Members present 1ncluded Gary Schwenzfe1er, Donatus Vehsch m lbl Coml1usol &:b Bran waa absent. Otbm!s present 1ncluded Maureen Andrews, Don Bern1ng, Barry Johnson, Gary Meyer, Ken L1ndsay, Thore Meyer, Loran Kohnen and Loretta Roden. There was a mot1on to approve the m1nutes of the December 1st Counc1l meet1ng. The mot10n was made by Gary Sxhwenzfe1er and seconded by Don Cornel1us. All were 1n faovr. There was then a mot1on made to approve them1nutes of the December 4th Spec1al Councll meet1ng. Th1S mot1on was made by Don Cornel1us and seconded by Oonatus Vetsch All were 1n favor and the mot1on was approved. The follow1ng l1censes were approved on the follow1ng mohons.: 3.2 Off-Sale llcense for the Albertvllle Bar. The mot10n was made by Gary Schwenzfeler and seconded by Donatus Vetsch. All were ln favor. . Sunday L1quor 11censes for the Albertv1lle Bar and the He1delberg Inn. The motlon was made by Don Corn11us and seconded by Gary Schwenzfe1er. All were 1n favor and the mot1on carrled. There was some d1cuss10n on whether or not the Counc1l should 1ncrease the lIcense for COln operated mach1nes. After the d1cuss10n there was a mot10n to 1ncrease the fee from $10.00 to $30.00 per mach1ne. The motlon was made by Gary Schwenzfe1er and seconded by Don Cornl1us. All were 1n favor. There was then a mot10n made by Oonatus Vetsch wh1ch was seconded by Don CornelIus to grant the ~1censes at $30.00 a mach1ne. All were 1n favor and, the mot10n carr1ed. There was a motlon made by Oonatus Vetsch and a second by Gary Schwenzfe1er to approve clgarette sale 11censes for the Albertvllle Bar, Heldelberg IAn, 152 Club, Don's Auto, and Hackenmueller's. All were 1n favor. Don Bernlng's letter of reslgnatlon was read by Mayor Walsh and accepted by the Councll. J1m expla1ned to the Counc1l that the January 5th date was so that Don could swear 1n the new mayor, counc1l members because Maureen would not be off1c1ally the clerk unt1l the f1rst meet1ng 1n Jan- uary. . The next 1tem d1scussed was the water problem the people of Albertv1lle had been experIencIng 1n couple month perlod, 1n part1cular the problem at the school. The Counc1l was gIven a copy of a letter sent to the JOInt Power's by Bernard Burke, 1n WhICh he states h1s concern about the dIscolored water and the lack of attent10n to the problem by Mun1tec. Jlm lnformed the Councll that at the last JOlnt Power's meetlng he had asked that the Board make a formal apology to the resldents of Albert- vlll and the school regardlng the poor water condltlons, but that the Board took no actlon toward that step. In addltlon Jlm lnformed the Councll that he had spoken wlth ani dutslde testlng flrm (PACE LABS.) to see about havlng the water of Albertvllle tested so that we could report back to the resldents that the water lS ok. In an effort to keep the cost of the testlng down PACE would send out the testlng bottles and Barry and Ken would collect the samp~es and send them back for testlng. . It was suggested that a notlce be put In the paper regardlng tre need for resldents to draln the bottom of the hot water heaters and sof~enBrs In order to draln off and mlnerals that can cause damage to the eRulpment. I I Flnally, the last matter regardlng Munltec 18 that Jlm told thb Councll that at the December meetlng he had planned to ask for Munltec!s reslgnatlon because of the poor Job they are dOlng. He sugges ed that the members of the Councll take some tlme to stop out at the J lnt Power's bUlldlng to see how poorly thlngs are belng taken care of. He further eXPlal~ed to the Councll that members of the JOlnt Power's tab ed the dlSCUS lOr of the JOlnt Power budget therefore he was unable tp make hlS reques . I The ne t item dlscussed by the Councll was the posslblllty of omblnlng the En lneerlng and BUlldlng Inspector's Jobs lnto one. Both more Meyer and La en Kohnen we~e present for the dlScusslon. Loren stated that he feels I that most cltles have a bUlldlng lnspectlng department or havel lt as a part of the Communlty Development Department but that never untler the I Englneer. It was pOlnted o~t that there had been a lack of cpmmunlcatlon thlS summer whlch resulted l~ some problems occurrlng that COUhCll had to tale actlon on. I I At thlS tlme Donatus stated fhat he thought the lntent was to ~et the BUlldlng Inspector work wlth the Clty Englneer. That how he thought lt started out. Jlm stated that Kevln had sald at an earller meetlng that he couldn't get elevatl~ns f~r roads from the Englnnerlng Department. The next ltem dlscussed was the need to set up a commlttee to Iset the personnel POllCY for the Clty'S employees. Don Cornllus and Qonatus Vetsch were asked to Slt wlth Maureen Andrews and Ken Llndsay Ito work on the new pollcy. I Ken asked to be able to take some tlme off In the next few wee~s as long as the weather stayed nlce. It was agreed that the comp tlme pould be worked down through the flrst of the year and at that tlme thel Councl1 could agree to pay hlm for the remalnlng number of hours. ! ThlS letter IS a followlng up ~o some Items the Corp requested on the wastewater treatment fac1l1ty. I I I Barry told the Councll that he had seen a motor grader adverltlsed 1n the league magazlne and suggsted that the C1ty look 1nto 1t. He~sa1d that he thought the pr1ce looked good and that 1t would save the 1ty some money 1nstead of hav1ng to contract out the work. It was ag eed that Ken and Don Cornlius should look 1nto the equ1pment. Th1s w~s done 1n a mot10n made by Donatus Vetsch and a seconded by Gary Schwezfe1er. All were 1n favor. ! I The next 1tem dlscussed was the PCI l1quldated damages settl~ment. Gary Meyer rev1ewed some of the 1asues brought forth 1n the meet1pg w1th Ron G1bbons of PCI. He told the Counc11 that 1t was PCI's Pos1tfon that some of the delays were beyong there control and that they h~d done work that was never charged for. 'I I Gary next rev1ewed w1th the Counc11 the agreement w1th PCI amd the amount of the agreed upon settlement. The amount of the settlement I was reached by count1ng days of damage up unt11 the date that the water balance test,~lch IS August ~, 19B6. All were 1n favor and the motIon carr1ed. I I Gary Meyer next 1ntroduced Dr. DavId Ehlenz as the new Pres1Jent of the Development Corp. l I Or. Ehlenz 1n turn 1ntroduced Mr. Bruce Nelson, a market1ng e!xpert from the Buffalo area. Or. Ehlenz explaIned that the Development ~orp. had met wlth Bruce 1n December to dlSCUSS a poss1ble J01nt ventur~ w1th the C1ty 1n develop1ng some market1ng mater1als for the CIty. Drt Ehlenz pOlnted out that whIle the Development Corp. endorsed the Ide 1n concept has not taken any steps to speclfy a plan of actIon or commlt ed any money at th1s pOlnt. He stated that they would only become Invlove~ w1th the project 1f the C1ty agreed to part1c1pate. . Bruce Nelson next addressed the Counc1l. He had forwarded cO~1es to the Counc11 an out llne of what step could and should be taken 1n'develop1ng a market1ng propossl. He flrst rev1ewed th1s mater1al w1th tfue Counc1l g01ng through the p01nts d1scussed. He also d1scussed the 1mPortance of gett1ng the serV1ce organ1zat10ns and commun1ty at large 1nvolved 1n a project of th1s type. I I After a lenghty d1scuss10n it was dec1ded that Mr. Nelson wou~d come back to both the Development Corp. and CouncIl w1th some more deta~led 1deas and cost f1gures. It was a greed that Mr. nelson should meet IW1th the Development Corp before comIng back to the Counc11 so not to sbhedule I the dIScussIon untIl the second meetIng In January. It was declded that the resolutlon should be retyped and set back to Frankfort wIth an explalnatlon on why the C1ty of AlbertvIlle can not a~ree to forego the $5,000.00 If St. Mlchael lS not requlred to. I I Wlth regards to the change 1n the operatlng agreement, Gary b~lleves that the Clty of Albertvllle can not allow a change ln the agreeme t to occur because of the C1ty'S responslblllty for bond. He does feel owever that the Clty can agree to a one tlme proposltlon that would llow the JOlnt Power's to use the excess funds for the lnstallatlon ofl a new well whlle at the same tlme not effectlng the entlre agreement.
