Please accept my apology for not attending tonight's meeting. I am submitting my comments for your consideration. They are as
follows:
Rather than dwelling on the long-term numbers, we should focus on an acceptable unit cost for new and existing residential
properties. The cost structure laid out by Northwest is a good reference but it is a moving target and cost will change over time. The
cities' priorities within the plan are going to change based on opportunities and other circumstances. We need to get a fee
established that is affordable to new and existing property owners and then work backwards on improvement costs. Maybe we look
at capital improvements annually and make necessary 8(ljustments. If we try to identitY all park costs and needs in the initial plan
we are beating ourselves up. Based on the data given on page 5 of the handout I suggest the following cost are implemented as part
of the plan:
New homes $1,300
Existing homes $25 annual charge per year passed by referendum
."he charge to existing properties is necessary and an acts as an investment toward their property value by enluincing our park
system. The charge to new development seems to be reasonable and competitive with other growing areas according to the data
prepared by Northwest.
