PUBLIC HEARING
MINUTES
JUNE 9, 1986
The Public Hear1ng on Street Improvements (1986-1) was called to order
by Act1ng Mayor Gary Schwenzfe1er. Members present 1ncluded Donatus
Vetsch, Bob Braun and Don Cornel1us, Mayor J1m Walsh was asbesent.
Other present 1ncluded Maureen Andrews, Donald Bern1ng and Barry Johnson.
The purpose of the hear1ng 1S to determ1ne whether or not to make the
street 1mprovements In the follow1ng areas:
* Beaudry 2nd Add1t1on
* Barthel Res1denta1l--Phase II
Barry went through each area and expla1ned what would be Involved In
the proJect.
Beaudry 2nd Add1t1on: 36 foot w1de streets
surmountable curb
subsurface dra1nage on 55th Street
addIt10nal catch bas1ns located:
1. on the property Ilne between Lake and
Lannon on 55th Street. Th1S catch bas1n
w1ll be located beh1nd the curb.
2. on Large Avenue between 54th and 55th
Street
3. the mIddle of the block between 54th
and 55th Street.

surmountable curb
On both of these projects an add1t1onal 12 1nches of gravel wIll be put down
and then 3 1nches of Blacktop. The blacktop wIll be put down at two
d1 fferent tImes. ThIS fust Ii" 11 ft WIll go down th1s year and the second
I!" w1ll go down next spr1ng once the Eng1neers have approved the work.
At the same tIme these two projects are gOIng on 52nd Street w1ll be black-
topped as well. ThIS street w1ll measure 45 feet back-to-back and w1ll

have B-6-18 curbs. The gravel base w1ll measure 15 1nches and w1ll have
3 1nches of blacktop. These mater1als w1ll be la1d on the same schedule
as Beaudry 2nd Add1t1on and Barthel Res1dent1al -- ~hase II.
Barry went 1nto further expla1nat1on regard1ng the schedule that the
contractor had agree to 1n the b1d. The contractor would be requ1red
to come 1n and do the subsurface dra1nage work and catch bas~ns as soon
as poss~ble to get the water out of the road bed. The rest of the
construct~on would beg1n 1n M1d-July or early August.
Cost f1gures for the proJect lS broken out 1n the follow1ng manner:
Beaudry 2nd Add1t1on~-55 Lots @ $3,200.00 ~ a lot or $176,000.00 for the
area.
BaEthel Res1dent1al--Phase 11--44 Ldts @ $2,400.00t a lot or $105,000.00!
for the areas.
52nd Street (Barthel Industr~al Park)-- $28,000.00
These f~gures ~nclude Eng1neer1ng, Legal and Adm1n~strat1on costs but
do not 1nclude any bond1ng costs.
At th1S p01nt Barry asked 1f any of the property owners had any quest10ns
or comments.*J1m Hennum, Gary Anderson and F.H. Schm1dt all v01ced theIr
concerns about hav1ng the work done 1n the Beaudry 2nd Add1t1on.
Barry expla~ned that w1th the fact that the contactor would be requ1red to
come back 1n the spr1ng of 1987 to apply the second 11ft on streets any
potent1al problems would be taken care of before the 11ft lS appl~ed.
Barry also expla~ned that dur1ng construct~on there w~ll be Ilm1ts on
veh~cles go~ng 1n and out of the development 1n order for the contractors
to do a good Job and that proper br1dg1ng of the new curb would be requ1red
wh1le the curb lS cur~ng to assure aga1nst break-up.
After add1t1onal d1Scuss1on there was a mot~on made by Donatus Vetsch and
a second by Bob Braun to cont1nue the Publ1C Hear1ng unt1l Thursday June
12, 1986 at 7:00 p.m. All were 1n favor.
