Hembers present 1ncluded Gary Schwenzfe1er, Donatus Vetsch, Don Corne11us, and Bob Braun. Others present 1ncluded Maureen Andrews, Donald Bern1ng, Barry Johnson, Ken L1ndsay. Gary meyer was absent. There was a mot10n to approve the m1nutes made by Donatus Vetsch and seconded by Bob Braun. All were 10 favor. Mr. James Oan1e18, General Hanager of R1te Cable Company was present to update the Counc1l on the progress of gett1ng Cable TV 1nto the C1ty. The Counc1l was 1nformed that the contruct10n of the ent1re project 1S about l complete and that Albertv1lle was almost complete. The next step once the csble 1S all strung the cable w1l1 then be spl1ced together and test s1gnals w1ll done. It 1S expected that all th1s work w11l be done 1n the next 60 days or so. The Counc11 members then had a opportun1ty to ask mr. Dan1els some quest10ns about the system and was g~ven th1s addItIonal 1nformat1on. How 1S the Cable 1nstalled? The cable 18 1nstalled the same way as eX1st1ng ut111t1es--so 1f the area has all overhead then the cable goes on the overhead poles and 1f the area has underground then then the cable w111 be 1nstalled under- ground. Do res1dents have to hook up to Cable? No, all reslQ~nts w~ll oave toe opt10n of ~ up ,to Cable when R1te Cable starts-t~~ res1dent1al hook-up~. What w11l the rates for Cable Serv1ce be? The curDent rate stracture of the Buffalo systems w1l1 be charged for serV1ce 1n Albertv1lle. Packages w1l1 range from $16.00 to $90.00 depend1ng on the extras ordered. Does the C1ty have any control over rates charged? No, federal regulat10ns took those powers away from the c1t1es and made 1t the respons1b11t) of the supp11er. Would 1t be possIble to complete the 1nstallat10n of the ca~le In the areas that are scheduled for street Improvement project lS started? . Mr. DanIels saId that they would try to get theIr crews In before the street constructIon or that they would bore under the new street so that they are not makIng any cuts In the new surface. Mr DanIels agreed to send copIes of some of theIr materIals to the CouncIl regardIng rates and schedules. There was a motIon made to set a publIC hearIng for OrdInance 1986-3 amendIng OrdInance 19~5-6, RELATING TO PARKING WITHIN THE CITY OF ALBERTVILLE, for August 18, ~986. The motIon was made by Gary Schwenzfeler and seconded by Don CornelIus. All were In favor. The tIme of the hearIng wIll set by Maureen at the tIme she publIshes the notIce. There was a motIon made by Don CornelIus and seconded by Donatus Vetsch to set a publIC hearIng for OrdInance 1986-4, AN ORDINANCE REGULATING WEIGHT LIMITATIONS WITHIN THE CITY OF ALBERTVILLE. The hearIng has been set for August 18th at a tIme set by Maureen. All members were In favoe. Mr. Carl Welter was present to request a publIC hearIng to sub- dIVIde hIS lot so that hIS son can bUIld a house on part of the land. The lot WIll equal 4.19 acres more or less and WIll have frontage on Jason Avenue (C.S.A.H. 118). . There was a motIon made by Gary Schwenzfeler and seconded by Don CornelIus to set the publIC hearIng for August 18, 1986 at a tIme set by Maureen. All members were In favor. Mr. Clem Marx and Mr. VIrgIl POUlIOt were present to dISCUSS the needed easements for the storm sewer lIne and the extensIon of Lander. There was a dISCUSSIon on the proJect and what needed to be done. Maureen was asked to have Doug at the next CouncIl meetIng to contInue the dISCUSSIon. It was also agreed that Maureen and Gary Meyer would be avaIlable to meet WIth theIr attornles to dISCUSS the easements If It was needed. It was also explaIned that at the tIme of the Assessment HearIng If It was shown that the property would not benefIt from the Improvement (POUlIOt's) that the CouncIl could defer 'the assessment untIl such tIme that a varalnce be granted on the property frontage reqUIrement of 90' WhICh the property does not meet. Barry revlewed wlth the Councll InfQrmat10n regardlng havIng MARK HURD supply the Clty wlth topographlc maps of the undeveloped areas. (These areas are shown on the attached map) The purpose of uSlng thIS serVlce to to determlne where 11ft statIons and new sewer~~(~s~~ llnes can and should be located. The cost to do the work wIll run $3,200.00 and change back to persons bUYlng coples of the topos. After some dlScusslon It was declded that the Clty would charge $16.00 an acre for coples of the topo map. There was a motlon made by Don Cornellus and seconded by Donatus Vetsch to approve the MARKHURD contract for $3,200.00 and to charge $16.00 an acre for coples. All were In favor. It was also declded that the orlglnals would be kept at Meyer-Rohllns offlces because they have the equIpment needed to make prlnts. The Councll asked to have It noted that the funds should come out of the Sewer Account Slnce It IS aldlng the overall sewer system. A ~epresentatlve of ProgressIve Contractor's Inc. was suppose to be present at 8:00 p.m. to dlSCUSS why the proJect had not been completed. The Councll walted for someone to show up and no one dld so the Issue was tabled untll the August 4th Councll meetlng. The request for payment ('15) was also tabled untll the 4th. Maureen was asked step In enforclng Bome towlng co~panles There was a motlon to change the Bld Openlng date from August 21st t to August 28th made by Donabus Vetsch and seconded by Gary Schwenzfeler. All were In favor. There was a motlon to change the Improvement Heanng date to I I August 28th so that the blds would have been opened before the hearlng. The motlon was made by Bob Braun and seconded by Donatus Vetsch. All were In favor. Ken Llndsay Informed the Councll that Dennls fehn had moved the dIrt taken out of the dltch last fall so that Truss Manufacturlng could blacktop thelr drIveway. The dIrt wIll be saved untll the decaslon IS made whether or not to extend the dltch. . Ken also questloned the Councll about the posslbllty of changlng the parklng on 60th Street. The Councll started the dlScusslon on garbage collectlon for the ,~ Clty. Maureen was asked to put a notlce ln the paper that the Councll vr w1ll be dlscusslng the matter at the next Councll meetlng and lnterested resldents are welcomed to come and dlSCUSS the matter. Ken asked about seal coatlng. It was agreed that Barry and Ken W1ll~ go out and look to see what areas need to be patched and Barry wlll then get back on the flnal cost of seal coatlng. The Councll alee talked about sea~coatlng the entlre Clty and bond1ng for the entlre proJect. Maureen was asked to talk_to Jerry Shannon regard1ng thlS matter. I,'f Other ltems d1scussed lncluded sewer Ilne cleanlng, overtlme pay for Ken and gravel for the tops of the dlkes from the penalty money from PCI. There was some dlScusslon regard1ng the last JOlnt Powers meetlng but no act10n was taken. The dlScuss10n focused on havlng esch clty requ1re the flnal grade for water shutoffs shown on the plans so 1n case of an emergency Munltech would be able to locate the valve. The b1lls were revlewed. There was some questlon regardlng who had author1zed the Black Maglc for 50th Street. Maureen was requested to notlfy frankfort Townshlp that 1n the future the Councll should be notlfled ahead of tlme that thlS type of work lS gOlng to be done so that the Councll has an opportunlty to reVlew and approve the work ahead of 1ts completlon. There was a motlon made by Don Cornellus and seconded by Donatus Vetsch to approve all but the PCI payment WhlCh was pendlng from the July 7th meetlng. The members 'were all ln favor and bllls ~~ through ~3(.~ were pald. Other ltems dlscussed lncluded havlng Ken get someone out to grade ln front of Hackenmueller's store. Barry was alao. asked to update the flgures on lmprovlng the street ln front of the store and Maureen was asked to contact Vern and request that he come to the Councll meetlng so that the matter could be dlscussed. The Councll was also lnformed that the Llons are thlnklng about puttlng up a 25'X66' bUlldlng behInd CIty Hall to be used 1n part by the C1ty for storage. No actlon was taken. Maureen was asked to wr1te letters to the groups that were 1nvloved 1n remodel1ng the backroom, for the Jaycees for the1r work ln the Park and to Ke1th franklln for the C1ty Slgn.
