3.RECOGNITIONS –PRESENTATIONS –INTRODUCTIONS
A.Albertville Royalty
Hendrickson welcomed the group to the meeting and thanked them for their work in the community.
Gallagher introduced the members of the Royal Court. Miss Albertville,Haley Rogers, highlighted
the initiatives the group has undertaken such as Beyond the Crown, feeding families at Twin Cities
Ronald McDonald houses, Vision Walk, community benefits and fundraisers, and partnering with
the Albertville Lions for special events. The Council stated they appreciated the Royal Court’s
service to the community and thanked them for their dedication. Gallagher reported that longtime
volunteer Kelly Myers will be stepping aside this year and they would like to recognize her many
years of service at a future Council meeting.
4.PUBLIC FORUM

Brian Feigum, 10579 49Street NE, waspresent at the meeting to request some type of traffic
thth
control on 49Street NE. Feigum stated that cars traveling along 49Street NE drive toofast for
the neighborhood and he fears for the safety of neighborhood children. He stated there was an
altercation in the street when he attempted to ask a car to slow down. Nafstad agreedthe road is
busy and serves as a neighborhood collector. Nafstad discussed the need for additional law
enforcement monitoring, the use of the city new speed trailer, andthe adverse effects of intersection
control/signs. Nafstad also noted that the statutory speed limit is 30 miles per hour on local streets

Feigum asked if there could be “no through traffic” signs installed and Nafstad replied it is a public
street, so that would not be an option.
Hudson inquired about the process if signs are installed. Nafstad replied that 30 miles per hour is
the norm for neighborhood streets; studies show that if traffic control measures are installed, but not
needed, it leads to a false sense of safety and the signs become ignored. Hudson inquired about
other means of traffic control. Nafstad replied that speed bumps have noise and maintenance factors
as well as the potential for vehicles to leave the roadway. Hendrickson inquired about a “children at
play” sign and Nafstad reported they are no longer an accepted sign for a typical residential street.
Nafstad stated staff would place the speed trailer in the neighborhood and a sheriff’s deputy
followed up with the Feigums.
5.AMENDMENTS TO THE AGENDA
Nafstad added a resolution regarding CSAH 18 parking restrictions as Item I4 under Administration.
Motioned by Vetsch, seconded by Olson, to approve the Agenda as amended. Ayes: Hendrickson,

1).Karston Cove 5Addition Rezoning and Preliminary Plat
Brixius explained that there are two resolutions before Council, one for approval and one for denial.

Brixius provided the history regarding the original plat for Karston Cove 3 Addition and there were
originally supposed to be 29 townhomes. It was then platted as an outlot last year while the
developer determined what the market is demanding. When the outlot was platted, the City reserved
the right to require any developed lots to enter into the Karston Cove Townhome Association.
Brixius reported the new development application plans eight single family homes. This does not
align with the current multi-family zoning and would require rezoning. If this concept is acceptable
to Council, staff recommends PUD zoning to allow for lot width and depth. The application had a
public hearing with the Planning Commission on April 10. After the hearing and discussion, the
Planning Commission recommended denial of the application. The commission felt the proposed
plan does not fit with the character of the neighborhood and is a different product than the original
proposal. There are no basements and each lot would need individual service lines.
Hudson inquired what the developer’s intent was when they purchased the property in 2016.
Pattberg explained Centra Homes, LLC purchased a very large number of lots from Woodside
Homes before they left MN. He further explained their original purchase price for the Karston Cove

3 Addition included not only the lots but the letter of credit. When they approached staff, they
learned of the new ordinance regarding low openings, so they had to modify their plan.
Pattberg stated that they have tried hard to work with the HOA and to develop a plan close to the
original, but they could not make it happen. He stated that the HOA did not want to see this design
plan and wants more units. He felt it would be difficult to have an HOA with two different kinds of
product. He stated that they have held neighborhood meetings and send notes to the original 14
properties. He stated that HOA dues are middle of the road in terms of cost and have actually gone
down.
Randy Christiansen, ACT Management, stated he manages the association. He indicated they do
want to see the original plan as loss of units will affect the HOA.
Vetsch would very much like to see both the HOA and the developer come to an agreement, possibly
in terms of a one-time payment to the HOA. Christianson stated there are significant costs to amend
the HOA documents to allow the new lots into the HOA and that is why they have not done so until
they hear the position of the Council. Couri addressed the fact that even though this is only the
preliminary plat, it may be in everyone’s best interest to determine this evening if the lots will be
required to enter into the HOA, so that each group can move forward. Pattberg agreed and doesn’t
want it to be an outstanding issue.

Nafstad noted that the preliminary plat being considered is not designed with any common interest
amenities, open spaces, or utilities.
Hudson suggested striking condition 10 in the resolution for approval. Vetsch again would like to
see a payment made to the HOA and Couri replied that the City cannot require financial transactions
between private parties. Olson inquired if the HOA is stable and Christianson stated the HOA had
some storm related issues years ago, but it is now better.
Hudson felt there are two issues that are conflated:
1)What to do with the HOA?
2)How to zone the lots?
Hendrickson suggested the developer decide what works in the current market. Olson agreed the site
cannot yield 29 units. However, he did understand the Planning Commission’s merits for
recommending denial; Hudson agreed.
Couri suggested the following language be changed in condition 10 to: “The proposed lots of

Karston Cove 5 Addition shall not be required to join the Karston Cove Townhome Association.”

C.Fire
1).Fire Department Update
Bullen reported they had four applicants for Reserve Firefighter and he will be scheduling final
interviews. He stated the Otsego study is under way and Olson inquired about the overall goal of
the study. Bullen reported that is to review fire response times throughout the city prior to having
conversation on station locations or before they get a recommendation from the State Fire Marshall’s
office. He stated the Elk River Fire Chief is leaving and that could impact discussions.
Bullen reported that the Fire Advisory Committee needs to meet to discuss future capital purchases.
He stated theyare looking to auction off Engine 12; they originally kept to meet ISO requirements.
Bullen reviewed the grants the department has applied for and received. The department would also
like to recognize the Albertville Lions for their generous donations to the department. The
department is also looking at stones for the Memorial Dedication Ceremony tentatively schedules for
September 9.
Bullen reported that the First Responders Luncheon is scheduled of May 23 at 10:45 a.m. This year
Paul Gonsior was nominated.

2).Purchase of Turn Out Gear
Bullen reported the department received $7,218 from the Albertville Lions Club for turn out gear.
The total cost is $18, 165, meaning $10,951 will come from fire capital. He added this is a planned
replacement.
Motioned by Hudson, seconded by Olson, to authorize the purchase of 7 sets of turnout gear for
the Fire Department. Ayes: Hendrickson, Hudson, Olson, and Vetsch. Nays: None. Absent:
Cocking. MOTION DECLARED CARRIED.
D.Legal
1).City Attorney Report
Olson inquired about the nuisance complaint and asked for a status update. Couri replied the
summons was served properly to the owner, and now it is in the court’s hand. It may be several
months before an order is issued from the court. Olson inquired about safety of staff during the
summons and cleanup process. Couri reported he served the papers himself, but clean up would be
with a contractor with the presence of the Wright County Sheriff’s Office.

1).Account Clerk/AdministrativeAssistant Hiring
Staff reported interviews were conducted to replace the position and staff recommends the hiring of
Kristie Moseng for the position. Staff anticipates a late May or early June start date.
Motioned by Olson, seconded by Vetsch, to approve the hiring of Kristie Moseng for the full-time
position of Account Clerk/Administrative Assistant. Ayes: Hendrickson, Hudson, Olson, and
Vetsch. Nays: None. Absent: Cocking. MOTION DECLARED CARRIED.
2).Corridors of Commerce I-94 Funding
Nafstad was excited to report the I-94 expansion project received Corridors of Commerce funding.
He felt it would not have happened without the Council’s support and lobbying measures. He noted
the build will occur in 2020 and CSAH 19 is still scheduled for 2019. Hudson inquired if staff is
anticipating continued collaboration with the coalition. Nafstad replied that it seems beneficial for
the group to continue to work together. Hudson reported that legislators in Washington D.C. were
impressed thatcities likeRogers were continuing to work with the coalition even though they
received their funding; Olson stated it shows the entities in the coalition are team players.

Nafstad reported that Wright County has begun working on the preliminary design for the CSAH 19

additional lanes from the mall to 70Street NE.
Nafstad also reported that he is working on force main easements from CSAH 39 to the Mississippi
River. Rather than cash, the property owners may want some type of in-kind improvements.
Hendrickson reported that Senator Kiffmeyer had put language into a senate bill for funding; she
was disappointed however that there were no other public statements made.

1.Call to Order/Roll Call
Mayor Hendrickson called the meeting to order at 6:01 p.m.
Present at the meeting were: Mayor Jillian Hendrickson, Mayor Keven Kasel, Superintendent

Mayor Hendrickson inquired if anyone had changes to the agenda and there were none.
3.CSAH 18 (50th Street NE) Construction Update – Steve Bot/Adam Nafstad
Nafstad reported improvements would be from Barthel Industrial Drive NE to Naber Avenue
NE. This project is occurring as a direct result from the local option sales tax that the Wright
County Board implemented. He stated it will be a complete reconstruct with urban standards
including a trail on the south side of the road. It potentially will be a two year project and open
houses have been held. The road will beopen during the school year. The water main and fiber
are scheduled to be replaced as well. Bot indicated there will be a dedicated left turn at Naber
Avenue NE. Potter stated the reconstruct will stabilize an existing anomaly in the road, being
poor soils. Scherber inquired if the road will have bituminous shoulders. Potter replied the road
must meet State Aid requirements. Potter also shared that the County is receiving more revenue
due to the local option sales tax than they had anticipated.

4.Albertville Construction & Development –Adam Nafstad
Nafstad reported that the city has seen three new plats north of I-94. Theyare all located in the
thth
Elk River School district and include Towne Lakes 6 Addition, Towne Lakes 7 Addition, and
Hunters Lake Estates. In the STMADistrict, there is a development application for eight single
th
family homes in the Karston Cove 5 Addition. He stated there is also a concept that was
shown to the Albertville City Council for multifamily buildings and quad homesalong CSAH
19; however, there has been no formal application.
Nafstad reported that there are two park improvement projects coming, they will be working on
general repair to city streets, and there will updates to the Wastewater Treatment Plant (WWTP).
Staff has also heard that the Mall of Entertainment is anticipating submitting a development
application before or in July.
5.St. Michael Construction & Development – Steve Bot
Bot reviewedthe existing developments in St. Michael that have remaining lotsavailable.He
stated there are four new developments occurring in 2018. The Town Center – Asgaad project
concept is for three apartment buildings with commercial uses on the first floor, including a gym,
eatery, etc.
Bot stated building permits are increasing and they are filling schools with new students.
Developers are seeing an increase in need for patio homes.
Weber inquired if there was any truth that there is a burial site new Lakeshore Preserve and Bot
replied therewere no findings when the project went through its environmental review.
6.Status of 2017 Bond Projects –Ann-Marie Foucault
Foucault reported that all security entrances, the Middle School East pool, and boiler at
Community Education have all been completed. She stated that the technology improvements
include smartboards in the classrooms, chrome books, and replacing switches. Classrooms are
being added to Albertville Primary School and STMA High School.
Foucault explained that they are utilizing the school district’s drones (there are currently two
drone classes offered at the high school) to take video of the progress of the bond projects.
These are done weekly and posted on the district’s website. She showed the group several of the
videos regarding the second sheet of ice and the all-purpose facility. Foucault explained that the
projects are still on schedule even with the long spring that has happened.
Potter inquired about the district’s plan for replacing electronics, if it was scheduled for
replacement every three to four years. Foucault replied that it is morelike about eight to ten

years, but they try their best. Potter also mentioned that the LED lights have shown a quick
payback for the district. Potter complimented the district on the security improvements; he felt
they are way ahead of other districts in terms of security. Foucault stated the district also sees
need for more school resources for students such as counselors, law enforcement, and mental
health support.
7.Other
Bot stated they expect to hear the Corridors of Commerce announcement regarding the projects
for which funding will be awarded tomorrow and he is hopeful that I-94 will get chosen.
Potter invited the group to the Courthouse groundbreaking on Tuesday, May 15.

It is respectfully requested that the Mayor and Council consider the

MOTION TO:
Approve the Church of St. Albert Lawful Gambling Exempt Permit Application
for the annual Parish Festival that will be held on September 16, 2018 at the St. AlbertParish
Center.
BACKGROUND:
The Church of St. Albert has submitted a Lawful Gambling Permit for their
Parish Festival in the fall. The Church of St. Albert is a non-profit, religious organization that
holds fund-raising events throughout the year. Their application for lawful gambling will allow
them to conduct bingo, raffles, paddlewheels, pull tabs, and tip boards at the Festival. The Parish

Festival will be held on September 16, 2018 at the St. Albert Parish Center, located at 11458 57
Street NE.
KEYISSUES:
The Church of St. Albert is a qualifying non-profit organization.
The Parish Festival is an annual fund-raising event for the church.
The Minnesota Gambling Control Board ultimately issues this type of license, but
requires City approval prior to issuing the license.
FINANCIAL CONSIDERATIONS:
There is no financial revenue collected from the applicant
for the gambling permit.
LEGAL CONSIDERATIONS:
It is the City’s policy to review and approve or deny gambling
permit applications for gambling activity within the City.

BACKGROUND:
In March, City Staff presented the Albertville Park Committee’s prioritiesfor
improvements for Central Park based on the CentralPark Concept plan dated February
2018.The Park Committee’s first priority is the acquisition of the Mark Barthelproperty

at 11435 58Street NE. This received the highest priority ranking for the following
reasons,
1. Mr. Barthel is a willing seller and theprice appears to be reasonable for the lot size
and the existing house when compared to other house listings in the city. As a willing
seller, the City can negotiate with Mr. Barthel on price and avoid relocation expenses.
2. The parcel is .37 acres in area and is immediately adjacent to the park. With this

property acquisition, the proposed Central Park Concept plan willreroute 58Street to
expand the park north of the street, add on-street parking. This property will also
provideeither expanded off-street parking or relocated sport courts on the lot remaining

south of 58street. The expanded park area allows for animprovedpark design and
greater area for park activities.
3. Central Park is a very active park with numerous events throughout the year. Many
of the events are active and robust spilling out beyond the current park boundaries into
th
58Street and ontoadjoining properties. The City, FYCC and civic organizations will
encourage continued and expanded activities within the park. (I.e. sports leagues,
Friendly City Days, Farmer’s Market, Music in the Park, etc.) The acquisition of the
property at this time will remove a single family home from this very active outdoor area.
The current property owners have not raise issueswith park activities, however, a new
property owner not aware of the full range of park activitiesmay raise nuisance issues
with existing or future park events.

4. The property acquisition is a first priority, to allow the other park improvement to
occur in a logical phased progression. If park improvements occur without this property
the physical changes may preventthe achieving the ultimate park design or the
improvements may interfere with park expansion it the property acquisition is put off to
the future.
The City Council in the consideration of the Central Park Priorities expressed concerns
over the cost of the property acquisition and where this expenditure should be ranked
within the City’s larger Capital Improvement Programming. The City faces a number of
larger transportation and utility infrastructure projects, as such the Council requested
staff to assembleadditional information on the benefits of this property acquisition, its
relationship with other city projects and how this would be financed along with other
capital improvements on the horizon.
ANALYSIS
Central Park AcquisitionHistory.
The City Attorney has assembled the acquisition
history of Central Park (see Exhibit A). This history illustrates that other than the
original first park parcel and a parcel acquired through parkland dedication in 2006 from
La Beaux Station plat; the balance of the Central Park was assembled through land
purchases. This pattern illustrates that direct land purchases for park purposes is not
unique.
Other purchases in Albertville include the land for the existing ice arena and the school
district purchase of the lot south of the ice arena for the construction of the second
sheet of ice and expanded locker rooms.
Direct purchasing of land for park purposes is not unique to Albertville. Other Cities
have purchased land to expand or complete a park. The City of New Hope has recently
purchase a single family hometo complete Fred Sims Park. This was a purchase and
demolition of a house to expand the park and provide new park equipment. This effort
is identified to be replicated in New Hope’s 2040 Comprehensive plan to expand their
Lions Park. Similar to Albertville, the New Hope is a fully developed city that no longer
has a large park dedication funds and must be reliant on alternative capital
improvement financing.
Other Cities have targeted sites for acquisition for park expansion. These acquisitions
occurredeitherwhen the sites became available for sale or when the city approached
the property owner for negotiated purchases. The Cities of Delano, Buffalo and
Monticello have each acquire single lotsfor expanding an existing park through a
negotiateddirect purchase.
Community Park and Playfield:
Central Park differs from all of the Albertville’s other
parks. Its size, (16 acres), location and range of uses classifies this as aCommunity
park with a service area includes the entire City. Consistent with a community park

classification, CentralPark is the focal point for the organizedsports (baseball, softball,
and hockeyin the ice arena), recreational play (playground, skatepark, sport courts)
and community events (Friendly City Days, Farmer’s Market, Music in the Park, FYCC
programs).
The importance of the Community Parkis often undervalued. Its importance can be
emphasized through the following functions.
1. The provisionof recreational facilitiesthat promote public health and contribute to the
healthand welfare ofAlbertville Residents. Central Park fulfills this role by offering a
broad array of recreational faucitisand programs.
2. Central Park has a city-wide service area. Its size and location provides an area for
the city’s larger community events. (I.e. Friendly City Days, Farmer’s Market, Music in
the Park, etc.). These events and programs bring residentsfrom all neighborhoods and
beyond the city boundaries together to socialize andrecreate. Theseeventsprovide
opportunities for participants to become familiar with other residents.
3. The contribution of a strong park system to a city’s local economy is often
understated. Aside from contributing to the City’s attractiveness as a place to live and
work, the community parks also directly contribute the local economy by attracting
people into the city through organized sports, tournaments, and special events. League
play, tournaments and specialevents bring people into the city to spend consumer
dollars on dining, drinking and other purchases. These programs and eventsalso
generate funds for local civic organizations that provide local programs and services
within the city as wellprovidingdirect contributions to the city for improvements to the
city parks. (Lions Club – park shelter, depot, caboose; Baseball – field lighting and field
maintenance). The city directly benefits from the charitable contributions of its civic
organizations.
In recognizing the role that Central Park plays in the Community the city prepared a
master Central Park Plan(Exhibit B) that laid out options for expanding and improving
recreational opportunities as well as enhancing the Parks overall environment.
Consistent with the Central Park Master Plan the following improvements have be made
or being pursued.
Expansion of the Albertville Ice Arena.
Lighting of the Baseball Field
Construction of the Boardwalk in the southwest corner of the park.
Provision of the Caboose and Depot (Lions Club )
Development of the Central Park concept plan for the eastern end of the park

The Central Park Master Plan questioned the future land uses of theproperties south of

58Street. These properties are guided and zonedfor commercial use. The
commercial land uses for this area isquestioneddue to thefollowing factors;
Multiple ownership of the properties

The sizes of the individual lots,
The commercial viability of theproperties along Main Avenue
The proximity of the properties to Central Park.
The Barthel property is located away from Main Avenue while zoned B-4, itslocation
away from Main Avenue makesthis property less desirable for a commercial
redevelopment. Existing a legal non-conforming use the property can remain a single
family home but may have issues for re-sale or refinancing due to its non-conforming
status. The acquisition of this property to be joined with the park will remove this lot as
a commercial property and provide relief to the property owner in the sale of their
house. This would also serve to implement the Central park Concept plan.
Other Projects:
Albertville’s future holds a number of required capital improvement
projects that will require city financing and resources. The city council wishes to weigh
the opportunity to purchase the Barthel property in conjunction with these other
commitments to insure that funds are be allocated and spent in a prudent manner. The
following projects have been identified on the City’s long range plan:

Financing for these and other capital improvements are reviewed annually as part of the
city’s long range plan.
CONCLUSION:
The Mark Barthel property is available for purchase. The Albertville
Park Committee has recommended acquiring this lot to help facilitate the expansion and
improvement of Central Park. The aforementioned analysis is provided to the City
Council to allow it to determine if the acquisition of this lot is appropriate at this time.
The following questions may assist in this policy decision:
1.Is the lot acquisition and park expansion consistent with the City planning goals
for the park?
2.Does the timing and the cost of the property work within the budgeting and
financing of other city projects within the city?
3.Does the lot acquisition benefit the city and improve the overall Central Park
design and use?

City Administrator’s Update
May 17, 2018
GENERAL ADMINISTRATION
Planning Commission: Planning Commissioner Sheena Wegner recently resigned do to a work
promotion and relocation. We thank Ms. Wegner for the talents and efforts she brought to the
City! As our alternate appointee, Rebecca Halling , will fill the vacated seat as a voting planning
commissioner.
Account Clerk/Admin. Asst.: Kristie will begin working for us on Tuesday, June 5.
FYCC: The next FYCC Board Meeting will be May 24. FYCC’s programs continue to attract great
attendance. Planning for September’s Open Streets in Albertville is underway.
Depot Project: The Depot project is nearing completion and looks great! It is expected the
facility will be complete by the end of the month. We expect to have the small utilities into the
building completed next week.
ENGINEERING/PUBLIC WORKS
2019 WWTP Improvements: Preliminary design is nearing completion and we continue to
work to negotiate and the needed easements between Cr 39 and the Mississippi.
Mapping: We are in the process of updating the City’s infrastructure maps. 2018 maps should
be availablesoon.

CSAH 19 and 57 Street Signal Improvements: The electrical work is complete and the signal
system has been repainted. Public Works is repairing the damaged irrigation systems and once
complete the contractor will sod the disturbed areas.
CSAH 18 (Barthel Industrial Dr. to Naber): The County received favorable bids for the project
and the County Board awarded the project to Veit & Company of Rogers. Construction is
expected to begin the week of June 4.
Westwind Park Improvements: Next week the plans will be advertised for bid. I am planning
on opening bids on June 13, with an award anticipated at the June 18 meeting.

Karston Cove 5 Addition: It is understood the Developer intends to submit for final plat this
summer.
MS4: As a requirement of the City’s NPDES permit, the City needs to hold an MS4 stormwater
meeting prior to June 30 of each year. This will be the City’s first stormwater meeting and will
generally consist of a brief educational stormwater presentation and Q&A. We will be sending
out public notice later this month and holding the meeting the last week of June.
