CALL TO ORDER-ROLL CALL-ADOPT AGENDA Chair Leintz called the regular meeting of the Planning and Zoning Commission to order. PRESENT: Chair Leintz, Commission members Frank Kocon, John Meierhofer and Council Liaison LeRoy Berning, City Planner Al Brixius, Zoning Administrator Jon Sutherland and City Clerk Bridget Miller Add Item 5.b. to the agenda - Community Directional Signs Meierhofer made a motion to approve the amended agenda. Kocon seconded the motion. All voted aye. 2. MINUTES a) April 8, 2003 regular meeting Meierhofer made a motion to approve the minutes as submitted. Kocon seconded the motion. All voted aye. 3. NEW BUSINESS Chair Leintz took a quit roll call as to who of the applicants were present. Chad Engman was the ftrst applicant to briefly explain why he would like to be a member. He has lived in Albertville for about 5 years. He is a insurance adjustor and has some background of building. He would like to get more involved in the planning of Albertville. Gene Pentz history of how long he lived in Albertville. He would like to be on the commission to enforce the ordinances. He knows there is a number of resident's parking trailer on the streets and is at times in the way of vision. Lisa Grahek - moved here about 4 years ago. It was quite before the Outlet mall. She would like to be more involved in the planning of the community. It is close to the metro yet it still has that small town feeling. David Noto - new to the community about 2 years. He works as a GIS engineer. He would like to get more involved in how the process works. He would like to know why it works this way. He values neighborhoods and values speed limits. Scott Dorenbush moved out here about 6 years ago. It has grown a lot - it is great but would like to try to keep this small town feeling. He wants to see his kids grow up in a town similar to what he grew up in. d- . . . CITY OF ALBERTVILLE Planning and Zoning Commission May 13, 2003 Minutes Page 2 of 4 4. PUBLIC HEARINGS There were no public hearings. 5. OTHER BUSINESS a) Fence Ordinance Chair Leintz turned it over to the Zoning Administrator to go over the Fence ordinance. Zoning Administrator Sutherland commented that enclosed in the packet was a copy of the Fence handout. We have had a number of fences going up in Albertville and pools going in. There are a variety of questions and concerns regarding these fences. The height and setbacks are the toughest issues. City Planner Brixius then stepped in to assist with a diagram of the possible concerns the City staff is dealing with. The unique lots throughout the city that fall on comer lots or when an interior lot butts up against a comer lot. It has became a very sensitive issue in Albertville when a couple of children had gotten into the neighbors back yard and were curious about the underground pool. City Planner Brixius commented there are a number of odd shaped lots, which makes it challenging. There could be the situation is if a comer lot front is on one street with a side setback of20 feet and the abutting neighbor on the adjacent street is not on the comer but his front setback would be 30 feet. Meierhofer had a question about the 5-foot height of the above ground pool. Zoning Administrator Sutherland clarified the pool height issue. He stated that with the above ground pool there is generally a deck and around the deck portion is where you would have a fence. Judy Roden asked about the height of the fence that was proposed for the Especially for Children day care. City Planner Brixius informed her that the height of the fence was proposed at 5 feet high. Meierhofer shared that he felt an 8- foot high fence should not be allowed. Kocon agreed with Meierhofer that an 8-foot high fence should not be allowed in residential areas. We should somehow restrict the types of materials if they want an 8- foot high fence. Zoning Administrator Sutherland tried to explain another situation where a couple of residents came in to apply for a variance for a fence permit. He listened to them and had :3 . . . The convinced the resident(s) not to apply for the variance because they would recommend denial. Kocon shared his comments about the fences. He would not like to be the resident that lived between two residents that have decided to put up fences. He would feel as if he lost his view of the trees and beauty. Chair Leintz suggested contacting the City of Maple Lake and a couple others for there Fence and Pool Ordinance. Chair Leintz suggested putting a moratorium on fences until we have reviewed these ordinances. City Planner suggested bringing the Fence and Pool Ordinance back to the next Planning Commission with samples from surrounding communities. Look at possibly changing some of the language or clarifying a few areas. Meierhofer had the question of how hard is it to change the setbacks for the comer lots. City Planner Brixius commented that it restricts the amount of buildable space if you change some of the setbacks. b) Community Directional Signs Chair Leintz turned it over to City Planner Brixius to Community Directional signs. City Planner Brixius had handouts for the commission to review. There has been a concern with off premise directional signage throughout the city. What we would like to propose is have community off premise directional signs assisting the residents or other customers the directions to get to their destination. One thing the city would like is permission from the County to have a different color for these directional signs. Get some of the additional verbiage from the handout. Chair Leintz had a question as to where are you looking at putting some of these signs. City Planner Brixius identified a couple of areas on the map as to where the staff would like to put the signage. Meierhofer shared that he like the idea of the directional signage located throughout the city. 4 . . . CITY OF ALBERTVILLE Planning and Zoning Commission May 13,2003 Minutes Page 4 of 4 Chad Engman asked if these signs would direct the community or others to things such as the high school - primary school - ice arena. City Planner Brixius commented that maybe we need to adopt some guidelines for the directional signage. Meierhofer made a motion to recommend staff bring this before the council for review. Kocon seconded the motion. All voted aye. 6. ADJOURNMENT Kocon made a motion to adjourn. Meierhofer seconded the motion. Meeting adjourned at 8:10 p.m. 5
