1987-04-06 CC Minutes ."!' . COUNCIL MINUTES APRIL~, 1987 ~ The regular meetlng of the Albertvllle Clty Councll was called UO order by Mayor Loretta Roden. Members present lncluded Gary Schwenzfeler, Donatus Vetsch, Don Cornellus, and Bob Braun. Others present lncluded laureen Adnrews, Barry Johnson, Chuck Eberhard, Gary Meye~, and Ken Llndsay. There was a motlon to approve the agenda. The motlon was made by Donahus Vetsch and seconded by Don Cornellus. All were In favor. The mlnutes of the March 16th regalar Councll meetlng were approved a motlon made by Gary Schwenzfeler and a secondr made by Bob Braun. were In favor and the motlon carrled. Mlnutes of a speclal Councll were approved on a motlon made by Bob Braun and a second by Donatus Vetsch. All we~e In favor and the motlon carrled. on All meetlng Barry Johnson asked to be heard out of oder so that he could lntroduce Mr. Chuck Eberhard. Barry lnformed the Councll that he was leavlng the flrm of Meyer-Rohlln and that Chuck would be taklng over the englneerlng for the Clty. . Chuck gave the Councll some back ground on hlS experlence and assured the Councll that he was belng up to date on the proJects that Barry had been currently worklng on. He also lnformed the Councll that he would only be able to attend the flrst meet 109 of the month because he has another Councll that meets the same tlme as Albertvllle's 2nd meetlng. He assured the Councll that lf there was a need to have a Englneer at the meetlng that Meyer-Rohlln would have someone at the meetlng. Chuck dld not stay for the remalnlng part of the meetlng because of an earlIer commlttment but told the Councll that he would be at the flrst meetlng In May. Barry told the Councll that he had enJoyed wo klng wlth the Councll for the past year and a half and that he wlll keep In touch. Bob Wacker was present to lnform the Councll that he lS bUlldlng a new home and wlll be movlng Sue's beauty shop lnto the new house. He wanted to be sure that there were no restrlctlons on a home buslness that would compllcate the bUlldlng of the new house. Bob was lnformed that the ordlnance allowed for home buslness and that as long as there were no parklng problems that the,Councll dld not see any problems. DaVld Vetsch, Flre Chlef, was present to dlSCUSS several lssues. The flrst lssue was a flre school that would be taklng place In Bloomlngton. There are 8 flre flghters who were lnterested In attendlng the class at $70.00 per person. There was a motlon made by Don Cornellus and seconded by Donahus Vetsch to send the 8 flre flghters to the Flre Flghter's tralnlng In Bloomlngton at $70.00 per person (for a total of $560.00). All were In favor. . DaVld lnformed the Councll that the tlres on the equlpment vehlcle were In real bad shape and needed to be replaced. He was lnformed that tlres fell under general repalrs and malntenance and dld not requlre a motlon. The Department was told to get the tlres that they needed. COUCNIL MINUTES PAGE 2 ~ . The next dl$cussed by the Flre Department was the posslbllty of charglng for grass fires that have been lntentlonally set that get out of control. There have ~een several cases that grass flres have been set thlS sprlng wlthout obtalnlng a burn permlt and when the flres get out of control the department lS spendlng several hours flghtlng a flre that could have been prevented. ThlS problem has !een compounded due to the fact that the area lS so dry. No actlon was taken on th~s dlScusslon untll the Clty Attorney ould get to the mee lng. The last lssue dlscussed was the need to replace one pager that had been lost. It was eClded that the party who lost the page should look lnto seelng lf lt w uld be covered under thelr homeowner's lnsurance but In the mean tlme he Clty should replCilce l.b. A motlon was made by Don Cornel1us and a second by Donatus Vetsch to teplace the pager and lf home owner's lnsurance covered the replaoement tost of the mlsslng pager the the Flre- man replace amount cOMered by the insurance POllCY. All were In favor and the motlon barrled. A publlC hearlng was called to odet for Barthel Constructlon. LeRoy Bernlng ~as present to make ~he presentatl~n to the Councll regardlng a pre- Ilmlnary plat for Barthel ~ 2nd Addltlon. There was some dlSCUSSlon ret.atlng toeasement locatlons for future water Ilne between the cal-de-sac and Barthel Indsutrlal Park. Meye~-Rohlln sald that they would look at the posslble alternat1.ves before t~e flnal plat lS drawn up and the feaslblllty repost lS oompleted. . Other ltems dlscussed by the Council lncluded looklng at extendlng Barthel dustrlal Drlve to help take some of the trafflc off 51 Street, how ny lots woundl be opened up' and w~at tlme of tlme frames was belng oked at for g~ttlng the street c~nstruclton under way.
