COUNCIL MINUTES
MARCH 16, 1987
The regular meet1ng of the Albertv1lle C1ty Counc1l was called to order by
Mayor Lorettal Roden. Members present 1ncluded Gary Schwenzfe1er, Donatus
Vetsch and Bob Braun. Member Don Cornel1us was absent. Others present
lncluded Maureen Andrews, Be~ry 'QRA&9A, Gary Meyer, and Ken L1ndsay.

There was a mot10n made by Gary Schwenzfe1e~ and a second made by Bob Braun
to approve the agenda. All were 1n favor and the mot10n carr1ed.
There was a motlon to approve the m1nutes. The motlon was made by Bob Braun
and seconded by Gary Schwenzfeier to accept the m1nutess. All were 1n favor
and the mlnutes were approved.
Gary Schwenzfeler and J1m Walsh rev1ewed w1th the Councll the last meet1ng
of the JOlnt Powers Board.' D1Scuss10n 1ncluded the outcome of the b1d
lett1ng and reasons why the b1ds came 1n somewhat h1gher than the Eng1neers
est1mate. The results of the b1d openlng where 2 b1ds were offered--low
b1d belng $124,840.00 and the second b1d be1ng $128,068.00. The est1mate
had been f1gured to be $111,773.00. It appeared that the electr1c controls
cost had been under est1mates. At the tlme of the Counc1l meetlng the
J01nt Powers eng1neers were meetlng w1th the low b1dder to see 1f some of
the ~ could negot1ated down somewhat.
The Counc1l was also 1nformed that 1t appeared that 5ecurlty State Bank w1ll
be w1ll1ng to flnance the rema1nlng part of the proJect, cons1derlnglthat
the J01nt Powers w1ll be putt1ng forth $40,000.00.
The major focus of the Counc1l dlscussed was regard1ng the Hanover amendment.
After rev1ew1ng the amendment aga1n and llstenlng to to the lssues brouhgt
forth at teh meetlng the Albertv1lle representatlves brought back the amend-
ment back to the Counc1l to be recons1dered. It appears that the amendment
as wr1tten would only effect the lnstallatlon of the 2nd well and would no
way effect the org1nal operatlng agreement.
After some addlt10nal d1Scuss10n there was a mot10n made by Gary Schwenzfe1er
and a second by Donatus Vetsch to approve the Hanover resolut10n w1th the
followlng attachment:
The amendment to the J01nt Power Operatlng agreement lS accepted
by the Clty of Albertv1lle under the follow1ng condlt10ns:
A. It lS not 1ntended to set a precedent for future proJects,
e,~~ 1n connect10n wlth the method of payment (from
the surplus account) or the allocatlon of the method of pay~
ment of any def1c1ency 1n excess of the surplus amount
1n the event there lS not suff~c1ent funds 1n Surplus account.

B. The water rates are ra1sed 1n accordance wlth the vote on
January 12th, retroactlve to January 1, 1987.
All were 1n favor and the mot10n was carried.
There was also some d1scuaslon regardlng the JOlnt Powers addlng an addlt10n
to the eXlstlng bUlldlng for Llnda's offlce. No act10n was requlred on
thlS matter.
There was a motlon made by Donatus Vetsch and seconded by Gary Schwenzfeler
to approve the bllls. All were In fa~or and checks 7781 through 7806
were approved.
The Councll was lnformed that the Jobs and Tralnlng lnformatlon had been
recleved on the Summer Youth program.
There was some dlScusslon on what lS put lnto the agenda packets. It was
requested that Maureen only provlde the(League of Mlnnesota Cltles Cltles
Bulletln to those that request one. Gary Meyer, Donatus Vetsch and Loretta
Roden lndlcated that they would llke to contlnue to reCleve thelr copy.
There was a motlon made by Donatus Vetsch and seconded by Bob Braun to
approve a Resolutlon of Appreclatlon for Don Bern1ng. All were 1n favor
and teh motlon carrled.
Members of the Albertv111e Llons and the Albertv11le Park Board werel present
to dlSCUSS an extentlon on the eXlstlng park shelter 10 the Clty Park.
The Councl~ lndlcated that the prellmlnary plans look ok and that the two
groups should proceed wlth the work. no formal actlon was taken on the
matter.
The Llons request for another pulltab llcense was tabled untll a later .,
meetlng.
The Councll approved a L1m1ted Llquor Llcese for the Albertvllle Area Jaycees
dance on March 28~ 1987. The mot10n was made by Bob Braun and seconded
by Gary Schwenzfeler. All were 1n favor and the motlon was carrled.

The Councll revlewed two blds they recleved for the farmland out at the
Wastewater Treatment Faclllty. B1ds were recleved from the Zlmmer Brothers'
In the amount of $25.00 an acre and from LOU1S Barthel for $20.00 per
acre.
There was a motlon made by Bob Braun and seconded by Donatus Vetsch to
accept the b1d from the Zlmmer Brothers prov1ded that they agree to pay t
the cash up front and agree to the term of the lease that wlll be prepared
by Gary Meyer. All were 1n favor and the motlon was carrled.
There was a motlon made to purchase a glft for Don Bernlng. It was dec1ded
that nol,moltte than $100.00 be spent. A mohon was made by Gary Schwenzfeler
and the second by Donatus Vetsch. All were 1n favor and the motlon carrled.

The Council was rem~nded that Don Bern~ng was to rec~eve the Good Ne~ghborls
Award on Monday March 23rd and that everyone should tune ~n at 7:55.
Gary Meyer also asked that anyone ava~lable to help should be ava~lable
on March 24th because tables and chalrs would needed to be taken down to
Ronays. ThlS request for help ~ncluded Counc~l members and Ken L~ndsay.
The appl~cat~on of the two ~nterested people who wanted to serve on the
Plann~ng Comm~ss~on was rev~ewed. It was dec~ded that both be asked to
JOln and that Don Bern~ng and Herb Scherber be asked ~f they wanted to
cont~nue. The motlon was made to accept both can~dates was made by Gary
5chwenzfe~er and seconded by Bob Braun. All were ~n favor and the mot~on
was carrled.
The follow~ng Bu~ld~ng Perm~ts were approved on the follwo~ng mot~ons:
Perm~t #4 for Barthel Construct~on for a new home at 5677 Lannon
Clrcle -- amount of the perm~t-$663.90. The mot~on was made by Bob Braun
and seconded by Gary Schwenzfeler. All were ~n favor and the perm~t was
approved.
Perm~t #5 for Barthel Construc~ton for a new home at 5676 Lannon
Clrcle-- amount of the perm~t-$650.30. The mot~on was made by Donatus
Vetsbh and seconded by Gary Schwenzfe~er. All were ~n favor pend~ng payment.
Perm~t *6 for Barthel Construc~ton for a new home at 11750 Street --
amount of the perm~t-$650.30. The motlon was made by Gary Schwenzfe~er and
seconded by Bob Braun. All were ln favor and the motlon carr~ed.

amount of the perm~t-$654.70. The mot~on was made by 80b Braun and seconded
by Donatus Vetsch. All were ~n favor and the mot~on carr~ed p-nd~ng payment.

A memo from Wr~ght County ~nglneer, Wayne r~ngleson regard~ng several dlfferent
~ssues. No act~on was taken.
Approval the the b~ll~ng for the street ~mprovement ~n front of Don Cornellus'
home on 51st Street. Maureen was asked to prepare a b~ll on the repa~r.
Equ~pment for the ponds--Duck Boat, Trolllng MotmD, Weed Wacker wi Brush Cutter,
Llfe Jackets and a Dlp Net. No actlon was taken on these ~tems and the
lssue was tabled untll the next meetlng when the Clty Englneer ~s present.
There was a motlon to approve a Snapper Blower to be used to clean cracks
~n the streets before dOlng road patchlng. The motlon was made by Bob Braun
and seconded by Donatus Vetsch to spend up to $155.00 for the blower. All
were ln favor and the motlon carrled.
Ken lnformed the Councll that the plckup was ~n need of new t~res and that
Gary Schwenzfe~er had two used tlres for $50.00 and that he could get~~
ones for $56.00 a p~eee. Ken was told to get the tlres but no aetlon was

The Council dlscussed wlth Ken the Overtlme POIICY, Ken Informed the
Councl1 that In the past that when attendlng a conference or tralnlng
seSSlon that he be pald from the tlme he leaves hlS home untl1 the tlme
he gets back and that when he ~s present at a Councl1 meetlng that he
be pald for hlS tlme.
It IS the feellng of the Councl1 that a meetlng IS a meetlng and should
be treated as Just part of the day and not be consldered for overtlme.
Ken sald that he had checked wlth St. Francls and Rockford and that
In both cases they Are paId for the extra hours.
After some addltlon dlScussion It was declded that the Personna I CommIttee
(made up of Donatus Vetsch, Don Cornellus, Maureen Andrews and Ken Llndsay)
would reVlew the matter and brlng back a recommendatlon to the Councl1
of the whole.
All Englneerlng Items were tabled due to Barry's absent.
Member's Reports:
There was a motlon to donate $100.00 to the Senlor Class Party. The motlon
was made by GAry SchwenzfeIer and seconded by Donatus Vetsch. All were In
favor and the motlon carrIed.
Maureen was asked to try to get PPM In at a meetlng to dISCUSS the water
problem.
There was no other bUSIness so there was a motIon to sdJourn made by Gary
Schwnzfeler and seconded by Donatus Vetsch. All were In favor and the motIon
was carrled.
