PRESENT: Chair Howard Larson, Commission Members Carolyn Bauer, and
Patti Stalberger, Zoning Administrator David Lund, Deputy Zoning Administrator Linda
Goeb, and City Planner Liz Stockman
Chair Larson called the regular meeting of the Planning & Zoning Commission to
order.
Stalberger made a motion to approve the agenda as presented. Bauer seconded the
motion. All voted aye.
Bauer made a motion to approve the minutes of the March 10, 1998, meeting as
presented. Stalberger seconded the motion. All voted aye.

Chair Larson opened the public hearings on the Cedar Creek South and Cedar
Creek North Final Plans.
Planner Stockman explained that the final plans for Cedar Creek North and Cedar
Creek South are in compliance with the Cedar Creek Golf Course PUD and
recommended approval of both plats.
Chair Larson called for comment from the audience. There was none.
Chair Larson closed the public hearing on the Cedar Creek North and Cedar Creek
South Final Plans.
Stalberger made a motion to adopt the Findings of Fact & Recommendations as
edited and to recommend the City Council approve the Cedar Creek North and Cedar
Creek South Final Plans. Bauer seconded the motion. All voted aye.
Chair Larson opened the public hearing on the Karston Cove Townhouses at
Cedar Creek North Preliminary Plat.
The preliminary plat consists of 20 twin home units (10 buildings), 28 quad units
(7 buildings) 25 townhouses (3-5 unit buildings) and one 8-unit complex. The 21.01 acre
. site is currently zoned R-5 (Medium Density Multiple Family).

Planner Stockman indicated that a Conditional Use Permit Planned Unit
Development is required to allow for the subdivision of unit lots from base lots and a
public hearing will need to be scheduled to consider the CUP/PUD.
Stockman reviewed the conditions to be imposed upon approval of the preliminary
plat. She recommended that the reference to the parking lot in Item # lObe eliminated.
She will continue to research the trails location issue on County Road 37 vs. 64th Street.
Representatives from Eagle Crest NW, builders of the units, explained that all
units are basically designed for seniors, being one level and 1,440 square feet. The units
will be owner-occupied with a property owners' association
Chair Larson called for public comment

Bruce Lubtke expressed concerns over a future vacation of Kadler Avenue. He
would like assurance that his property would have an access. Planner Stockman assured
Lubtke that the vacation of Kadler A venue is not being considered with the Karston Cove
project. Before Kadler Avenue could be considered for vacation, a public hearing would
need to be conducted and all affected property owners would be notified by mail.
There was no other public comment.
Chair Larson closed the public hearing on the Karston Cove Townhouses preliminary
plat.
Stalberger made a motion to adopt the Findings of Fact & Recommendations for
the Karston Cove Preliminary Plat as recommended by Planner Stockman. Bauer
seconded the motion. All voted aye.
Chair Larson opened the public hearing to consider two Conditional Use Permits
for Pat's 66. One CUP is to allow a car wash addition and the other CUP is to permit
auto repair.
Planner Stockman reviewed the proposed building expansion to the existing
convenience store. The expansion will add six auto repair bays and a car wash facility.
The existing fuel pump islands and canopy on the site's west side will remain unchanged.
The two diesel fuel islands are being relocated slightly south on the property and a third
. island will be added.

Stockman reviewed the conditions which should be imposed should the Planning
Commission recommend approval of the two conditional Use Permits. One of the
conditions details park and trail dedications. Upon questioning from the Commission,
Stockman indicated that the City could opt to waive park/trail dedication requirements.
Stockman explained that the proposed addition to Pat's 66 meets all material
requirements of the ordinance, but the curb cut as shown on the site plan is non-
conforming.
Chair Larson called for comment from the public. There was none, and Chair
Larson closed the public hearing.
Bauer made a motion to adopt the Findings of Fact & Recommendation to approve
the site and building plan, a Car Wash CUP and a Service Bay CUP for Pat's 66.
Stalberger seconded the motion. All voted aye.

Chair Larson opened the public hearing to consider a Conditional Use Permit for
U.S. West to construct a Cellular Monopole.
Stockman reviewed the request to construct a 162'9" cellular monopole on the
Metropolitan Underground Services property located at 6450 MacIver Avenue NE. The
monopole is designed to withstand 180-mph winds and will be painted gray to blend into
the horizon. Stockman reviewed the conditions to be imposed if the application request
is granted. Item #5 will be amended to read "The antenna shall not be artificially
illuminated from the ground, unless required by law."
Chair Larson called for comment from the public. There was none, and Chair
Larson closed the public hearing.
Bauer made a motion to adopt the Findings of Fact & Recommendation as
amended approving the Conditional Use Permit for U.S. West Communications to
construct a cellular monopole. Stalberger seconded the motion. All voted aye.
The Commission reviewed the site and building plan for the 7200 square foot
addition to Mike Savitski's building in the Sunrise Commercial Park.
Planner Stockman reviewed the conditions that should be imposed if the site and
. building plan is approved.

Chair Larson called for public comment. There was none, and the public hearing
was closed.
Larson made a motion to adopt the Findings of Fact & Recommendations
approving the site and building plan for Mike Savitski as amended. Stalberger seconded
the motion. All voted aye.
Chair Larson opened the public hearing on the proposed addition to the Albertville
Primary School. No one from the district was present to discuss the proposed addition.
The existing facility encompasses 52,800 square feet and the proposed addition
would add another 16,980 square feet. Even though the property is zoned P/I
(Public/Institution) a Conditional Use Permit is required for expansion of all public
schools.
Planner Stockman indicated that adequate screening has not been shown on the
plans. She further noted that the district owns five separate parcels that comprise the
Primary School and grounds. The five parcels should be consolidated into one large
parcel through the preparation of a plat. Park and trail dedication fees would be based on
the entire property.
Chair Larson stated he is opposed to charging the school district park and trail
dedication fees. Stockman explained that the Commission could recommend to the City
Council that the park dedication fees be waived for the Primary School.
Chair Larson called for comment from the public. There was none, and Chair
Larson closed the public hearing.
Bauer made a motion to adopt the Findings of Fact & Recommendations
approving the building addition CUP for the Albertville Primary School as discussed.
Stalberger seconded the motion. All voted aye.
Bauer made a motion to adjourn the meeting at 9:28 PM. Stalberger seconded the
motion. All voted aye.
