COUNCIL MINUTES
FEBRUARY 18, 1986
The February 18th meetlng of the Albertvllle Clty Councll was called
to order by Mayor Walsh. Members present lnclude Gary Schwenzfeler,
Donatus Vetsch and Bob Braun; members absent lncluded Don Cornellus.
Others present lncluded Don Bernlng, Maureen Andrews, Gary Meyer
and Barry Johnson.
The mlnutes of the February 3rd meetlng were read. There was a motlon
by Bob Braun and a second by Gary Schwenzfeler to approve th e mlnutes
as read. All were ln favor.
ARlan Mlddleton of St. Mlchael Insurance was present to lnform the
Councll that the Clty's Insurance Carrler--Mlnnesota Mutual Flre
and Casualty lS requestlng Drlver Llcenses forall authorlzed drlvers
of Clty vehlcles. H1S suggestlon to the Councll was:
1. Deslgnate drlvers ln both the malntenance departments.
2. Run MBR checks on a regular basls to assure that the
drlvers who have volunteered to be drlvers have a
clean record.
3. Keep a "hard copy" of the MBR checks on flle wlth the
Clty of Albertvllle.
As a result of thls dlScusslon Resolutlon 1986-5 was passed (lncluded
ln agenda packet) on a motlon by Gary Schwenzfeler and a second by
Donatus Vetsch. All were ln favor.
A copy of the resolutlon should be forwarded to A. Mlddleton and
to the Flre Chlef, Davld Vetsch.
Gary Meyer revlewed wlth the Clty Counlcl hlS wrltten oplnlon on
certaln aspects of the JOlnt Power's agreement, WhlCh was dlstrlbuted
before the meetlng. (copy lnclude ln the 2-18 packet.) Gary was
requested to be present ar the JOlnt Powers meetlng on Thursday
February 20th.
Brlan Bebeau, Chalrman of the Plannlng Commlsslon was present to
recommend that the Councll approve Ordlnance 1986-1 regardlng Slte
Plans. There was a motlon by Donatus Vetsch and a second by Gary
Schwenzfeler to approve the Ordlnance. All were ln favor.
The Councll requested that the Plannlng Commlsslon recommend a fee
scale for the Slte Plan Appllcatlon fee and report back to the Councll.

LeRoy Bern1ng of Barthel Construct1on was present to show the C1ty
Counc1l a prel1m1nary plat for Lot 1, Block 6 of the Barthel
Industr1al Park. Barthel Construc1ton 1S request1ng approvals of
the follow1ng 1tems:
1. A replat of Lot 1, Block 6.
2. A Cond1t1onal Use Perm1t to allow 2 four plex
apartments 1n the Industr1al Park's Res1dent1al
D1str1ct.
3. The use of zero lot Ilnes 1n the newly platted area.
The Counc1l was 1nformed that the Plann1ng Comm1ss1on has set the1r
Publ1C Hear1ng for March 13 at 8:30 p.m. Gary Meyer 1nformed LeRoy
that a legal op1n1on would need to be done on the T1tle before
the plat could be f1nal1zed. The mot1on to set the Counc1l's
Publ1C Hear1ng at 8:00 p.m. on March 17, 1986 was made by Gary
Schwenzfe1er and seconded by Donatus Vetsch. All were 1n favor.
Maureen was asked to request that Loren K. be present for the hear1ng.
Recommendat1on to the Plann1ng Comm1ss1on--Change the zon1ng of Lot 1,
Block 6 from Res1dent1al to Mult1ple.
There was prel1m1nary d1Scuss1on on the sett1ng of the assessments
for Barthel Industr1al Park. Assessment f1gures are to be based on
the ant1c1pat1on that Albertv1lle Industr1al Development w1ll be
mak1ng appl1cat1on for rezon1ng of res1dent1al propert1es 1n the
Industr1al Park. Le Roy was asked to 1nform Ken Barthel that a letter
request1ng the rezon1ng was needed to set th1ngs 1n mot1on.
The follow1ng resolut1on were approved:
1986-2 GRAMM-RUDMAN REDUCTION
1986-3 GOVERNOR'S BUDGET REDUCTION
1986-4 FEDERAL TAX REFORM
The mot1on to approve these resolut1ons was made by Gary Schwenzfe1er
and seconded by Bob Braun. (Resolu1ton 1ncluded 1n the agenda packet.)
All were 1n favor.
The 1986 L1cense Fees and Renewal Dates were reaff1rmed on a mot1on by
Bob Braun and a second by Donatus Vetsch. All were 1n favor.
There was a mot1on by Donatus Vetsch and a second by Gary Schwenzfe1er
to send two Plann1ng Comm1ss1on members to the Dut1es and Powers of
Zon1ng Board of Appeals on March 5th. Cost $24.00 each. All were
1n favor.

There was a motlon by tary Schwenzfeler and a second by Donatus Vetsch
to send Ken LIndsay to the Pavement Malntenance Workshop March 4th.
Cost IS $25.00. All were In favor.
There was a motIon by Bob Braun and a second by Gary Schwenzfeler
to pay bIlls. all were In favor.
The Heldleberg Inn LIcenses were dlscussed.
The Councll was Informed that Blll Heldelberg had been contacted by
Certlfled letter on February 12th and by phone on February 14th that
the CIty Councll would be dlscusslng the llcenses. Bll1 saId that
he thought he could be present after 9:00 p.m. By the tIme the
Councll had flnlshed all thelr buslness Bl11 had not showed up.
Maureen was requested to Inform Bl11 Heldelberg of the CouncIl's
actlons:
That payment of $1,032.00 must be recleved by the CIty of Albertvl1le
on or before March 3rd at 8:00 p.m., WhICh IS the regular meetIng of
the CIty Councll. If payment has not been recleved by thlS tIme the
Clty wl1l take actlon to suspend the Heldelberg's 11ceses for
LIquor ($750.00), Suday Llquor ($200.00), Clgarette ($12.00), and
Amusement ($ 40.00) at 12:00 mldnlght and wl11 take legal actIon
actlon to collect the amount that IS past due. In addltlon, the
CIty Wl11 notlfy the Wrlght County Sherlff's Offlce of the suspensIon
for enforcement purposes.
The motlon was made by Gary Schwezfeler and seconded by Donatus Vetsch.
All were In favor.
There was a motlon by Donatus Vetsch and seconded by Bob Braun to
adjourn. All were In favor.
