PLANNING & ZONING COMMISSION February 9, 1999 Albertville City Hall 7:00 PM PRESENT: Commission Members Carolyn Bauer, Ed Budde, Keith Franklin, Jim Brown, Ray Meyer and Council Liaison Patti Stalberger, Zoning Administrator Kevin Mealhouse and Planner Al Brixius Chair Brown called the regular meeting of the Planning & Zoning Commission to order. Bauer made a motion to approve the agenda as presented. Franklin seconded the motion. All voted aye. Bauer made a motion to approve the minutes of the January 12, 1999, regular meeting as presented. Franklin seconded the motion. All voted aye. Chair Brown opened the public hearing to consider the preliminary and final plat of Vinge Commercial Park at 7 :05 PM. Due to a lack of information available and the need for variances, Chair Brown continued the public hearing to March 9. Chair Brown opened the public hearing to consider the Albertville Crossings rezoning requests, the preliminary plat and CUP/PUD. City Planner Al Brixius reviewed the project with the Commission. Brixius stated that he has not been provided with specific information regarding the proposed townhouse area. Brixius also recommended that Commission consider the rezoning request from the current R-l zone to B-2 to be compatible with the currently zoned B-2 property. Zoning to B-2 instead of B-3 will not affect the development as proposed. Lyle Christianson, the developer of the project, told the Commission that trails would be included in the plat and that a berm would be constructed as a buffer between the commercial properties and the residential properties. Chair Brown asked for comments from the public. Connie Anderson questioned whether a park would be included on the plat. Al Brixius stated that City Park is located on the other side of 57th Street. The Commission and the Council would need to decide if they want more park land or would prefer a cash park dedication. . . . PLANNING & ZONING COMMISSION February 9, 1999 Page 2 of3 Dan Robertus is opposed to the medium density portion of the proposal and does not feel the City needs more commercial zoning. Tim Phillips is concerned that property values in his neighborhood would be lowered with the addition of more townhouses. Zoning Administrator Kevin Mealhouse pointed out that Lots 7, 8, and 9 of Block 5 proposed as single family lots do not meet the minimum lot width requirement and would require a variance. Gary Barthel expressed concern that flooding other properties will occur if this development goes in. Dennis Marx stated the City needs more commercial tax base before adding more medium density zoning. Planner Al Brixius suggested that the Commission not approve the medium density zoning until the developer presents specific plans for the townhouses to be constructed there. Mike Becker is opposed to the multi-family zoning. Dan Anderson is concerned over who will pay for the traffic lights that may be necessary. Jim Zachman questioned whether either 56th or 55th Street should be connected to Lambert Avenue. Chair Brown feels that there would be no benefit to the residents of th Lander Avenue to have 55 Street extended to Lambert Avenue. An easement for a trail towards the high school will be provided. Commissioner Meyer does not like multi-family homes. He suggests that the proposed multi-family be changed to all single family lots. Commissioner Budde believes the transition from residential to commercial is too dense. Planner Brixius suggested that the Commission table the PUDIC UP request at this time until more information can be gathered. . . . PLANNING & ZONING COMMISSION February 9, 1999 Page 3 of3 Bauer made a motion to continue the public hearing to the March 9th meeting in order to give the developer time to revise his plans. Meyer seconded the motion. All voted aye. Planner Brixius presented the final plat for Center Oaks 4th Addition. Brixius explained that the final plat is consistent with the approve preliminary plat and recommends final plat approval. Meyer made a motion to approve the Findings of Fact & Recommendation recommending the City Council grant final plat approval to Center Oaks 4th Addition. Franklin seconded the motion. All voted aye.
