1986-11-03 CC Minutes . . . COUNCIL MINUTES NOVEMBER 3, 1986 The tegular meet~ng of the Albertv~lle C~ty Counc~l was called to order by Mayor Walsh. Members present ~ncluded Gary Schwenzfe~er, Donatus Vetsch, Don Cornel~us and Bob Braun. Others present ~ncluded Maureen Andrews and Gary Meyer wh~le Don Bern~ng and Barry Johnson were both absent. The m~nutes of the October 20th Counc~l meet~ng were corrected as follows: Perm~t 159: 11649 51st Street for Doug Psyk--New Home. The mot~on was made by Donatus Vetsch ans seconded by Gary Szhwenzfe~er. The mot~on was then voted on. Schwenzfe~er, Vetsch, Braun and Walsh were ~n favor and Cornehus obsta~ned from vot~ngl.. J~m Walsh commended Barry on h~s outstand~ng Job of eng~neer~ng.... w~th weather and more that one proJect go~ng at one t~me Barry has kept on top of th~ngs. W~th these correct~on there was a motlon to approve the m~nutes made by Gary Schwezfe~er and seconded by Bob Braun. All were ~n faovr and the mot~on was carr~ed. There was a mot~on to approve the b~lls. The mot~on was made by Donatus Vetsch ans seconded by Gary Schwenzfe~er to approve checks 7516 through ~~. All were ~n favor and the b~lls were pa~d. (~U0cJ~'~ Gary Meyer next rev~ewed the the wa~ver of 30 day not~ce for the recall~ng of the 1984A Temporary Construc~ton Bond. The Counc~l was ~nformed that all the bond holders had SIgned the waIver so that the bond could be called. Dn a suggestIon b~ Maureen that, the records'should show a mot~on author~zlng the payment to First Trust for the amount of the Bond and Interest. The mot~on was made by Don Cornllus and seconded by Bob Braun to approve pay- ment to FIrst Trust St. Paul ~n the amount of $714,112.50 for the 1984A Temporary Construct~on Bond. All CounCIl Members were ~n favor and the motIon carned. The CounCIl next reVIewed the letter to the Frankfort TownshIp Board regardIng the settlement of the laWSUIt between Frankfort and Albertv~lle. Gary suggested that he make som e add~tIonal changes and have ~t prepared for J~m's sl~nature by Wednesday evenIng. The CounCIl was ~n full agreement but no mot~on was needed. M1nutes Page 2 . The next 1tem the Counc11 dealt w1th was a request by Mr. Tom Houck of Traveler's Advert1s1ng to be allowed to put a backup s1gn on an eX1st1ng s1gn located on freeway property w1th1n the C1ty of Albertv11le. The Counc11 packet 1ncluded a letter from Gary Meyer 1n wh1ch he states that 1t 1S h1s fee11ngs that a backup s1gn would v101ate the 1ntent of the s1gn mor1tor1um. Mr. Houck requested that the Counc11 would cons1der the mor1tor1um to cover new s1te locat10n and lot new s1gn faces on eX1st1ng s1gns. At th1s t1me Gary p01nted out to the Counc11 that S1nce the mor1tor1um was enforced there have not been any new faces added or perm1ts 1ssued. It was dec1ded that the 1ssue would be postponed unt11 the C1ty has had t1me to look 1nto the problems of the eX1st1ng ord1nance and make the requ1red changes. There was a mot10n to cont1nue the s1gn mor1tor1um unt11 present ord1nance 1S reworded and the C1ty w111 not1f1ed Mr. Houck when ord1nance 1S clear1f1ed. The mot10n was made by Gary Schwenzfe1er and seconded by Don Corn11us. All were 1n favor. Maureen asked Mr. Houck to send cop1est of some ord1nances of c1t1es he 1S currently located 1n. . Barry Johnson of Meyer-Roh11n was asbsent so there was Just l1m1ted d1scuss10n on proJects. Ken had brought 1n some b1tum1nous that that broken up out on lake Street. Maureen 1nformed the Counc11 that, Barry was aware to the problem. Maureen 1nformed the Counc11 that Ken had been work1ng w1th Roto-Rooter 1n an effort to get the old d1sposal plant cleaned out. Ken requested the Counc1l to dec1de how much t1me and money d1d they want to ~ for hav1ng Jerry Valer1us street swdP1ng. It was dec1ded that the most 1mportant streets needed to be done were Ma1n, 51st and 57th. Maureen was asked to that the newspaper put the not1ce 1n the paper regard1ng park1ng on streets at n1ght. Ken and Don Cornl1us are suppose to keep the1r eyes open for an ava11able boat to be used 1n cells one and two out at the Wastewater Treatment Fac1l1ty. J1m 1nformed the Counc11 that he had talked to Ken about the gas detector and that Ken 1S to tra1n members of the F1redepartment to use the gas detector 1n case of an emergency. There was a mot10n to approve a bU11d1ng perm1t for ~ev1n Mealhova for an add1t10n to h1s garage. The mot10n was made by Don Corne11us and seconded by Gary Schwezfe1er. All were 1n favor. . Gary and Maureen have been d1rected by the Counc11 to look 1nto contract garbage collect10n. Gary Schwenzfe1er sa1d that he had not had t1me to contact any of the c1t1es that contract the1r serV1ce out. Mlnutes Page 3 . There was a suggestlon made that the Clty Offlclal meet wlth the State Senator and Representatlve and the County Commlssloner before the flrst of the year to dlSCUSS what types of thlngs the Clty IS concerned about. The feellng IS that IS IS Important to meet before the nex leglslatlve seSSlon starts. The Councll was remlnded that the the League meetlng IS scheduled for November 20th. Any members wlshlng to go are to contact to Maureen. There was some dlScusslon on the steps for the back door. Bob sald he would look Into costs. There was a motlon to adjourn made by Donatus Vetsch and seconded by Gary Schwenzfeler. All were In favor. The Councll members stayed and helped set up for the electlon.
