The regular meet~ng of the Albertv~lle C~ty Counc~l was called to order
by Mayor Loretta Roden. Members present ~ncluded Gary Schwenzfe~er,
Donatus Vetsch and Don Cornel~us. Counc~l member Bob Braun was absent.
Others present ~ncluded Maureen Andrews, Bob M~ller, Steve Kl~tzka,
Thore Meyer, Gordy Bern~ng and Ken L~ndsay.

There was a mot~on made by Donatus Vetsch and seconded by Don Cornel~us
to approve the agenda., All were ~n favor and the mot~on carr~ed.
A mot~on to approve the m~nutes of the October 19, 1987 meet~ng
was made by Gar~ Schwenzfe~er and seconded by Donatus Vetsch.
All were ~n favor and the mot~on carr~ed.
It was po~nted out that there were bare w~res st~ck~ng out of the
control box at the base of the Albertv~lle Water Tower and that
the cover was off and lay~ng on the ground. Gary Schwenzfe~er
sa~d the he would check on ~t and contact the Jo~nt Powers.

Bob M11ler updated the Counc11 on the Tax Increment F~nanc~ng proposal
for the Meyer proJect. In d1scuss1ng the ~ssue w1th Holmes and
Graven, they sa~d that 1t would cost at least $500.00 to complete
the feas~b1l~ty study on do~ng a T.I.F. proJect but d~d not want
to go ahead untll the Counc11 made a dec~slon on whether or not
to proceed.
Bob also spoke w~th John Gr1es about th1S 1ssue and 1t appears
that Mr. Meyer 1S 100k1ng for more that the eX1st1ng $25,000.00
to do h~s proJect. Accord1ng to John Gr~es the proJect costs are
as follows:

The: Counc~l reconf~rmed the fact that they felt that they st~ll
needed more 1nformat~on before dec1d~ng to go ahead w1th the hear1ng
on T.I.F. It was suggested that Maureen glve Pat Meyer a call
to update h~m on what ~s happen~ng w~th the proposal and f1nd out
how he would llke to proceed w1th the proposal.
The Counc11 was then updated on the bond sale for Barthel Manor--2nd
Add1t10n. The prel~m1nary f1nd1ngs from Spr1ngstead were revlewed

by tHe Counc11 and appeared to be 1n order. A mot10n was made by Don
Co~nel1us and seconded by Donatus Vetsch to proceed w1th the bond
sale as presented. All were 1n favor and the mot10n carr1ed.
Maureen was asked to conf1rm th1S 1nformat10n w1th Spr1ngstead
so. that the sale would take place on November 16th.
Steve Kl1tzka and Gordy Bern1ng, representat1ves of the Park Board
were present to d1SCUSS several park actlvlt1v1es.
The h:rst ltem d1scussed was a "KID'S RAffLE" w1th the drawn1ng
belng held on December 19th at the Lamp Post In. flrst prlze wlll
be a IO-speed b1ke of the w1nner's cho1ce (boys or glrls) and other
pr1zes wlll 1nclude sundays from the Lamp Post.
The seconded 1tem d1scussed was a Park Board sponsered Hockey Shootout
w1th W1nners rec1ev1ng two tlckets to a North Star game. There
wlll be SlX catagorles and SlX pall'S of tlckets awarded. The Shootout
w111 be held at the. Clty Park sometlme 1n January. More detalls
are belng worked out and w1ll be presented to the Councll as they
develop.

The Councll was lnformed that the steel doors had been lnstalled
but that there was some appltlonal work that needed to be done
before any payment be made. Steve also told the Councll that one
of the doors wlll be used for the warmlng house. In addltlon to
replaclng the warmlng house door, Alpana Wlndows and Hordls Brother's
Glass are donat~ng wlndows for the bUlldlng as well.

The next ltem dlscussed was establlshlng a check 11St to be used
when rentlng the park. The form would requ1re a damage depos1t
along w1th the rental fees. A reason for thls'change 1S that there
has not been establ1shed rules for uS1ng the park and for cleanup
at the end of the day.
It was also clear1fled that when a group rents the park that 1t
only 1ncluded the softball fleld and shelter area and that the
playground, athel1c f1eld and gazebo w111 rema1n open to the publ1C
at all hmes.
The Councll was lnformed that the Gazebo w111 be constructed early
next spung.
The members of the Park Board have agreed to each take turns mak1ng
sure that the park facll1ty 1S open and plcked up on the weekends
dur1ng the summer months.

Theres was some sldcusslon regard1ng the malntenance of the 1ce
rlnk. The Councll 1nformed the Park Board members that the C1ty
malntenance Department w11l be respons1ble for ma1nta1n1ng the
rlnk once cal-du-sacs have been cleared of snow, except 1n the
case of real heavy snow storms, In Wh1Ch case lt may take a llttle
longer to get to the 1ce rlnk.
There was also some dlScusslon about the posslbl1ty of hlrlng a
r1nk attendant to superv1se, the weekend skatlng. The Councll felt
that 1t would be better to try lnstalllng a slgn stat1ng the rules
of the r1nk 1nstead of expendlng money for a part-tlme employee.

The Counc~l was ~nformed that the Women's Softball Assoc~at~on and the
Athl$t~c Assoc~at~on w~ll be ~nstall~ng a Warn~ng Track ~n the
spr~ng but ~s f~rst geet~ng add~t~on ~nformat~on regard~ng post~ng
the d~stance of the f1eld on the outs~de/~ns~de of the fenc~ng and
mak~ng sure all the measurements are correct. At the same t~me
that th~s work as well as the garzebo ~s be~ng ~nstalled the Jaycee's
plan on ~nstall~ng a Volleyball Court.
Other ~tems d~scussed by the Park Board members ~ncluded the fact
that the Board would 11ke to comet~me ~n the future take over the
softball leagues and have ~t all coo~d1nated from one p01nt. The
Board w11l also be send1ng letter to all the sev~ce organ1zat10ns
expla1n1mg that all park act1v1t1es w1l1 now be done 1n connect10n
w1th the Park Board to ease 1n the coord1nat~ng p8~k development.
The Counc11 agreed that th1s was only fa1r to the Park Board.
In add1t10n, the Park Board w1ll beg1n mak1ng 1t a pract1ce to
send thank you notes out for work done 1n the park or for donat10ns
so that people real1ze that they are apprec~ated. And f1nally,
the Counc11 was 1nformed that Steve Kl~tzka w1l1 serve as the
Park Board's representat1ve to Albertv111e's Fr1endly C~ty Days.
The Counc11 thank the board members for be1ng at the meet~ng and
present1ng such 8 good report.

Judge Gary Meyer stopped to say hello (and drop off some C1ty f~les).
He told the Counc1l to stop by the Courts when ever they had a
chance.
The Counc11 next rev1ewed w1th the C1ty Attorney and the C1ty Eng~neer
a letter rec1eved by the M1nnesota Pollut10n Control Agency regard~ng
the rebudget1ng on grant money. It 1S the feel1ng of Meyer-Rohl1n
that the C1ty should attempt to rerequest the funds on the bas1s
that the C1ty d1d not use any of the grant funds for f1nes or penalt1es
Wh1Ch were the result of the NOV. Bob M~ller agreed and 1t was
suggested that Thore, Bob and Maureen get together and prepare
a response to the latest letter. A mot10n was made by Don Cornel1us
and seconded by Gary Shcwenzfe1er author1z1ng the C1ty Adm~n1strator,
c~ty Attorney and C~ty Eng1nner to make the necessary appeal to
the MPCA. All were ~n favor and the mot~on carr~ed.
Thore Meyer next updated the Counc~l on the Construc1ton work be~ng
done 1n the C~ty. Barthel Manor's--lst Add~t10n has Just some
cleanup act~v~t~es left to be done and Barthel Manor--2nd Add~t~on
~s all but complete.

Thore next lnformed the Counc~l that he had rec~eved a call from
Dlanne Youngdahl of Albertv~lle want~ng to know what was the l~ne
capac~ty of the sewer l~ne that runs 1n front of the~r home on
Ma~n Avenue and what ~s the average da~ly flow of the same l~ne.
Thore felt that ~t was 1mportant for the Counc~l to know that there
had been contact by the Youngdahl's and that he would llke to know
what act~on the Counc~l would l~ke Meyer-Rohl~n to take on the
matter. The Counc1l ~nformed Thore that he should go ahead and
get the ~nformat10n requested.
The next ~tem d~scussed was the pol~cy regard~ng the clean1ng of
swon from sldewalks. It was p01nted out that the C~ty 1S Just

legally responslble for clearlng snow away from publlCly owner
bUlldlngs and parklng lots, but that glvlng the locatlon of the
Clty'S sldewalks lt would be best to wlng back as much snow as
posslble on both sldes of the street and lf lt becomes necessary
durlng the wlnter to blow back snow when needed. It was pOlnted
out that lt lS lmportant to keep away from the grass Ilne as not
to demage peoples yards.
Other snow related ltems dlcussed lncluded that the "SNOW BIRD"
ordlnance lS ln effect and that Maureen should contact the Sherlff's
Offlce and request that tlckets be lssued. Notlce should be glven
to the newspaper and put on the Clty Slgn as to the same. In addltlon,
lt was suggested that a notlce be put ln the paper regardlng the
need to clean out around mallbox so that mall can be dellvered.
Ken Llndsay next lnformed the Councll that the pond dlscharglng
was Just about complete and that the Clty had been able to dlscharge
wlthout addlng the chemlcals thlS tlme, savlng about $800.00 In
chemlcal costs.
Ken also Informed the Councll that Dennls Fehn IS looklng to sell
the Clty a motor grader for $1,500.00 and wants to know lf the
Councll IS Interested. There was some dlSCUSSlon regardlng the
gradlng belng done by Otesgo Townshlp and the Councl1 Wl11 walt
untl1 more Informatlon lS provlded.

The Councl1 revlewed the Income Recleved and Bl11s to be Pald.
There were some questlons regardlng the Don's Auto blll the
Albertv1lle Auto Parts Store and the Buffalo B1tumlnous blll.
After rev1ew1ng the bll1s lt appeared. that the only b1ll In questlon
was the Buffalo Bltumlnous blll, WhlCh Maureen was asked to hold
unt1l 1t sould be checked. Wlth no other questlons regardlng the
bll1s, a motlon was made by Do~ Vetsch and a second by Gary
Schwenzfeler to approve check~through tr~'" , exclud1ng the
Buffalo Bltumlnous chek. All were 1n favor~e motlon carr1ed.
Maureen was asked to send a letter to the C1ty'S federal leg1slator
and Senators regardlng the posslble federal cuts to local govenment.
D1Scusslon on Blllboard permlts was tabled untll the next meetlng
of the Councll.

There was add1tlon dlScusslon regardlng the ralslng of the flre
hydrants. Maureen lnformed the Councll that she had notlfled JOlnt
Powers that extenslons were needed and Llnda stold her that lf
ther were any quest10ns she would have one of the guys get ahold
of Ken. Ken stated that he does not feel that the Clty should
have to ralse the hydrant when Munltec 15 belng pald to malntaln
the water system. Ken sald that he was maklng the complalnt as
a tax payer and a Clty employee. The Councll sald that he should
then take hlS complalnt to the full JOlnt Power's Board.
Gary Schwenzfeler pOlnted out that there appears to be a problem
wlth trucks slttlng on the corner of 55th Street and Large Avenue.
A tlcket had been lssued on Sunday evenlng as well as several complalnts
havlng been flIed.

The flnal Item brought up by the Councll was the fact that a plt
bull and been seen runnlng In town. Maureen was asked to send
a letter regardlng the Issue to the owner and notlfy the sherlff's
offlce that there could be some problems wlth the dog runnlng.
There was no othr buslness so a motlon was made to adJour. The
motlon was made by Don Cornellus and seconded by Gary Schwenzfler.
All were 1n favor and the motlon carrled.
