COUNCIL MINUTES
SEPTEMBER 21, 1987
The regular meet1ng of the Albertv11le C1ty Counc11 was called to order
by Mayor Loretta Roden. Members present 1ncluded Gary SChwenzfe1er, Donatus
Vetsch, Don Cornel1us, and Bob Braun. Others present 1ncluded 80b M1ller,
Thore Meyer, and Maureen Andrews.
There was a mot10n to approve the agenda.

There was a mot10n to approve the m1nutes of the September 8th Counc11
meet1ng. The mot10n was made by Don Cornel1us and seconded by Donatus
Vetsch. All were 1n favor and the mot10n carr~ed.
Val Donahue of the Wr1ght County Recycl1ng Program was present to d1SCUSS
w1th the Counc1l the poss1b1l1ty of d01ng some type of SOllO waste abatement
program 1n the C1ty of Albertvllle. A sllde-tape presentat10n regardlng
some posslble alternat1ves t011usang landfllls was shown.
There was some d1Scusslon regard1ng the Wrlght County recycl1ng program.
A quest10n was ra1sed regard1ng the Elk Rlver plant and whether or not
the county was gOlng to be lnvmlved wlth It.
The next 1tem d1scussed by the Counc1l focused on JOlnt Powers. There
was llmlted dlScusslon regardlng the problem wlth the water llnes In St.
M1chael. Gary sald that there was gOlng to be a meet1ng regard1ng the
problem later In the week I.
Gary was also requested to let the J01nt Powers know that the C1ty lS havlng
problems w1th rusty water and questlon how the flush1ng lS be1ng done.
'More d1Scusslon w1ll take place 1n th1S lssue once more 1nformat10n has
been obta1ned from Mun1tec.
Bob M1ller next revlewed wlth the Counc1l the lssue regard1ng Health Central
and the lnterest payment on the Cl1n1c Bond. Bob told the Councll that
he was stlll 100k1ng 1nto the matter but would llke to send a letter to
Health Central/Buffalo Memor1al Hosp1tal regard1ng the problem referenc1ng
the Aud1t Report.
There was a mot10n made by Gary Schwenzfeler and a second by Bob Braun
allowlng Bob Mlller to proceed wlth the letter. All were 1n favor and
the motlon carr1ed.
Bob asked lf the Tax Increment Flnanclng 1ssue could be deferred to the
next meetlng. Everyone agreed. ~

fhe LaTour Constructlon contract was revlewed and Bob sald that the Clty
should go ahead and slgn 1t.
The last 1ssue d1scussed by Bob regarded rent1ng the farm land out at the
Wastewater Treatment faclllty. Bob stated that normally the Clty would
not have to advertlse the rental of the land but was not sure what lmpact
the fact we had prevlously advertlsed would have now that the Clty lS looklng
to rent the land agaln. No actlon was taken on thlS lssue but wlll be
brought up at the mext meet1ng.
The lncome recelved and bllls to be pald were revlewed by the Councll.
A motlon was made by Oonatus Vetsch and seconded by Oon Cornellus to approve
the bllls. All were ln favor and checks 8187 through 8210 were approved.
The Councll revlewed the lnformatlon pertalnlng to the dralnfleld located
ln the Barthel Industrlal Park. The Developer's Agreement states that
once the Clty Waste Water System lS up and operatlng the land would revert
back to Barthel Construct1on and the Albertvllle Industrlal Development
Company. Maureen was asked to notlfy Ken Barthel lettlng hlm know that
the land was no longer needed for the dralnfleld.
The next order of bus1ness was to approve the reclasslflcatlons recommended
by the audltors report. The motlon was made by Donatus Vet soh and seoonded
by don Cornellus to approve the reclasslflcatlons retroactlve to 1986 so
as not to have effect on the 1987 aud1t. All were ln favor and the motlon
carrled.
There was a mot1on to transfer the balance of the 1960 Speclal assessment
fund over to the General fund. The amount of the transfer 1S to be

The flrst budget meetlng for 1987 was scheduled Tuesday September 22nd,
at 7:00 p.m. and the second was scheduled for Monday, September 28th, at
7:00 p.m.
There was a motlon to set the PubllC Hear1ng on the 1988 Budget for October
I 5, 1987 at 8:00 p.m. The motlon was made by Bob Braun and seconded by
Don Cornellus. All were ln favor and the motlon carrled.
The pUblIc hearlng on the slgn ordlnance was reconvened. There was then
a motlon to contlnue the hearlng untll October 5, 1987, at 7:l5~ The motlon
was made by Don Cornellus and seconded by Donatus Vetsch. All were ln
favor and the motlon carrled.
There was some dlScusslon regardlng the tOplCS covered by the league's
Reglonal meetlng held her ln Albertvllle. TOplCS dlscussed lncluded:
Snow and Ice Removal. The Clty lS only responslble for removlng snow and
lce from in front of publlC bUlldlngs and from Clty owned parklng lots.
Sldewalks. Malntenance departments anould check sldewalks on a regular
basls notlng the conditlons and any repalrs that mlght be needed. Th1S
lnformatlon should be documented notlng the date and tlme of the lnspectlon.
Sewer Backups. Cltles currently fall under an lmmunlty for sewer backups.
There lS currently some dlScuss10n that th1s may be charged and cltles
ould then be hald llable for sewer problems that are deemed to be found

the fault of the C~ty's sewage system.
Voluntary Labor. The League recommends us~ng as much volunteer labor
as poss~ble bacause ~t keeps costs down for a c~ty work~ng on a f~xed budget.
Worker's Compensat~on. If a C~ty requ~res that employers wear safety glasses
and shoes the C~ty w~ll be requ~red to pay some share of t~expense of
prov~d~ng them.
Wastewater Treatment. There was a var~ety of ~ssues d~scussed wh~ch ~ncluded
fund~ng and sewer charges. Loretta noted that Albertv~lle's sewer rates
are cheap compared to other c~ties and that ~n many c~t~es they use a surcharge
to encourage pretreatment of waste by ~ndustry.
Some one ment~oned that the deaf ch~ld s~gn on 54th Street can be removed
s~nce the fam~ly has moved.
Thore Meyer of Meyer-Rohl~n was present at the Counc~l meet~ng. He ~nformed
the Councd that Chuck Eberhard was leanng them on Ootober, ,11, 1987, to take a
new Jbb ~n St. Claud as the Off~ce Manager of a new eng~neer~ng f~rm.
Tho~e w~ll be attend~ng the Counc~l meet~ngs and w~ll be the contact person
for the C~ty. Norm w~ll be out at the construct~on s~te dur~ng the work
~n Barthel's Manor 2nd Add~t~on.
Donatus Vetsch asked about the ra~lroad cross~ng on Co. Rd. 19. Maureen
~nformed h~m that Wayne F~ngleson was look~ng ~nto the matter and would
get back to the C~ty. The Counc~l also d~scussed the need for a l~ght
at the ~ntersect~on of Co. Rd. 19 and Co. Rd. 35. The County sa~d that
~f the C~ty wants a l~ght at that ~ntersect~on ~t would be the respons~b~l~ty
of the C~ty to have ~t ~nstalled and ma~nta~ned. The Counc~l dec~ded that
the C~ty should wa~t on the l~ght because the problems may be reduced s~nce
a new turn lane has been ~nstalled on that corner.
The next ~tem d~scussed by the Counc~l was contract garbage haul~ng and
recycl~ng. It was agreed that the Counc~l should get c~t~zen ~nput on
the matter so a publ~c ~nformat~on meet~ng was scheduled for October 19,
1987, at 7:30 p.m. on a mot~on made by Don Cornel~us and seconded by Donatus
'Vetsch. All were ~n favor and the mot~on carr~ed.
In add~t~on ~t was agreed to try to get a representat~ve of Polk-a-Dot
P~ck up present to d~scuss recycl~ng alternat~ves for the C~ty. Another
~tem d~scussed was a commun~ty compos~ng sQlte,. All ~n all there appeared
to be lots of ~nterest ~n the recycl~ng ~ssue.
There was no other new bus~ness so there was a mot~on to adJourn.
