ROLL CALL PRESENT: Commissioners Larson and Vetsch and Chair Berning ABSENT: Commissioners Anderson and Brown OTHERS PRESENT: Zoning Administrator Hal e and Ci ty PI anner Stockman Chair Berning convened the special meeting to hold a workshop on the Comprehensive Plan Amendment Annexed Lands and a proposed change of the subdivision ordinance regarding prel iminary pI at ting. Moved by Vetsch, seconded by Larson, to adopt the agenda with deletion of Item 2 (Minutes of the October 8, 1996) meeting and Item 3b (P&Z Commissioner Terms). All voted aye. Planner Liz Stockman reviewed the Comprehensive Plan Amendment Annexed Lands draft dated November 1996. The presentation moved to Planning Districts 1 through 8. Revisions were to Districts 1, 4, 7 and 8. Motion by Berning, supported by Vetsch to establish a public hearing for the Comprehensive Plan Amendment on December 10 at 7:30 PM. All voted aye. Zoning Administrator Hale briefed the Commission on the proposed projects and business development for Albertville. Planner Stockman discussed a proposed change of subdivision ordinance regarding prel iminary pI ats. Discussion followed on benefi ts and I imi tations to such an ordinance. Chair Berning discussed a concern that the ordinance appl ies to the property owner. What about the related land owners? How to handle surrounding lands. Developer needs to obtain cooperation of surrounding properties. Commissioners discussed looking at grading and drainage. Will the land owners be further burdened with the requirement and costs. Again, the borderline properties are the question. Stockman explained the needs of the engineer and planner. The "why's" of having a map that lays out land use in advance. . . . PLANNING & ZONING COMMISSION November 19, 1996 Page 2 of 2 The planner explained a "grading" and "utility plan" with a "concept layout" would work in lieu of a preliminary plat. Commissioners Berning, Larson and Vetsch discussed the benefits of prior planning but were concerned about burdening the land owners with excessive restrictions and not having solved the problem. Commissioner Vetsch requested a model ordinance from a ci ty of similar size. Moved by Vetsch, seconded by Larson, to table indefinitely a proposed change of subdi visi on ordinance regarding prel iminary plats. All voted aye.
