CALL TO ORDER - ROLL CALL - ADOPT AGENDA PRESENT: Vice-Chair Ed Budde, Commission Members Carolyn Bauer, Ron Klecker, Ray Meyer, and Council Liaison Gary McCormack, Zoning Administrator Kevin Mealhouse, City Planner Deb Garross, and Deputy Clerk Bridget Miller Vice-Chair Budde called the regular meeting to order. Bauer made a motion to approve the agenda. Meyer seconded the motion. All voted aye. 2. MINUTES . April 11, 2000, regular meeting Klecker made a motion to approve the minutes. Bauer seconded the motion. All voted aye. . 3. PUBLIC HEARINGS a) Psyk's 8th Addition Preliminary Plat Final Plat Opened the Public Hearing at 7:04 p.m. City Planner Deb Garross briefly went over the Preliminary and Final Plat. She commented that when this went before the Planning and Zoning Commission and City Council in past meetings there were no trails proposed. Budde asked about the sidewalk? Doug Psyk was present to comment that the people in the neighborhood would like a concrete sidewalk versus an asphalt trail. They have noticed what was done in the other surrounding neighborhoods. Psyk would like to put in a five-foot concrete sidewalk butted up against the curb. This way if they wanted to plow them they can. Once the sidewalk is in - then the grade should be done. Bauer was in question about the amount of damage would be involved if the sidewalk and/or trail was put in prior to the construction of the homes. . The roads are all in at this time. Budde asked if there were any comments from the public. There were no comments. . . . Budde seconded the motion. All voted aye. 4. OTHER BUSINESS a) Re-Schedule June, July, August Meetings from Tuesday to Wednesday Meyer made a motion to move the Planning and Zoning Commission meetings held during the summer months to Wednesday. Klecker seconded the motion. All voted aye. b) Joint meeting with City Council to review Park Plan and Fees Schedule The City Council members joined the Planning and Zoning Commission at this time. Council member Bob Gundersen read a letter from the Mayor. Included in the letter were a few comments to consider. Couri gave some perimeters of where we should go. MN State Statutes set the Park Dedication fees. It may not quite fit all City's involved. The individual City's may set their own fee schedule keeping the MN State Statutes in mind. ~462.358 - acquire land or cash for park dedication based on the fair market value of the land. An overall value ofthe land in the City of Rogers. That may be what they are doing in the City of Rogers, but I would suggest that is not the way in which Albertville does it. Example: Mooney Development - they are subdividing their plat. They divided and said they are going to put a Burger King on one ofthe lots. Met the additional cash demand(?). In our case we will have to be a little more general. What we have done in the Park and Trail Scheme of things. He would like the Industrial be set at 5% - Commercial be set at 10%. Budde asked how long the Park Dedication fee has been adopted. Couri commented since about 1988. Ifhas been adopted and enforced for the past 10+ years. Budde asked what if we amend the ordinance. Can the past developers come back to amend their dedication fees? The only one this would affect is the Mooney Addition. Gundersen stated as far as amending the fees well need to go before the Planning and Zoning Commission and the City Council meeting to amend the Fee Schedule. The other concern was the fee - land set-aside for baseball fields, soccer fields, etc. . . . CITY OF ALBERTVILLE PLANNING & ZONING COMMISSION MAY 9, 2000 MlNulES PAGE3 of 4 Gundersen informed the members, as well as the public attending the meeting, that a survey was sent out to the homeowners asking if they want trails, sidewalks, etc. in the City of Albertville. It was questioned what a collector street is. City Engineer described to the members and public what a collector street was. Along those streets it was considered to put in some eight-foot trails. Gundersen asked if anyone ofthe members had any comments. McCormack commented on pre-existing areas throughout the City. Regarding the parks and tails. The one exception was in one of the Cedar Creek Developments to put in concrete instead of asphalt. City Engineer Carlson added additional information as to the history behind the trail issue. City Planner Garross noted some comments in the Park and Trail Guidebook. McCormack brought up the Towne Lakes development. They want to put trails around and through the development. Vetsch brought up the issue of maintenance of the trails and/or sidewalks. Meyer commented that we have rather wide streets in some sections of the City. He has seen where other communities have painted a white line along the side designated the area as a trail. Bauer made the comment that she did not care if there was another sidewalk put in. She would like to see the major roads/streets to have a trail. Members representing the Mooney addition were present. They wanted to make it clear as to when the Commission and Council were going to discuss the fees. Gundersen commented that it would be brought up at the next meeting. This is just the beginning. There will be a number of meetings to accomplish amending the fee schedule. Budde suggested the Commission and Council take a look at the Fees Schedule and other issues at another meeting(s). It was suggested to put together a priority list for the next meeting. Budde added that we would like to see what has been done - what is proposed - to make a priority list. City Planner Garross will get some type of guideline together to work from. . . . CITY OF ALBERTVILLE PLANNING & ZONING COMMISSION MAy 9, 2000 MINuTES PAGE4 of 4 Again Gundersen asked for the members comments. Bauer wanted to focus on the current City Park - expand on the Park. Budde commented about the Friendly City Days - City Park is heavily used. He would vote for expanding the City Park. Carlson added his comments of attempting to acquire more land around the area of the park. Possibly work with the Ice Arena manager to trade off some land or other. Gundersen tried to summarize the comments. What he was hearing from the members is the "yes" we would like to dedicate more land towards parks throughout the city. Planning and Zoning Commission and City Council would like to see the Towne Lakes Development to use a considerable amount for a second City Park. At the next meeting a majority of the members would like to see a more set agenda to go by. Budde confIrmed what the Planning and Zoning Commission needed to prepare for Deb. 5. ADJOURNMENT Bauer made a motion to adjourn the meeting. Klecker seconded the motion. Meeting was adjourned at 9:20 p.m.
