COMMISSION MEMBERS PRESENT: LeRoy Berning. Howard Larson,
Roger Johnson, Albert Barthel, alternate Jan Heikes, and Secretary
Ann Culley.
ABSENT: Donatus Vetsch
Chairman Berning called the meeting to order at 7:00 PM.
Berning amended the agenda by adding L & D Trucking's
application for a conditional use permit.
Larson made a motion to approve the amended agenda. Johnson
seconded the motion. All voted aye.
A motion was made by Johnson to approve the minutes of the
March 9, 1993. meeting as submitted. Larson seconded the motion.
All voted aye.
At 7:05 PM Berning opened the public hearing regarding
Steffens Brothers Meats, Inc. application for a sign variance.
There were no questions, nor was there any discussion from the
attendees. The Commission found the variance to be in compliance
with the intent and purpose of the Comprehensive Plan as well as
complying with the purpose of the sign ordinance. Approval of the
variance will not constitute any type of hardship for neighboring
properties or for the City. The position of the sign post is
almost directly on the property line. Larson made a motion to
close the public hearing at 7:20 PM. Johnson seconded the motion.
All voted aye.
Larson made a motion to recommend that the Council approve the
variance for Steffens Brothers Meats, Inc. allowing them to place
their sign under that of Pat's 66 with the understanding that no
further pylon signs will be allowed for either property owner and
that if, in the future, the Steffens sign is removed, the variance
will become null and void. Larson seconded the motion. All voted
aye.
Berning made a motion to schedule a public hearing on April
13, 1993, at 7: 00 PM, to consider L & D Trucking WBE Inc.' s
application for a conditional use permit. The motion was seconded
by Larson. All voted aye.

At 7: 30 PM Berning opened the public hearing to discuss
adoption of the proposed Adult Use Ordinance. There was no
discussion from the attendees. Barthel made a motion to close the
public hearing at 7:40 PM. Johnson seconded the motion. All voted
aye.
Barthel made a motion to recommend that the Council readopt
the Findings of Fact dated December 22, 1992 and to approve
ORDINANCE #1993-4 entitled AN ORDINANCE AMENDING ORDINANCE NO.
1988-12 OF THE CITY OF ALBERTVILLE RELATING TO THE DEFINITION OF
ADULT USES; GENERAL PROVISIONS FOR ADULT USES; REGULATION OF ADULT
USES-ACCESSORY WITHIN THE B-1, NEIGHBORHOOD LOW INTENSITY BUSINESS
DISTRICT WITH CARRYOVER INTO THE B-2. B-3, B-4, AND B-W DISTRICTS;
REGULATION OF ADULT USES-PRINCIPAL WITHIN THE B-3, HIGHWAY
COMMERCIAL DISTRICT WITH CARRYOVER INTO THE B-4 AND B-W DISTRICTS.
The motion was seconded by Johnson. All voted aye.
Berning made a motion schedule a public hearing on April 13.
1993, at 7:30 PM. to discuss the possibility of changing the 1-1
district north of County Road 37 to an 1-1A district. allowing it
to be established as a Business-Warehouse (B-W) district. Larson
seconded the motion. All voted aye.
. At 8: 07 PM Berning called the public hearing to order to
discuss adoption of the proposed ordinance amendment establishing
a Business-Warehouse zoning district. There were no questions or
discussion from the attendees and Johnson made a motion to close
the public hearing at 8:10 PM. The motion was seconded by Larson.
All voted aye.
Barthel made a motion to recommend that the Council approve
ORDINANCE #1993-5, entitled AN ORDINANCE AMENDING ORDINANCE NO.
1988-12, THE LAND USE (ZONING) REGULATIONS OF THE CITY OF
ALBERTVILLE BY ESTABLISHING A B-W, BUSINESS WAREHOUSING ZONING
DISTRICT. Heikes seconded the motion. All voted aye.
At 8: 25 PM Berning called the public hearing to order to
consider an amendment to the zoning ordinance to address specific
facade requirements for metal buildings. There was no discussion
from the attendees. Larson made a motion to close the public
hearing at 8:30 PM. Barthel seconded the motion. All voted aye.
Johnson made a motion to recommend that the Council approve
ORDINANCE #1993-6, entitled AN ORDINANCE AMENDING SECTION 1100.4 OF
THE ALBERTVILLE LAND USE (ZONING) REGULATIONS (1988-12) ADDRESSING
BUILDING TYPE AND CONSTRUCTION STANDARDS. The motion was seconded
by Larson. All voted aye.

At 8: 32 PM Berning called the public hearing to order to
discuss amending the Comprehensive Plan as it relates to housing
type ratios. There was no discussion from the attendees. Larson
made a motion to close the public hearing at 8: 40. Barthel
seconded the motion. All voted aye.
Heikes made a motion to recommend that the Council pass a
resolution approving the proposed amendment to the Comprehensive
Plan as follows:

The following policies are hereby added to read as follows:
20. Develop various housing types in a manner consistent with the
City's Land Use Plan.
21. Allow varied housing types as defined by the Zoning Ordinance
consistent with the following percentage ratios:

The first paragraph is hereby modified to read as follows:
Higher density residential areas should also be located as
depicted on the Land Use Plan in close proximity to the
Central Business District or other commercial areas to take
full advantage of the services provided in these areas. In
addition, medium and high density housing developments help
provide the needed customer base for commercial uses. 1:Q
avoid an overbalance of multiple dwellin~s (apartments), such
a housin~ type should. however. not exceed one-third (1/3) of
the City's total housin~ supply.
The motion was seconded by Larson. All voted aye.
The Planning Commission directed Ann to begin preparing
follow-up sheets for all future meetings.
Johnson made a motion to adjourn the meeting at 9:05 PM. The
motion was seconded by Larson. All voted aye.
