; and
WHEREAS, the City of Albertville (“City”) is the responsible governmental unit
overseeing the update to the AUAR; and
WHEREAS, the Albertville City Council authorized the preparation of a traffic study and
the update of the Albertville Business Park project AUAR in Resolution 2016-030; and
WHEREAS, the City has received the completed AUAR update for the Albertville Business
Park project prepared by Landform dated August 1, 2017; and
WHEREAS, City staff has reviewed the document and deemed it ready for distribution; and
WHEREAS, the distribution of the AUAR document will provide opportunity to solicit
project comments from outside agencies and other units of government to allow this project to
proceed.
NOW, THEREFORE, BE IT RESOLVED that the City Council of Albertville Minnesota
approves the August 1, 2017 document for EQB publication and distribution to all applicable
agencies and units of government to start the AUAR review period.

SUBJECT: FINANCE DEPARTMENT – TORT LIABILITY INSURANCE RENEWAL
RECOMMENDATION: It is respectfully requested that the Mayor and Council consider the
following:
MOTION TO: Not waive the City’s monetary limits on tort liability established by Minnesota
Statues, Section 466.04
BACKGROUND: The City decided not to waive the monetary limits in 2016, but prior years
the City did opt to waive the monetary limits on tort liability and purchased additional coverage
up to the $1,000,000 per occurrence and in aggregate. The League of Minnesota Cities
Insurance Trust (LMCIT) requires “Cities obtaining liability coverage from the League of
Minnesota Cities Insurance Trust must decide whether or not to waive the statutory tort limits to
the extent of the coverage purchased. This decision must be made by the City Council. Cities
purchasing coverage must complete and return this form to LMCIT before the effective date of
the coverage.”
The City Council must make a decision to waive or not waive the statutory limits prior to the
October 1, 2017 expiration/renewal date per LMCIT requirements in order for coverage to
continue beyond that date. Upon submission of this "signed and dated" Waiver Form, the
LMCIT will issue an Extension of Coverage Binder effective with a 10/1/2017 effective date.
It usually takes more than thirty (30) days for the LMCIT to process a renewal application. The
Extension of Coverage Binder assures the City of coverage beyond the 10/1/2017 renewal date.
POLICY/PRACTICES CONSIDERATIONS: It is the City’s policy to review and approve
tort liability options annually.
FINANCIAL CONSIDERATIONS: City staff has reviewed and recommends not waiving the
tort liability.
LEGAL CONSIDERATIONS: The Mayor and Council have the authority to contract for
insurance coverage including waiving the statutory tort liability limit.

City Administrator’s Update

GENERAL ADMINISTRATION
Arena Board: The updated JPA/ownership/operations agreement was presented and discussed
at the July 10 Arena Board meeting. The agreement will be presented to the City Council in
August and will be an agenda items for the large group meeting with the School District and St.
Michael in October.
Planning Commission: At the August 8 Planning Commission, there are three public hearings
that will be on the STMA Ice Arena 2nd sheet, Albertville Primary expansion and the Caribou
drive through at Coborn’s.
Karston Cove 4th Addition: The City Planner has notified Centra North that the application that
was submitted in late-June is incomplete and the City Attorney will be noticing the Developer of
the default of the development agreement concerning the sidewalks along 64th Street NE.
St. Michael Daze and Knights Social: The St. Michael City Council has invited Albertville Council
and staff to a social hour on August 11 during the annual Daze and Knights celebration.
I-94 West Coalition: The Coalition is working with LGN to organize a visit to D.C. The dates will
be September 13 and 14. Please let me know if you are interested in going.
ENGINEERING/PUBLIC WORKS
Repairs to 51st Street NE Cul-de-sac: We are reviewing options to improve this temporary
dead-end and will report back to the Council.
Montgomery Property: This item will be on the agenda for Monday. The City Attorney and I are
working on the sewer service agreement and will present the agreement at the meeting.
2017 Street and Trail Improvements Project: The sidewalk and boulevard work is generally
complete, as well as milling of the project streets. The contractor is working to have the project
paved and completed the week of August 7.
CSAH 37 and I-94 Signal and Striping Revisions: Wright County has identified this as a 2017
County project.
WWTF: I have Bolton and Menk scheduled to present the facility plan at the second meeting in
September. Currently, we are focusing on the option to relocate the discharge in lieu of the
very extensive plant upgrades.
CSAH 19 and 57th Street Signal Improvements: We will be holding the preconstruction meeting
in the next few weeks.
