APRIL 9, 2018
6:00 p.m.
Present:
Chairman Walter Hudson and members Jeff Lindquist, Keith Wettschreck, Kevin Kasel,
Gayle Weber, Kari Dwinnell and John Vetsch. Also present: City Administrator Adam Nafstad, City
Finance Director Tina Lannes, and Arena Manager Grant Fitch. The meeting was called to order at
6:00 p.m. by Chairman Walter Hudson.
Set Agenda

Approval of Minutes

Members Kasel/Lindquist to approve the minutes of the March 12, 2018 Board Meeting as
presented. All voted aye.
Finance Reports

Members Vetsch/Kasel to approve the Marchlist of claims totaling $19,829.25and the March
Financial Report as presented. All voted aye.
Arena Manager’s Report
Fitch reported to the board it was renewal time for the Maintenance Contract with SCR and the price
will be $740.00 per month and increase of $50 from last year. In addition Fitch shared the history with
the board on this contract showing that over the last seven years. There was discussion on who would
hold the contract with the full facility was up and running with the changeoverof the old sheet. Staff
informed the board that they could go out for bids but currently SCR is going to take care of the new
sheet of ice.
There was a circulating pump leak where there was a loss of 20 gallons of glycol, but used the back-up
pump until the vent piping was replaced.
Staff reminded the board that they will be looking for two new full-time positions with the first one
being in July and the other in September for hire dates.

Old Business
Member Weber asked if the board was going to discuss rates pertaining to charging non-local groups
more than local groups. There was discussion and staff was directed to look into other arenasare
charging for summer ice in regards to local groups, for profit and non-profit and report back to the
board.
Nafstad mentioned to the board that after the High School books the ice they need for the swing season
that Youth Hockey Association has express interest in purchasing all remaining ice available with an
option for them to subcontract out any ice they don’t need, if any, to other groups. Currently, the
association predicts that they will use 95% the remaining hours, but the subcontract option in the
agreement with the board (contact) provides them with a small out if there are unusable hours (such as
they are all out of town for a tournament) while providing guaranteed payment of all available ice time
to the STMA Arena.
Other items brought up for future discussion were requests for new sheet or old sheet rentals and
estimating summer use. Staff is aware of the annual summer camp, the new I-94’s group and the

Mustangs. There was discussion of having maybe different rates for the summer based on what sheet
is rented, but there is still the discussion that there may beonly one sheet of ice left in year round.
Currently, with one sheet of ice there is still ice time available.

Ice Rate discounts:
I talked to 4 surrounding rinks and discounts are based on the amount of Ice
time purchased. No special rates for local vs non-local or for profit vs non-profit groups. For
profit groups pay sales tax on ice time purchased and non-profit groups must provide a tax
exemption certificateor number. I believe the discount of $130 per hour after purchasing 25
hours or more is very competitive to surrounding rinks. All Ice time reserved at Stma Arena from

March 26 to August 31 2018 are for profit groups. Tax for a 1 hour rental is $8.94 total
