1987-05-11 Special Increase Sewer Hookup . . . . ~ ~ 4 SPECIAL MEETING OF THE CITY COUNCIL MAY 11, 1987 A speclal meetlng of the Albertvl11e Clty Councll was called to order by Mayro Loretta Roden. Members present lncluded Gary Schwenzfeler, Donatus Vetsch, Don Cornellus and Bob Braun. Others present lncluded Maureen Andrews. There was a motlon made to open the PubllC Hearlng on Increaslng sewer connectlon fees and sewer Inspectlon fees. The motlon was mad by Donatus Vetsch and and seconded by Don Cornel1us. All were In favor and the hearlng was opened. The records should show that no one present to present thelr V1ews on the proposed changes. A motlon was made to Increase the sewer hookup fee to $400.00 from the $150.00 that IS currently be1ng Charged. The motlon was made by Don Cornel1us and seconded by Gary Schwenzfeler. The motlon was the opened for dlScusslon. Donatus Vetsch expressed hlS concern that the 1ncrease IS a large Jump. Don Cornellus agreed that 1t 1S a large Jump but feels that the Clty IS behInd In what we should be charglng and feels that It 1S 1mportant to catch up. Don also stated that percentage W1se th1s type of Increase has the new users paYlng approx1mately the same rate as those who went on the system a few years ago. Gary Schwenzfe1er state that he d1dn't feel that 1ncreas1ng the rates to $300.00 was dOlng much. Bob Braun felt however that It was doubl1ng the rates. Gary Schwenzfeler stated that by Increaslng the hook up rate that we could be headlng off an 1ncrease 1n sewer users fees. Donatus sald that he agreed, but felt that the Councll then needs to look at how the money IS belng spent In relat10nshlp to the ponds. And that IS may be Important to tlghten our belts. Gary stated that he d1dn't know 1f we were spend1ng money unnecessarlly. Don CornellUs agreed that he felt that thls Increase wll1 hold off other 1ncreases for awhlle. Donatus stated agaln that he felt that It was a blg Jump. The motlon was called for a vote: Gary Schenzfe1er-yes; Donatus Vetsch-yes Don Cornellus- yes and Bob Braun-no. The motlon carrled. SPECIAL COUNCIL MINUTES PAGE 2 All were ~n favor and the mot~on carr~ed. The next ~tem d~scussed was the Sewer Inspect~on fees the C~ty of Albertv~lle currently charges. D1scuss10n focused on who should be respons1ble for d01ng the 1nspect10n and what fees the C1ty sould be charg1ng for the serV1ce. It was the feel~ng of some of the Counc~l that the C1ty should have the Bu~ld~ng Inpestor do the 1nspect10n 1n order to free Ken up to do other th~ngs. Some of the other members felt that 1f the C1ty was to enforce the 24 hour call ~n advance that 1t would allow Ken to make t1me ava1lab1e to do the 1nspect10n. It was gocenUlyagreed to by the Counc1l that there would no longer be any weekend or h011day 1nspect10ns, but that the C1ty should keep the after hours fee 1n case of an emergency. W~th no futher d1scuss10n the follow1ng mot10ns were made: A mot10n to amend Ord1nance 1985-2, AN ORDINANCE ESTABLISHING SEWER USE REGULATIONS: AN ORDINANCE REGULATING THE USE Of PUBLIC AND PRIVATE SEWERS AND DRAINS, PRIVALTE WASTEWATER DISPOSAL, THE INSTALLATION AND CONNECTION Of BUILDING SEWERS, AND THE DISCHARGE Of WATERS AND WASTES INTO THE PUBLIC SEWER SYSTEM)S); AND PROVIDING PENALTIES fOR VIOLATIONS THEREOf., Sect10n 5, Subd1v1s10n 2, by str1k1ng ... e~ ~eR-Qel18pe-t'lgTgg+... and repl8c1ng 1t w1th a sum wh1ch shall be set from t1me to t1me by the C1ty Counc~l by resolut10n and by str1k~ng ...eR-S8~~pe8yeT-S~R88yeT-ep-Wel~e8Y9T8R-8e8~~~eR81-~Re~ee~~eR-~ee e~-'~~Tgg-~ep-~R~8ee~~eR-ehell-~e-~8~e ... and amend1ng ~t so that ~t reads ... Prov1ded, however, that ~n the event the appl1cant requests 1nspect~ons after 4:00 p.m. and before 7:30 a.m. an add1t~onal 1nspect10n fee wh1ch shall be set from t~me to t~me by the C1ty Counc1l by resolut~on shall be pa~d. ... The mot~on was made by Gary Schwenzfe1er and seconded by Don Cornel~us. All were 1n favor and the mot10n carr1ed. The Counc11 then made a mot10n to 1ncrease the Sewer 1nspect~on fees to $25.00 for regular 1nspect10ns and $50.00 for after hour 1nspect10ns. The mot10n was made by Bob Braun and seconded by Gary Schwenzfe~er. All were ~n favor and the mot10n carr1ed. There was then a mot10n to adJourn.
