PLAIOIIHG & ZOIlING COHHISSION December 10, 1996 Albertville City Hall 7:00 PM PRESENT: Chair LeRoy Berning, Commission Members Jim Brown, Howard Larson and Donatus Vetsch, Zoning Administrator Hale and City Planner Stockman ABSENT: Commissioner Anderson Chair Berning called the meeting of the Planning & Zoning Commission to order. Commissioner Larson inquired as to supplemental information regarding a proposed change to the subdivision ordinance regarding preliminary plats which was tabled indefinitely on November 19, 1996. Larson thought the matter should be added to the agenda of December 10, 1996. Zoning Administrator Hale informed the Commission no information was available for the meeting. Moved by Larson, supported by Berning, to approve the agenda as presented. Ail voted aye. . Moved by Larson, supported by Berning, to approve the minutes of the October, 8, 1996, meeting as presented. All voted aye. Moved by Vetsch, supported by Larson, to approve the minutes of the November 19, 1996, meeting as presented. All voted aye. Chair Berning opened the public hearing on the Comprehensive Plan Amendment for Newly Annexed Territories at 7:07 PM. Planner Stockman reviewed the Comp Plan Amendment which was the products of the joint Planning & Zoning Commission/City Council meeting of September 16, 1996. The newl y annexed terri tory (effective to August 1996) was added to the city's territorial limits with a zoning classification of A-I and the process was to prepare a land use plan and zoning map for the lands and add them to the Comprehensive Plan dated June 17, 1996. Stockman reviewed the zoning map highlighting the land around Greenhaven Estates and the former Long Haul Trucking. These areas were changed from A-I to A-2 for the residential area and the Long Haul Trucking site to B-3 Highway Commercial. Land areas near the Barthel Industrial Park were set out as future industrial but left at A-I for the present time. Other land areas remained A-lor A-2 with the Kenco property carrying R-1A, R-5 and I-I. . Liz Stockman introduced a letter from property owner Phil Morris (CSAH 37 and I-94) Emma Krumbes Restaurant requesting his si te being establ ished as commercial. Stockman expl ained the proposed land use map included his property as commercial. . PLANNING & ZONING December 10, 1996 Page 2 of 3 There were no public comments. Moved by Berning, supported by Larson, to close the Comp Plan Amendment Public Hearing at 7:50 PM. All voted aye. Chair Berning brought up a question with Commissioner Vetsch on opening access from the Main street area of Albertville to CSAH 19 via 57th street NE. The Commission reviewed the possible land uses that could be accommodated by having access via 57th street. Concern for a fire hall site, additional city park land and church parking would complement having 57th street. Commissioner Vetsch stated it was time to move on building 57th street to facilitate the orderly flow of traffic between Main street and CSAH 19. Further, for publ ic safety purposes an increase in accessibility would be achieved from the present fire hall. Vetsch, with concurrence of the entire commission, and Chair Berning believe the time has corne to condemn the 57th street NE from the present landowners. . Moved by Vetsch, supported by Larson, to recommend the Comprehensive Plan Amendment to the City Council using Resolution #1996-77 (Adoption of Comprehensive Plan). All voted aye. Chair Berning moved to the Comprehensive Parks and Trail Plan. City Planner Stockman provided an overview of the findings of the recent property owner survey of the city for parks and trails. Sixteen per cent of the surveys, or 109, responded. The response was considered good. Commissioner Brown asked that an executive summary of the Comprehensive Parks & Trail be prepared and distributed for the January 14, 1997, Planning and Zoning Meeting. Planner Stockman will also have the work plan/schedule for the Park & Trail Plan for the same meeting. Estimate is all work steps completed by April 1997. Chair Berning opened discussion on terms of office for Planning & Zoning commissioners. Applications were received from Carolyn Bauer and Dan Robertus. Zoning Administrator Hale explained that Councilmember Anderson's term of office was complete on January I, 1997. One opening on the Planning & Zoning would exi st. Commissi on members discussed the topic wi th Mayor-EI ect Olsen and Councilmember-Elect Stalberger as to their ideas. . Consensus was to forward applications to the City Council and suggest. a citizen to fill the opening and appoint a council liaison/attendee Planning & Zoning Commissioner as a backup. . e . PLANNING & ZONING December 10, 1996 Page 3 of 3 Moved by Vetsch, supported by Larson, to receive applications for the Albertville Planning & Zoning Commission from Carolyn Bauer and Dan Robertus with a recommendation to the City council to utilize the applicants as openings occur. Further, to recommend that City Council consider appointing an alternate to the Commission. All voted aye. Moved by Vetsch, supported by Larson, to adjourn the meeting at 8:30 PM. All voted aye.
