ALBERTVILLE, MINNESOTA 55301 PHONE 497-3384 COUNCIL MINUTES NOVEMBER 17, 1986 The regular meetlng of the Albertvllle Clty Councll was called to order by Mayor Jlm Walsh. Members present lncluded Gary Schwenzfeler, Donatus Vetsch, Don Cornellus and Bob Braun. Others present lncluded Maureen Andreews, Barry Johnson and Ken Llndsay whlle both Don Bernlng and Gary Meyer were absent. The was a motlon to approve the mlnutes of two meetlngs, November 3rd's Regular meetlng and November 6th's Speclsl Councll meetlng. The motlon was made by Don Cornellus and seconded by Gary Schwenzfeler. All were ln favor and the motlon carrled. There was a motlon to approve the bllls. The motlon was made by Bob Braun and seconded by Don Cornellus. All were ln fa"r and checks ~ through ~ were approved. The followlng bUlldlng permlts were approved on the followlng motlons: . Permlt 161: 6620 LaBeaux Avenue for Bernard Vetsch -- Porch Addltlon. The motlon was made by Don Cornellus and seconded by Bob Braun. All were ln favor of approvlng the bUlldlng permlt pendlng pay- ment. Permlt 162: 5618 Lannon Avenue for G.L. Anderson -- New Home. The motlon was made by Don Cornellus and seconded by Bob Braun. All were ln favor and t he bUlldlng permlt was approved. Permlt 163: 11900 50th Street for Dennls Fehn -- Storage BUlldlng. The motlon was made by Donatus Vetsch and seconded by Gary Schwenzfeler. All were ln favor of the motlon and the permlt was approved pendlng payment. PermIt 164: 5201 Maln Avenue for Mark Dalelden -- FInlshlng Basement. The motlon was made by Bob Braun andseconded by Don Cornellus. All were ln faovr and the permlt was approved pendlng payment. Barry Johnson next updated the Councll on the construclton occurrIng wlthln the Clty. Jlm Walsh asked Barry lf there was enough money left In the Buffalo Bltumlnous contract to cover the costs of correctlng the bad area ln Beaudry's 2nd Addltlon. Barry explalned that the contractor IS responslble for the work and wlll have to make the nec- essary repa1rs next sprlng before the flnal 11ft of b1tum1nous IS put down. e Gary Schwenzfeler asked Barry to look at the work done by Anchor Asphalt on Lander Avenue. Both J1m and Don Cornellus sa1d that Ken lS careful and knows that he needs to be careful. Barry next 1nformed the Counc11 that he had Anchor Asphalt move some of the work from lander over to 57th Street between large and lake. The reason th1S was done was because the Counc11 had dec1dedr- that more work was needed on lander then what had be scheduled. Barry next 1nformed the Councll that the sewer and water serV1ces for Psyk's 4th Add1t10n are all 1nstalled and that LaTour 1S now work1ng 1n Barthel Manor. J1m asked that Barry check 1nto hav1ng gravel brought In by DeWayne Altman's. The update on the wastewater treatment ponds 1nd1cated that we are stlll wa1t1ng on the State Electr1cal Inpector's report. Barry has been trY1ng to contact the Inspector to get the problem resolved. It was also agreed that because of the t1m1ng that the gravel for the top of the d1kes wlll not 11kely go on unt11 next spr1ng. . Ken L1ndsay was present to f1nd out what the Councll wanted to do about plowlng sldewalks. It was dec1ded that Ken should try to w1ng back two or three feet beh1nd the curb the best he could. Maureen was asked to put a not1ce 1n the paper regard1ng the same and ask that the res1dents abutt1ng Ma1n Avenue help 1n keep1ng the sldewalks clear for walklng. Ken also asked that a not1ce be put 1n the paper regardlng blowlng snow lnto the street statlng that lS causes a hazard for plowlng. In addlt10n Ken requested that a not1ce be put 1n the paper regard1ng damage to mall boxes. The Councll sa1d not to put the not1ce In the paper because lt lS Just pOlntlng out potentlal trouble, 1f a com- pla1nt 1S rec1eved then the Clty w111 1nform the resldent that we are not responslble for damage. Ken next 1nformed the Councll that a Clty was 100k1ng to purchase some used Chrlstmas decoratlons. It was declded that Albertvllle would not do any thlng untll new Chrlstmas 11ghts have been purchase for/or by the Clty. Ken then lnformed the Councll that he was dlsappo1nted In the fact that he had not been asked back to dlSCUSS the Malntenance budget nor h1S salary request. Ken was told that lt proper for hlm to request a salary meetlng, but that there could be an amendment made to the budget regardlng hlS lndlvldual salary but not for the ent1re department. Ken was also told that all the meet1ngs were open and that the flnal meetlng on the budget was a publ1C hearlng on the adoptlon of the 1987 Budget. . J1m suggested that lf Ken would llke that the Counc11 could meet after the regular meetlng to dlSCUSS Ken salary, but any quest10ns regard1ng the other budget 1tems could and should be d1scussed by the Counc11 at thlS t1me. Ken agreed to dlSCUSS h1S lndlvldual salary request after the meetlng but d1d have some comments to make about the budget. . Before the Counc~l got ~nto the d~scuss~on regard~ng the ma~ntenance budget, J~m suggested that the $5,000.00 com~ng from the Jo~nt Power's for the rental of the water tower should go ~nto account for the purchase of a new truck because the money has not been put ~nto the budget as ~ncome rec~eved. No act~on was taken on th~s ~tem at th~s t~me. Ken requested that he no longer have to clean C~ty Hall because he does not have t~me to do ~t. J~m sa~d that he would be w~ll~ng to go to all the serv~ce organ~zat~ona and clubs that meet at C~ty Hall and ask for the~r help ~n keep~ng C~ty Hall cleaned up. It was also po~nted out that there was only one Ma~ntenance Department and that the C~ty Hall ma~ntenance falls under that catagory. ;he next ~tem d~scussed by the Counc~l was the work belng done by R~te Cable. There have been several compla~nts w~th regards to restor~ng yards, damage to dr~veways and the broken water stand on 55th Street. Maureen was requested to send the company a letter stat~ng the C~ty's concerns regard~ng the work. In add~t~on ~t was dec~ded that ~f the C~ty rec~eves compla~nts from the res~dents we are to recommend that they send a letter to R~te Cable and copy the C~ty of Albertv~lle for the R~te Cable f~le as well. J~m Walsh dlscussed the Jo~nt Powers next. The Counc~l was ~nformed thatlthe Jo~nt Powers Board has made a mot~on to lncrease the rate charge for water serv~ce. The rate structure ~s as follows: . $15.50 for the f~rst 10,000 gallons of water used $ 1.05 for each 1,000 gallons over the 10,000 used. Th~s rate structure should generate enough cap~tal to cover the cost of the new well. The next Jo~nt Powers ~tem d~scussed was autho~~zlng the go ahead for prepar~ng the plans and spec~f~cat~ons for the well. ThlS work needs to be done before the Board can request a loan or apply for a grant. It was d~c~ded that the cost of the plans and speclflcat~ons should not exceed $15,000.00. The Jo~nt Powers Board dld not adjourn the~r November 10th Board meet~ng because they wanted the Counc~l to have an opportun~ty to rev~ew these actlon and approve them SOL that work can begln. The follow~ng mot~ons regard~ng these two ~ssue were made: A mot~on was made by Bob Braun and seconded by Gary Schwenzfe1er to approve the rate lncrease of $15.50 for the f1rst 10,000 gallons of water used and then $1.05 for each 1,000 gallons of water used after the 10,000. All were 1n favor and the mot~on carr~ed. The next mot~on was made by Gary Schwenzfe~er and seconded by Donatus Vetsch to author~ze spend~ng up to $15,000.00 for the development of plans and speclflcat~ons for the new well. All were ~n favor and the mot~on carr~ed. . At th~s t~me the Councll meet~ng was closed ~n order that the Councll could meet w~th Ken Llndsay regard~ng h~s salary.
