Moved by Larson, supported by Brown to adopt the agenda.
Motion carried unanimously.
Acting Chair Anderson moved to unfinished site plan of Mike
Savitski for Sunrise Addition on Lot 3, Block 2, Sunrise Commercial
Park.
Liz Stockman presented planning approval of the revised site
plan and read a memo dated May 22, 1996 from City Engineer Pete
Carlson approving the revised site plan. Storm water detention Lot
3, Block 2, Sunrise Commercial Park. City Attorney Couri forwarded
a memo dated May 17, 1996, and recommended approval.
Moved by Larson, supported by Anderson to recommend approval
of the Mike Savi tski site pI an for Sunrise PI umbing for Lot 3,
Block 2, Sunrise Commercial Park. Motion carried unanimously.
4It Chair Berning moved to the Comprehensive Plan - Development
Framework.
City Planner Stockman opened with District Five, which is the
focus of the commercial district. District Three north of railroad
tracks commercial and south of the tracks residential.
LeRoy Berning had been receiving comments that confusion
existed about the present commercial business district and location
of new areas for commercial focus.
Stockman restated Berning's comments and concerns on
commercial areas. Consensus was to revisit the areas and any
changes. Brown felt that the community's focus and identity ran to
57th Street. Stockman identified a shift toward the freeway with
a more regional focus on business bringing the commercial with it.
Maintain B-4 from CSAH 37 to 57th Street both east and west
sides of Main Avenue NE.

Berning moved to Particle Control and the Coop. Liz Stockman
would adjust B-3 to include the Coop. Particle Control is already
B-3. Parks behind City Park were discussed for future. Commission
requested additional park land be included to present City Park as
part of the Proposed Land Use Plan.

Commissioner Larson discussed R-8 for elderly housing on Marx
property.
Wetlands and potential for buildable land on Marx property was
reviewed as well as land behind parish for firehall and parks.
Councilmember Berning inquired of Stockman about medium density
versus low density for property east of church.
Berning suggested everything north of proposed 57th Street be
planned as medium density. Larson asked how the City can control
land to a special use.
Don Jensen of Kenco suggested a zoning class that carries the
City desires and change it if required.
Commissioner Brown suggested having the proposed land use plan
showing park. Berning suggests park.
Councilmember Berning discussed B-3 versus R-8 on 57th Street
and CSAH 19. Councilmember Vetsch reviewed maintaining a balance
of low density to high density as well as to available land for
commercial.
Planner Stockman followed up Mayor Potter's concern on
available high density site. City Attorney Couri informed Stockman
that the City maintains its balances as determined by its plan
there is not a problem.
Councilmember Vetsch inquired about present status of ratio
balance and mix on low versus high density. Commissioner Larson
reviewed proposed medium density with Commission feeling satisfied
with mix.
Don Jensen of Kenco discussed Beatrice Roden's property and
possible road and development use for the property linking Westwind
2nd to Parkside 3rd.
Jensen discussed use of ag lime for trail system. For safety
separate out pedestrians from traffic.
Brown discussed trail dedication fee with park dedication fee.
Discussed formal plan that may have flexibility based on each
development. Equitable treatment. Councilmember Anderson.
Liz Stockman discussed larger lots. Don Jensen of Kenco would
like an absorption study done to compare the home buyers choices on
lots, amenities, and the like. What will home buyers purchase and
why. Concern exists on larger lot widths (more streets, utilities,

and park fees). Makes the housing unaffordable. Commission Brown
inquired of Don Jensen about Kenco's findings on home buyer
choices.
Jensen suggested a progressive walking system and other
amenities in exchange for more R-1 (12,500 square feet) lot versus
R1-A (15,000 Square feet). Don Jensen believes in larger lots in
areas where the 1 and areas carries higher home val ues and 1 ess
disruption to land system.
Councilmember Berning suggested blend to larger lots next to
rural areas such as Frankfort Township and otsego. Zoning
Administrator Hale questioned the possible use of a formula for
mixing lot sizes of 12,500 to 15,000 square feet. Commissioner
Anderson wants to see room between neighbors and room for children.
Counci Imember Vetsch stated that lot sizes need to provide for
enough room for three car garages. Comm~ssioner Brown brought up
persons per acre. Don Jensen brought up minimum completed living
area.

Duane Berning emphasized "life cycle" housing with one acre
lots are a communi ty desire. Jenson reinforced "neighborhood
parks" as a goal to continue working on. LeRoy Berning and Jim
Brown felt that lot sizes increases were important in moving the
community toward full cycle housing.
Liz Stockman brought up Brittany Kay Estates and definition of
a lot may need to be reviewed. Jim Brown mentioned some lots had
too much wetlands and the acutal usable land area.
Discussion on build out for lots was no panic or concern. The
Commission is not in a hurry to build all the land. Councilmember
Vetsch stated the need for a. "communi ty" exists. He is not
concerned about a fast build. A moderate pace is more acceptable.
Developers are here for the today and gone tomorrow. John
Vetsch and Gary Hale discussed community. Commissioner Anderson
complimented Don Jensen and Rod D'Aigle for attending the meeting
and maintaining an open dialogue from a developer's viewpoint.
Planner Stockman moved to holding a public hearing.

Planning & Zoning Public Hearing with the City Council for June 17,
1996, at 7:00 PM in the City Hall Council Chambers for the purposed
of considering the "City of Albertville Comprehensive Plan" dated
June 1996. Further to authorize the city clerk and planner to
place a legal advertisement and notice in the Crow River News and
City Hall window. Motion carried unanimously.
