COUNCIL MINUTES
OCTOBER 20, 1986
The regular meet~ng of the Albertv~lle C~ty Counc1l was called to order
by Ma~or Walsh. Members present ~ncluded Gary Schwenzfe1er, Donatus
Vetsch, Don Cornel~us and Bob Braun. Others present lncluded Maureen
Andrews, Barry Johnson, Ken L1ndsay and Gary Meyer; wh1le Don Bernlng
was absent.
The follow1ng mot10ns were made to approve m1nutes:
* August 27th Spec~al Counc~l meet~ng--the mot~on was made by Gary
Schwenzfe~er and seconded by Don Cornel~us. All were 1n favor and
the mot~on carried.
* October 6th regular Counc11 meet1ng--the mot10n was made by
Gary Schwenzfeler and seconded by Bob Braun. All were ~n favor and
the mot~on carr1ed.
* October 14th Assessment Hear~ng--the mot10n was made by Donatus Vetsch
and seconded by Don Corne11us. All were ~n favor.
* October 14th PublIC Hear~ng on Gary Vetsch var1ance--the mot~on was made
by Don Corne11us and seconded by Donatus Vetsch. All were 1n favor.
There was an appl1cat~on for a IIm1ted l1quor l1cense for the Floyd Roden
Fund Ra~ser to be held November 22 at the Par1sh Center. There was a
mot~on to approve the l1cense and forego the $25.00 fee charged for the
lIcense. The mot~on was made by Donatus Vetsch and seconded by Gary
schwenzfe~er. All were ~n favor and the l~cense was approved.
The follow1ng BU1ld~ng Permits were epproved on the follow~ng mot~ons:
Perm1t 156: 5178 Lannon Avenue~ fOfl Barthel Construc~ton -- New Home.
The mot~on was made by Bob 8raun and seconded by Don Cornel1us. All
were ~n favor and the mot~on carr~ed.
Perm~t 157: 11812 LaSalle C~rcle for Barthel Construct~on -- New Home.
The mot~on was made by Don Cornellus a~ seconded by Donatus Vetsch to
approve the perm~t pendIng payment. All were ~n favor and tHh motIon carr~ed.

The mot1on was made by Gary Schwenzfe~e~ and seconded by Don Cornel~us to

The mot10n was made by Donatus Vetsch and seconded by Don Cornl~us. All were

The Counc~l rev~ewed the letter sent by KEn Barthel regard~ng'the assessment
payment of the propert1es ~n Barthel Resldentlal--Phase II, Barthel Manor,
Barthel Maple hllls and the Industrial 'Park. The letter was requested by
the C~ty for the res~dents 1n an effort to clear~fy who would be requ~red
to pay the assessments. No actlon was needed. ~
Ken Llndsay was present at the meetlng and asked if there was any th~ng that
could be done on 60th Street before w~nter set ~n. It was dec1ded that

Maureen should contact Wayne f1ngleson, Wrlght County Eng1neer to see
1f the Councy would share 1n the expense of provldlng slgns for the
lot. In addltlon Maureen was asked to contact the MN/DOT to see lf
there are any funds avallable to make that area 1nto a Park and Rlde lot.
The motlon was made by Gary Schwenzfe1er and seconded by Bob Braun. All
were 1n favor.
Ken he~t updated the Counc11 on the 1st water transfer from Cell 1 to Cell 3.
He 1nformed the Counc1l that the the system 1S worklng extermly well.
Some flnal wrap up ltems Ken talked about was the sewer llne clean1ng. He
explalned that the Job went well and that the llnes were 1n good shape.
he sald that it, helps that the school 1S uSlng the de greaser 1n the1r
system.
Barry Johnson updated the Councll on the drlveway problem on Lannon Avenue.
(Jlm Elfstrom's property) He told the Counc1l that he was work1ng w1th
Barthel and bel1eved that they had the problem settled. No act10n was
taken.
Barry next updated the Councll on the Construct~on proJects. They planned
on Blacktopplng Barthel Resldentlal--Phase II startlng Tuesday the 21st
1n the morlng. Curb and gutter was Just about completed In Beaudry's
2nd Addltlon and the flrm would be dOlng 52nd Street on the 21st. Barry
hoped that 1f the weather held that Beaudry's could be blacktopped
by MOnday the 27th. Work In Psyk's 4th Addlton had been started. All sub-
cuts are done and sewer and water has been started.

J1m Walsh commended Barry on hlS outstandlng Job of englneer1ng that he has
been preformlng In Albertvllle thls summer. Wlth weather and one than
one proJect gOlng at one tlme Barry was kept on top of thlngs.
Eugene Valer1us asked lf someone could come out and look at the green
flre Truck.
There was a motlon to pay b1lls. The mot1on was ~~~~y Gary Schwenzfeler

All were In favor. The Melny's D1ggers bll1 should be pald but 1f Barry
can 1nclude that 1n the charges aga1nst the 1mpeler problem he should do so.
Gary Meyer updated the Counc1l on the prepayment of the Temporary Contructlon
Bond. He explalned to the Councll that there was a problem wlth t1m1ng
and that there would need to be a wa1ver of the 30 day not1ce. He requested
perm1ss10n from the Councll to send a wa1ver out to the bond holders
asklng them to wa1ve the 30 day notice. The mot10n to proceed was made by
Gary Schwenzfe1er and seconded by Don Cornel1us. All were 1n favor.
The was a mot1on to cont1nue the meet1ng at the Otesgo Town Hall 1n order
for the Counc1l to d1SCUSS the f1re contract w1th the Town Board members.

The Town Board rev1ewed the 1nformat1on sent to then by the C1ty Adm1nlstrator.
The Counc11 and the Board then d1scussed how the f1gures were arr1ved at.
It was explalned that we took actual 1985 expenses by the number of calls.
After a llm1ted d1Scuss1on the Town Board accepted the contract charge set
up by the Counc11.
