JUNE 2, 1986
The regular meet~ng of the Albertv~lle C~tYI Council was called to
order by Mayor J~m Walsh. All members were present. Others present
~ncluded Maureen Andrews, Don Bern~ng, Barry Johnson and Gary Meyer.
There was a mot~on to accept the m~nutes of the May 19th C~ty
Counc~l meet~ng. The mot~on was made by Gary Schwenzfe~er and seconded
by Don Cornel~us. All were ~n favor and the mot~on carr~ed.
There was a mot~on made by Donatus Vetsch and seconded by Bob Braun
to pay the B~lls, All were ~n favor. Check n through n were
approved.
The C~ty Counc~l rev~ewed the monthly F~nanc~al Statements for March,
Apr~l and May. Bob M~nkema ~s us~ng a new format and the only suggest~on
made on the format was to ~nclude a "Recap of Investments" on a quarterly
bas~s.
The Counc~l was ~nformed that the Jo~nt Powers meet~ng on June 9th
would beg~n at 8:00 p.m. because of Albertv~lle's Publ~c Hear~ng. No
act~on was requ~red.
The follow~ng Bu~ld~ng Perm~ts were approved on these mot~ons:

There was a motlon to approve a Resolutlon requestlng the Commlssloner
of Transportatlon to conduct a Trafflc Englneerlng Investlgatlon to set
the speed zone dlstrlcts for the followlng areas.
BARTHEL INDUSTRIAL DRIVE--From Co. Rd. 37 to 50th Street.
50TH STREET--From Maln Avenue east bound to the CIty Llmlts.
MAIN AVENUE--From Co. Rd 37 to 50th Street.
The motlon was made by Don Cornellus and the second by Gary Schwenzfeler.
All were In favor. Maureen was dlrected to forward a copy of the letter
to the MN/DOT Dlstrlct Offlce.
The Llonesse requested the permlsslon of the Councl1 to lnstall a
pop machlne In the Hall. They wl11 be responslble for all the costs
lncurred (rental, pop, etc) and wl11 be responslble for fl11lng It. There
were no obJectlons by the Councl1.

The Councl1 was lnformed that Sylvla Kl1lan would be returnlng
to work for the summer agaln thlS year. Ken requested that she be allowed
work one week earller than the program and be able to work one week
longer at the end of the summe.
After some dlScusslon lt was declded that Sylvla could start as soon
as posslble but the Councl1 would walt and see about extendlng the Job at
the end of the summer.
There was also some dlScusslon about the Clty lncreaslng her salary
from mlnlmum wage of $3.35. It was flnally declded that the Clty would
pay the dlfference between $3.35 and $4.00.
To recap thls dlScusslon there was a motlon made by Don Cornellus
and a second by Donatus Vetsch to have the Clty pay Sylvla Kl1lan the
65~ dlfference between mlnlmum wage and $4.00 a hour and to have her
start as early as posslble. All were In favor.
There was some dlScusslon regardlng Restltlon Workers and lnsurance
coverage. Maureen was asked to contact Wrlght County Court Servlces to
request a letter explalnlng the lnsurance lssue. No other actlon was
needed.
The Councl1 agreed to have the Dump Truck stored at Loren Becker's
for $30.00/Month. Ken lS suppose to to get the truck cleaned up and palnted
before lt goes lnto storage.

Maureen was requested to check wlth the Shelff's Offlce regardlng a
Party In the Clty Park WhlCh was called In by Don Cornellus.

Maureen was requested to Inform Ken that he should be openIng the
park rest rooms In the mornIng when he comes to work and lockIng them
when he goes home In th evenIng.
The CouncIl also talked about gettIng sIgns for the park statIng
that the park closes at 10:00 p.m. Maureen IS suppose to contact the
SherIff's OffIce and request that they make a note of the Park ClosIng
when there IS no organIzed event.
There was also some dIScussIon about preparIng a resolutIon regardIng
No LIquor In the Park wIthout a CIty Issued permIt. Maurren was asked
to work on a resolutIon for adoptIon.
At 8:00 p.m. Mayor Walsh called the PublIC HearIng on OrdInance
1986-2, entItled "AN ORDINANCE AMENDING ORDINANCE 1975-5 IN ORDER TO
ADOPT CONTROLS COMPLIANT WITH THE STANDARDS AND CRITERIA FOR THE
MANAGEMENT OF MUNICIPAL SHORELAND AREA OF MINNESOTA."

The NotIce of HearIng was read and at thIS tIme Mayor Walsh requested
that all rape recorders be turned off. Mrs Nancy Duerr questIoned the
Attorney requardlng thIS request. Gary Meyer Informed Mrs. Duerr that
SInce the was chaIrIng the meetIng he could run It as he saw fIt In order
to keep It In anrorderly manor. He suggested that she follow the Mayor's
request. Mrs. Duerr saId that her reasonIng for runnIng the tape recorder
was because she could not have a copy of the OrdInance. She was Informed
that she could reCleve a copy of the OrdInance on June 3rd or at a tIme
and date the CIty AdmInIstrator set.
At thIS tIme Gary Meyer read O~dlnance 1986-2 and the followIng
changes were suggested by the CounoIl:

The motIon to approve OrdInance 1986-2 as dlscrlbed wIthIn the context
of these mInutes was made by Bob Braun and seconded by Gary Scwhenzfeler.

It should be noted that all members were present and voted to approve

Board SInce any ~eclslon was pendIng the reVIew of thIS materIal.
The PublIC HearIng was closed at thIS pOInt.

Gary Meyer gave the CouncIl an update on the hearIng before the
MunICIpal Board. He explaIned how the Oral Aurguments had been handled
by Attorney Hayes, hImself and the Attorney for the TownshIp. It was
agreed by Walsh, Andrews and Meyer that the arguments for the petItIoner
were more detaIled and organIzed, but that the fInal outcome WIll not
be known untIl the MunICIpal Board makes th~Ir deCISIon.

Mayor Walsh at thIS tIme wlthdres hIS suggestIon that members of the
Otesgo Board SIt WIth the AlbertvIlle OffICIals and work on the OrdInance
regardIng Manufactured HousIng. The reasonIng for thIS WIthdrawal IS the
lack of cooperatIon of workIng together In the spIrIt Intended.
LeRoy BernIng of Barthel ConstructIon was present to get FInal
Plat Appraval for the 2 new addItIons.
There was a report from the PlannIng CommIssIon WhICh Informed the
CouncIl that the stIpulatIons regardIng fences and trees had been removed.
There was a motIon to accept the recommendatIon of the PlannIng CommIssIon
made by Don CornelIus and seconded by Gary Schwenzfeler. All were In favor.

THere was a motion to set a RublIC HearIng for PrelImInary Plat ,
Approval for the Psyk's 4th AddItIon. The hearIng was set for June 16th
at 8:30 p.m. on a motIon made by Bob Braun and the second by Don
CornelIus. All were In favor.
The CouncIl was brought up to date on the easements needed for strom
sewer and the street. Barry Informed the CouncIl that he had recorded the
orglnal easements and that there was Just a tempo ray construclton ease-
ment needed. ThIS easement needs to come from Clem Marx.
Gary Meyer suggested that the HeurIng easement be ref lIed because
the property has changed hands and the Heurlngs are no longer lIvIng.
Barry WIll get together wIth Gary on thIS Issue.
Barry updated the CouncIl on the progress at the Wastewater Treatment
FacIlIty. ThIngs are gOIng smoothly, the water balance test looks
great and the seedIng has been done.
Maureen was requested to prepare a letter to send out regardIng
"Junk cars". JIm suggested that the OrdInance should Include a lImIt
on the number of days a car can be parked wIthout beIng moved.
There was no other new busIness so there was a motIon to adjourn.
