CALL TO ORDER - ROLL CALL - ADOPT AGENDA
Chair Budde called the regular meeting of the Planning and Zoning Commission to order.
PRESENT: Chair Ed Budde, Commission members Ron Klecker, Sharon Leintz, and
Council Liaison LeRoy Berning, City Planner Al Brixius, Zoning Administrator Jon
Sutherland, and City Clerk Bridget Miller
Amendments to the agenda - pull off - Item 4.a. Baird Pole Barn Review.
Klecker made a motion to approve the amended agenda. Leintz seconded the motion. All
voted aye.
2. MINUTES
a) December 10,2002 regular meeting
Leintz made a motion to approve the minutes as presented. Klecker seconded the motion.
All voted aye.

3. NEW BUSINESS
a) Interview Planning Commission Applicants
Chair Budde asked if the applicants were present in the audience. He called on them one
at a time. He asked if they had any additional comments to share with the commission
besides what they had submitted on the application.
Frank Kocon addressed the commission. He briefly talked about himself.
John Meierhofer addressed the commission. He wasn't sure what other qualifications the
commission was looking for. He was an Albertville resident.
Chair Budde then informed the applicants that they would rate them and give the results to
the City Clerk. She would then relay the recommendation from the Planning and Zoning
Commission to the City Council who would appoint the new member.

Chair Budde opened the public hearing at 7 :05 p.m. He then asked the City Planner

City Planner Brixius stated that the applicant H.J. Development L.L.P. is submitting
a request for site plan review and approval for Albertville Crossings Block 1, Lot 2
located along county Road 19 nest to the existing Coborn's Grocery Store. Site plan
approval is for building "A" Spectator's Sports Cafe; Building "B" Multi-tenant
retail; Administrative subdivision approval for separation of Lot 2 into two parcels;
CUP for shared cross access easement and parking.
The staff has a list of nine recommendations for construction of the restaurant and
retail building.
The building setback on the south side is 13-feet, but the requirement is 20-feet. The
applicant wishes to retain the 13-foot setback citing that additional setback would
diminish the site design related to parking, sidewalks and landscaping.
The applicant is applying for ajoint parking CUP because the north end of the
parking lot encroaches onto the property to the north. Parking upon the lot between
the two buildings would require a total of 144 stalls. The site provides 151 parking
stalls.
Two 24-foot wide driveway approaches are proposed along LaCentre Avenue. From
a traffic standpoint it would be beneficial to more the northernmost access north to
lineup with the existing Coborn's access off LaCentre Avenue. Realignment ofthis
entrance may reduce the number of parking stalls.
Circulation between buildings located to the north and south of the site should also
be taken into consideration. Access should be made at the south and north ends of
the parking lots for traffic to maneuver from building to building.
Building "A" is Spectators Sports Cafe and will have a front exterior appearance
consisting of two shades of brick facing, located on the northwest and southwest
comers.
Building "B" is a multi-tenant retail building that will provide space for four
businesses.
Landscaping upon the site is very complete. Trees are located within the right-of-
way along LaCentre Avenue on the eastern side of the buildings. Trees are located
outside and very close to the property line between the parking lot and County Road
19 on the western portion of the property. The trees along County Road 19 are
primarily ornamental and will not reach great heights.
Exterior light fixtures are proposed around the parking lot and would include fixtures
set atop poles. All fixtures must be a shoebox design with 900 horizontal cut-off.

Signage consists of a single monument sign, as well as building frontage signs that
singly identify the restaurant and each store location. The monument sign will
approximately 15-feet in height with space to list each store.
The restaurant is proposing signage on three sides of the building. The Design
Standards mention that wall signs for any single tenant building over 5,000 sq. ft.
should not exceed 15% of the wall area of that wall sign is affixed to.
Trash enclosures are located on the eastern sides of both the restaurant and the retail
center.
In conclusion, the applicant is proposing the addition of two buildings to Albertville
Crossings.
Chair Budde had a question about the 13-foot setback.
Gary Janish, representing H.J. Development explained the reasoning for the 13-foot
setback.
Commission member Klecker had a concern with the parking lot. The car headlights
would shine across County Road 19 right into the residential homes. Is there going
to be any type of screening to avoid this.
Gary commented that they would look into that and work something out.
Chair Budde expressed concern about the signage on three sides of the Spectators
Sports Cafe.
Gary Janish had an example from the Cafe in Savage.
There was additional discussion regarding the signage on the building. Will the
signs be illuminated and will they shine across County Road 19.
City Planner Brixius commented that they could amend the signage portion to make
certain these issues are addressed.
Chair Budde asked if there was anyone in the audience regarding this Public
Hearing. There was no one.
Chair Budde closed the public hearing at 7:35 p.m.
Commission member Leintz made a motion to approve the site Plan for Building
"A" and "B" with recommendations. Klecker seconded the motion. All voted aye.

c) Albertville Crossings 2nd Addition
. Site Plan Review Building "C"
Chair Budde opened the public hearing at 7:38 p.m. He then asked the City Planner
to review the site plan.
City Planner Brixius stated that the applicant is submitting a request for site plan
review and approval for property located within the existing Albertville Crossings
site near Coborn's Grocery Store. Site plan approval is for Building "C" Multi-
tenant Retail; PUD for shared cross access easement and parking; Amendment to
PUD / CUP regarding wall sign standards.
The staff has a list of seven recommendations for construction of the retail building.
City Planner Brixius stated in his report that the City Engineer comments include
grading and drainage changes along with the possible subtraction of two parking
stalls because of the addition of a hydrant due to the location of the mechanical
room.

The truck circulation and maneuvering is integrated with the existing Coborn's
parking lot. Staff is concerned with the proposed travel pattern through the Coborn's
site for large trucks serving Building "C". The proposed travel pattern passes
through the center of the Coborn's parking lot and will produce the opportunities for
traffic conflicts.
Landscaping upon the site is very complete. Plantings are located within the right-
of-way along LaCentre Avenue on the western side of the lot. The business owners
shall be responsible for continued planting and maintenance of the raised flower
beds/planters at the front of the retail buildings. Screening around the trash
enclosure must be more complete.
A photometric plan has been provided but seems to be from an older site layout and
does not correspond to the proposed layout. Lighting fixture details are not provided
but would include fixtures set atop poles around the parking area and also wall
mounted fixtures along all four sides of the building.
Signage consists of a single monument sign for the retail shops located along the
northwest comer of the site at the comer of LaCentre Avenue and 57th Street, as well
as building frontage signs that singly identify each store.

The monument sign will be located along 5ih Street. The sign is proposed to be 15-
feet in height, but according to the Albertville Crossings Architectural Design
Standards dated February 12,2002; monument signs are to be no more than 12-feet
in height.

There was concern with the truck traffic flow at the site.
Gary Janish, representing the development commented that there could be signage
for the delivery truck and would notify the lessee's of this traffic flow.
The lessee's of the building will be given a diagram for the delivery trucks and then
be responsible for getting the diagram to their truckers.
Chair Budde asked if there was anyone in the audience regarding this public hearing.
There was no one present.
Chair Budde closed the public hearing at 7:49 p.m.
Commission member Klecker made a motion to approve the Site Plan for Building
"C" with the additional signage issues as recommended by the City Planner. Leintz
seconded the motion. All voted aye.
d) Towne Lakes pun - Phase II

Chair Budde opened the public hearing at 7:53 p.m. He then asked the City Planner
to review the site before the commission.
City Planner Brixius explained that Contractor Property Developer Company
(CDCP) has submitted applications to rezone an area from R-lA and B-2A to PUD
preliminary plat. The proposed site is between School Lake and Mud Lake in the
northeast quadrant of Albertville. Within Phase II, a total of 215 units with a net
development density of 2.41 units per acre are being considered as well as business
commercial along the western portion of the proposed site along County Road 19.
The property is currently zoned R-IA and B-2A. The applicant has requested a
rezoning to PUD to allow flexibility in the development regulations specifically as
they related to a lot size, lot width, lot depth, building height, and street design.
The current application does not provide specific information regarding the
commercial development of Outlot C.
They briefly discussed the site layout and where the single-family homes would be
located, detached townhomes would be located, and detached twinhomes would be
located and how it would flow.
The staffhas a list of twenty-one recommendations for construction of the site along
with rezoning and variances.

Dave Hempel, representing CDCP was present. Dave gave a brief overview of what
is proposed.
Shelley Tompkins, also present, went over the areas of the Phase II. She stated that
Dave Kingman is working on the types of townhomes that would be in the
development.
Shelley and Dave would be looking at the design and layout for the twinhomes so
that the garage is not dominant looking.
City Planner Brixius shared that he would like to see a detail of the twinhomes -
townhomes and detached townhomes so when they come in and apply for a building
permit we have a guideline to go by.
Council Liaison Berning had some question on the cul-de-sac. Could it be moved to
the property line so the abutting property owner could work off of it in the
distant/near future?
Chair Budde asked to confirm the number of townhomes in the proposed site.
Council Liaison Berning asked about a possibly park trail leading to the park.
Dave and Shelley said they would look at what the lot widths are and if there is room
for a trail.
There were additional comments and concerns; how the streets flow, how the homes
are laid out, how to fit trails to parks or possibly around the lakes.
Chair Budde asked if there was anyone in the audience regarding this site.
Frank Kocon, Jason Court, had a concern for additional parking. When you have
company over to visit where are they going to park.
Lisa Mulberg had a concern with a possible sign about the Outlet Mall. There seems
to be more traffic coming through trying to find the Mall.
Paul and Bob of the Towne Lakes Phase I had the same concern with the amount of
traffic coming through rather fast trying to find the Mall. They go right through the
barricades and across the field to get to County Road 19.
There was a question about the possibility of a soccer park at one of the proposed
parks. If so, allow for additional parking.

City Planner Brixius wanted to know what the city of Otsego is requesting since the
site butts up to the City limits.
Chair Budde tabled the public hearing to the Tuesday, February 11,2003 Planning
and Zoning Commission meeting.
He invited the residents to come back in February to discuss this public hearing
more.
5. OTHER BUSINESS
a) Albertville - B-2 Business District Text Amendment
Chair Budde turned it over to the City Planner to discuss the issue before the commission.
City Planner Brixius discussed briefly what they were attempting to do by amending the
B-2 Business District Text in regards to restaurants. As it stands now it does not prohibit
drive through facilities. We believe that if we could prohibit drive through facilities, we
would encourage sit down restaurants, rather than fast food or drive-thru type food
establishments.
He suggested possibly having a joint meeting with the City Council to discuss this.
