city'Rngin..rPete Carlson reviewed his report, dated July 31,
1995, with theCommi.,sion. Carlson pointed out that thet'e is
. relatively little useable rear yard space on Lot 3, Block 12
because of wetlands. He sU9gested the lot could be eliminated or
filled and 'wetland mitigated elsewhere.
Carlson also discouraged the use of the "eyelid" 'on J(alland
Avenue. The setback lines can be obtained at,Lots 4 and 5, Block
2, without the "6yel id". He recOlllllllended that the "eyelid" be
eliminated because they are more difficult to maintain.
Carlson feels that trunk sanitary sewer should be along 57th
strefllt instead ofa long the north line of the plat 88 ~hown because
of the increased construction costs, potential infiltration
prohl emA, and llllck of 'lIICCeA~ for ma'i ntenance. Carlson further
explained that the trunk l!lfllwer line A!ll propo~ed is. a workable,
though not the prfllfp.rred, alignment.

If the Commission wants the trunk line on 57th Street, Roessler
feels the City will have to pursue eminent domain (condemnation)
for the easement. 1'hat process could be lengthy and expensive.

the lift station becomes permanent. Carlson is unsure of how many
lots could bfil served through this option. He ffilels the 9" lines
through the Westwind/Parkaide developments mayrestriet the flow
into the 12" trunk along County Road 37.

line along 57th Street would be financM. Carlsonatated that,
proposed "financing of trunk sewer line.a wi 11 be based on an area
trunk assessment. However, the Couneil has not adopted the Urban
Service Area nor the trun.k ".1 ine access feeaat t.his Mint. The
City would probably have to sell bonds to finance the installation
of the .trunk sewer at this time, and eventually be reimbursed
through future trunk access fees. In addition to the'construction
costs, there~re legal, bond counsel fiscal agent fees, and
capitalized intere~t cost added to the project for.the bonding.

Larson made a motion t.o recommend the City Council rezone the
subjfllct. property from A-I to 'hi (Single Pamily Residential) as
shown on the preliminary plat of parkside Third Addition. The
property currently zoned B-3 rtemains unchanged. Vetsch seconded
the motion. 1\.11 voted aye.
Berningcmade a motion to recommend the City Council approve
the preliminary plat for Parkside Third Addition, contingent upon
the foll owing:
(I) 'Phe developer provides an approved wetland mitigation
plan.
(2) An Environmental Assessment Worksheet (EAW) is completed
. for the development.
(3) The 'wetland areas of l.ot. 3, Block 12, is mitigated to
. create more useable rear yard space.

(4) The developer will provide a dedicated easement between
Lot I, Block 12 and Lot 5, Block 11 and a dedicated
easement between Lot I, Block 11 and Lot 7, Block 7.
(5) The "eyelid" on Kalland Avenue will be eliminated.
(6) 'l'hi north side of 51th street will be landscaped.
(7) sanitary sewer trunk line will extend from the trunk main
in 8arthel'sCOIIIftercial Park and extend along the north
side of the plat which includes removal of the temporary
lift station attheWestwind/Parkside Additions.
