Larson made a motion to approve the agenda as presented. Vetsch seconded the motion. All voted aye. Larson made a motion to approve the minutes of the March 12, 1996, regular meeting as presented. Vetsch seconded the motion. All voted aye. Larson made a motion to approve the minutes of the March 26, 1996, special meeting as presented. Vetsch seconded the motion. All voted aye. Chair Berning reopened the public hearing on the preliminary plat for the Summerfield Addition continued from March 12, 1996. Planner Liz Stockman recommended that the Commission deny preliminary plat approval because completed plans have not yet been submitted to the City. Vetsch made a motion to close the continued public hearing. Larson seconded the motion. All voted aye. Larson made a motion to recommend that the City Council deny preliminary plat approval of the Summerfield Addition because of the lack of complete plans. Vetsch seconded the motion. All voted aye. Kent Roessler discussed his proposal for the Parkside 3rd Addition. The proposed plat encompasses 70 acres and the lots meet all R-1 requirements for lot size and width. The area bordering County Road 19 is proposed as a B-3 zone. The basic difference between this proposal and the preliminary plat previously withdrawn is 57th Street, which is not shown as a collector street. Roessler expl ained that it is cost prohibi ti ve to make the street a collector street because of the wetlands and marginal soils in the area. Stockman indicated she prefers that 57th Street remain a collector, but that a larger right-of-way would allow sidewalks or biking paths along the street. Roessler asked the Commission for direction. . PLANNING COMMISSION April 9, 1996 Page 2 of 3 The (1) (2) Commission made the following recommendations: 57th Street from the B-3 zone to Kahler Drive and Kahler Drive to the south should have a sidewalk and/or biking path. The Kane Circle cul-de-sac should be removed and replaced with a street that ties this addition into the Westwind/Parkside Additions. Screening should be shown between the R-1 and B-3 zones. The stub of Kalenda Drive into the Westwind Park area should be eliminated. : 57th Street from County Road 19 through the B-3 zone should have a 70' right of way. (3) (4) (5) Larson made a motion to establish a special Planning Commission meeting for April 30, 1996, at 7:00 PM to review the next portion of the Comp Plan and to set a public hearing on the same date to consider the Parkside 3rd Addition preliminary plat. Revised plans incorporating the Commission's recommendations must be submitted by April 19. Vetsch seconded the motion. All voted aye. . Planner Liz Stockman presented two options for land use within the city for review. After discussion, Larson made a motion to recommend the City Council approve a land use plan with the following revisions: (1) The area between 70th Street and 1-94 will be Commercial, as shown on the Option 2 map. (2) The area south of 57th Street both east and west of County Road 19 will be Medium Density Residential (Option 1 map). (3) The area along County Roads 118 and 19 will be Low Density Residential (Option 2 map). (4) The area along County Road 37 directly across from the Industrial area and extending southeasterly to the Parkside 2nd Addition will be Medium Density Residential. (5) The area north of the railroad from Large Avenue to the corporate limits will be Industrial. Vetsch seconded the motion. All voted aye. Zoning Administrator Hale explained that the CMIF grant in the amount of $10,000 has been designated for a comprehensive parks and trail plan. Stockman reviewed NAC's proposal for the plan. With the optional Community Recreation Survey, the cost of completing the plan without detailed park designs is $12,592.00. Without the optional Community Recreation Survey, the cost of the plan without detailed park designs is $10,265.00. . The Commission discussed whether Survey would be beneficial. PLANNING COMMISSION April 9, 1996 Page 3 of 3 expressed the opinion that the survey, if completed and returned by only 10-30% of the residents, would be useful. Larson feels that the majority of surveys will not be returned. Larson made a motion to recommend the Council approve expenditure of $10,265 for a Comprehensive Park and Trail Plan without the Community Recreational Surveyor detailed park design to be funded partially by the $10,000 CMIF grant. Vetsch seconded the motion. Larson and Vetsch voted aye. Berning voted no. The motion carried. Berning made a motion to solicit $2600 from the area serV1ce organizations to use for the Community Recreational Survey portion of the Comprehensive Park and Trai I PI an. Larson seconded the motion. All voted aye. Larson made a motion to recommend the City Council approve RESOLUTION #1996-39 titled ESTABLISHING A PROCESS FOR A SUBDIVISION REVIEW PROCEDURE. Berning seconded the motion. All voted aye. The Commission discussed various zoning district and lot sizes. The Commission concurred to table further discussion until . the April 30 meeting on the Comp Plan revision. Representatives of the STMA Hockey Association discussed their proposal for an arena to be constructed on a portion of Outlot A, Barthel's Commercial Park. The Commission advised the association that the property must first be replatted from an outlot and the street through the development must be completed prior to scheduling a public hearing on rezoning or site plan review.
