COUNCIL MINUTES
DECEMBER 21, 1987
The regular meet~ng of the Albertv~lle C~ty Counc~l was called to order
by Mayor Loretta Roden.
Members p~esent ~ncluded Gary 5chwenzf.~r, Donatus Vetsch and Bob Braun.
Counc~l member Don Cornel~us was absent. Others present ~ncluded Maureen
Andrews, Thore Heyer, Bob M~ller, Ken l~ndsay, and J~m Walsh.
There was a mot~on made to approve the agenda. The mot~on was made by Donatus
Vetsch and seconded by Gary Schwenzfe~er. All were ~n favor and the mot~on
carr~ed.

The m~nutes of the December 7th meet1ng were rev~ewed. Gary Schwenzfe~er
asked ~f the school had contacted the C1ty about the lssue of us~ng degreaser
In the~r llnes. Maureen stated taht she had not heard anythlng today.
Thore Meyer told the Councll that he had gotten a call from the school's
mechan~cal englneer regardlng the C1ty's letter and the optlons present.
There was some d1Scusslon regardlng the posslbl1~ty of requlr~ng a grease
trap 1nt eh school's l~ne and what the state bu~ldlng codes requ~res.
Those sa~d that he explalned the C~ty's pOSlt~on the best he could regard1ng
the problem. In addlton the school's eng~neer expressed h1s condern regard~ng
a statement made lnt he letter regard~ng the c1eanlng of the sewer 11ne.
The statement be~ng regerenced, referred to the l~ne from the school out
to the Clty sewerllne and the agreement w~th the school that they w~11 have
the l1ne cleaned on an annual baalS, to reduce potent~al blockages further
down the hne.
There was no other dlScuss10n regardlng the m1nutes so there was a mot~on
made to approve the mlnutes. The motlon was made by Gary Schwenzfeler and
seconded by Bob Braun.
all were ~n favor and the motlon carrled.
Gary Schwenzfeler next updated the Councll on the December meet1ng of the
Jo~nt Power's Board. The Board harl worked ont he 1988 operatlng budget
but had not adopted 1t.
Gary also explalned to the Council that the reason the hydrants had been
ordered lS that the cost for the replacement parts had come 1n at $1,300.00
wh~ch needed to go before tha full board for approval. Gary asked Thore
Meyer why there 1S a problem w1th the hydrants 1nstalled. It ~s Gary's feel~ng
that the hydrants should be 1nstalled properly r1ght a way so that thls
problem would not eX1st. It was agreed that Gary, Ken and Thore would get
together and rev~ew the hydrant ~ssue and will report back to the COunCl!
at a later date.

Sargeant of the Wrlght County Sherlff's Off1ce was present at the meetlng
to dlSCUSS any 1ssues the Counc1l was concerned wlth. Maureen explalned
to the Counc11 that the Sherlff's Off~ce wants to keep regular contact wlth
the Clty C6unc11 and w~ll be attsnding meet1ngs from t1me to t1me.

Sergeant Even was aware of the fact that the Counc~l was ~nterested ~n the
'ssue of Oog Catch~ng. Gary Schwenzfeler asked ~f the Sher~ff's off~ce
transport the Buffalo dogs over to Montlcello and was ~nformed that the
County does not transport an~mals, but that the Buffalo Clty Pollce may.
Sergeant Even stated that he has heard good thlmgs about the Montlcel10
Oog Catcher and that he ~s dOlng a good Job ~n the areas he ~s work~ng.
He alao stated that the County can enforce the Clty 0 rd1nance regard~ng
dogs, but that they are not equ1pped to 1mpound or transport anlmals to
a pound.
Other ltems dlscussed wlth teh Sheriff's representat~ve was the problem
with speed. Donatus Vetsch asked if Radar lS belng run on any of the slde
streeta ~n Albertvllle. Sergeant Even sald that he knows r,dar lS belng
run In thls area durlng the day shift and that most of the cars work~ng
the evenlng hours are equ~pped wlth radar equlpment. It was po~nted out
that there seems to be a problem on the streets leadlng out of the ~ndustrlal
park at sh~ft changes Sergeant Even Bald he would make a note of the problem.
There was no other buslneas w~th the Sheriff's offlce and Sergeant Even
was thanked for stopp~ng In.
The next ~ssue dlscussed by the Counc~l was the summary of the Slgn and
B~llboard Ord~nance WhlCh needed approval of the Counc~l prlor to pub1~sh~ng
~n the Crow R~ver News. By pr~nting the summary the cost lS reduced conslderab1y
Bob Mlller pOlnted out that ln order for the summary to pass lt needs a
3/4 vote (or ln thlS case - a unanlmous vote).
A mot10n was made by Bob Braun and seconded by Donatus Vetsch to approve
the summary on the 1987-3 ordlnance regard1ng the slgn and b111boards.
All were In favor and the motlon carrled.
Other ltems rev~ewed 1nc1uded the Tax Increment Flnanclng on the Pat Meyer
proJect, and the request for rebudgetlng of the Wastewater Treatment grant.
As of t~me of the meet~ng Holmes and Graven lS stl11 work1ng on the TAx
Increment proJect and the Counc~l w~ll have to walt untll the bond Counsel
gets back w1th the1r flng1ngs.
The MPCA had not responded to the Clty's request for hearlng before the
Commlss10ner regard1ng the rebudget request.
The next 1ssue d1scussed by the councll related to the purchase of the cab
for the John Deere. Included 1n the Councll packet was a memo show1ng how
funds had been allocated to and apent In the malnteneance, street and park
funds for years 1984-1988.
OlScusslon focused on whether the Clty could Just1fy the purchsse when 1t
had not been budgeted. Ken sald that he had requested $1,000.00 for spec1al
prJects and the funds could come from that catagory.
A member of the Councll pOlnted out that th~s purchase would draln,that
fund down to almost nothlng durlng the flrst month of the new budget year.
Bob Braun stated that he'ld~dn't know ~f the cab was a hlgh pnonty ltem
at thls tlme. Ken stated that lt was the malntenance Department's lntentlon
to have the $1,000.00 avallable for thlS type of purchase.
Gary Schwenzfeler stated that he dldn't know lf the Clty really needed the
cab thlS year, keeplng ln mlnd that lt would not rule the future need of
a cab - durlng the next budget cycle.

There was also d~Scussion regarding the possibIlity of holdlng on the purchase
untll later, to see how the fund would be set at that t1me. Bob Braun stated
that he would 11ke to see that City hold off on making the purchase so not
to be caught short later in the year.
After some add1t1onal diScuss10n the Counc11 declded to hold on the purchase
unt11 fall.
Ken next reviewed w1th the Council the lnformation on the alarm system for
the Wastewater Treatment FacilA~Y~ The JOint Power's system was,dlscussed
and it appears that 1t is a ~system WhiCh 1S not as ~~ system
as the one being looked at by Ken Lindsay.
As d1scussed 1n earl1er minutes (Dec. 4) the system would cost $1,730.00
for the total package and wlll monitor h1ghwater and electrical problems.
It was asked 1f the C1ty had had any problems wlth the Wastewater Treatment
Faclllty Slnce the control panel was rebullt-The last tlme? Ken stated
that there had not been but that for ~most part the electrlc storms had
passed--\.M.L~~k 1n OCLVV\~ that time.
Slnce $2,000.00 was budgeted for the alarm system the Councll agreed that
Ken should go ahead and order the system. A mot1on was made by Donatus
Vetsch, and seconded by Gary Schwenzfeler to authorlze the purchase of the
alarm system. All were in favor and the motlon carr1ed. Ken told the Counc11
that 1t would take 4-6 weeks to order and Install.
DIScussIon on snow fence between the Post Offlce and Clty Hall was table.
. Other ltems brlefly dlscussed lncluded the MWOA meet1ng and the new laws
belng enforced. Ken sald that he would dlscuss these ln more detall at
a later meet1ng. Ken also checked to see how most Cltles had done w1th
thelr old plant and found out that most had been fllled In.
Flnally the last malntenance ltem dIscussed was the degreaser Issue at the
School and was Informed that 1t had already been d1scussed and that Maureen
was followlng up on It.
The Councll next dlscussed the lssue of dog catch1ng wlth Mr. Dav1d Stromberg,
the Mont1cello Dog Catcher. The Councll was glven brlef overVlew of how
the Clty of Montlcello contracts for boardlng anlmals and how Mr. Stromberg
goes about wlth the detaln1ng of animals and what optlons the Clty had 1n
the area.
The Counc11 found out that there would need to be two contracts 1f Albertv1lle
got lnvolved wlth the system 1n MontIcello.
There would be a contract w1th the C1ty of Montlcello for board1ng the an1mals
for 5 work1ng days at $6.00 a day.
It was expla1ned that 5 days lS the m1nimum number of days that the state
requlres that an animal be held.

There would also be a contract w1th Mr. Stromberg for the actual serV1ce
of dog catch1ng. The C1ty would be charged $12.50 for a caqll out and plck-
up of anlmal.
Issues dlscussed wlth Mr. Stromberg Included how often he was avaIlable
to pIck up anlmals and what the City would need to do to hold anlmals unt1l
the anlmals could be plcked up. Mr. Stromberg recommended that dogs should

be kept 1n some sort of kennel with food and water and that cages would run about
$66.00 a pIece.
Mr. Stromberg noted that he also works wlth the dlfferent anlmal groups
In plaCIng anlmals 1nstead of havlng to put lt down.
Actual detalls would need to be worked on pr10r to the slgn1ng of the contract,
but there are some general adminIstrat10n Items d1scussed such as llcens1ng
fees and releaslng of anlmals.
There were no other future questlons and Hr. Stromberg was thanked for h1S
lnput. Maureen was asked to contact Mont1cello ln regards to thelr boardlng
contract and forward taht lnformatlon on to! Bob H1ller.
The Counc1l was next 1nformed that Meyer Rohl1n has Just about completed
the study of the sewer 11ne ezpanslon and that the wr1tten report w1ll be
completed 1n January.
The 1ssue of he snowmobIle tra1l was then revle~d by the Council w1th regards
to the Installat10n of teh culvert in the dralnage d1tch In the lndustr1al
park. The 1ssue d1scussed pertained to the Slze of the culvert that would
be requ1red. Presently the drainage d1tch 1S serv1ced by two 42" concrete
culverts and the Jaycees requested that they be allowed to 1nstall a 12"
metal culvert because of the cost 1nvolved.
It was the ~ncern of the eng1neer and the ma1ntenance department, that
by allow1ng the smaller culvert lt would act as a dam for the water and
1n some cases the culvert could be washed out resulted 1n backups and plug
ups of the storm sewer system.
It 1S the recommendat1on of the eng1neer that a property slzed culvert (42")
and r1p rap be Installed to retain the proper dra1nage system through the
1ndustr1al park. Reason's stated for thls recommendatlon where 11sted above.
A mot10n was made by Gary Schwenzfe1er and seconded by Bob Braun requ1r1ng
that the Jaycees 1nstall or have 1nstalled a 42" culvert at the 10cat10n
of the cross1ng of the C1ty dralnage d1tch, per the approval of the C1ty
Eng1neer and that 1f and when 1t would become necessary to removet he culvert
to correct any dra1nage problem that m1ght ar1se that the Jaycees w11l be
respons1ble for the cost 1nvolved w1th the removal. All were 1n favor and
the motion carrled.
The PPH water problem was brlefly d1scussed and wlll be followed up at a
later meetIng.
The Park Board 1ssues of fees to charge the broom ball teams for 1ce tIme
was dIscussed. The Board had recommended season fees of $150.00 for 2 n1ghts
and $75.00 for 1 nIght. Gary Schwenzfe1er sa1d that he bel1eved that the
groups should eb charged a $100.00 per nlght because lS lS an adult actlv1ty.
Bob Braun sald he d1sagreed stat1ng that the klds get every thlng for free
wh1le adults have to pay for same pr1veleges.
Gary Schwenzfeler then sa1d that maybe there should be a charge for the
klds act1vlt1es (le Youth Hockey be1ng referenced) Bob Braun went on the
explaln that lt was the 1ntent of the Park Board to charge for the pr1velege
of the 1ce whlle not prlclng the people off the 1ce because 1f these people
don't use the lce who wlll?
Bob Braun also stated that he feels that lt 1S lmportant that adult recreatlon

1S ava1lable ln Albertvllle. Gsry Schwenzfeler then stated that he was
not out to get anyone but doesn't feel expenses are belng covered. There
was some dlsagreement to thlS because of summer malntenance on entlre park.
Maureen was asked to check on what other cltles are charglng and report
back to the Councll.
Oonatus Vetsch stated that the Councll has to keep ln mlnd that the park
lS publlC and lS to be used by teh resldents and for the most part comes
from donatlon. By prlclng the lce tlme too hlgh the Clty could be allenatlng
the people or groups who have donated tlme and money to the park.
It was flnally agreed that the lssue should be tabled untll more lnformatlon
lS avallable.
The next park lssue dlscussed the 1ce broom. The Board declded that they
would contact St. Mlchael regard1ng the buyout of the equlpment one way
or another. Gary Schwenzfeler stated that he dldn's thlnk thls was very
smart and that the Board should hold on. No actlon was taken.
The mlnutes should not that the machlne was left In terrlble shape at the
end of last seSSlon and that Clty malntenance employees spent many hours
maklng repans.
The follwolng llcenses were approved on the followlng motlon.
3.2 Beer llcense for the Albertvllle Bar. The motlon was made by Bob Braun
and seconded by Gary Schwenzfeler. all were ln favor and the motlon carrled.
Sunday Llquor Llcensea for the Albertvllle Bar and Ronays on Maln. The
motlon was made by Donatus and seconded by Bob Braun. All were ln favor
and the motlon carrled.
COln Operated Machlne Llcenses for the Albertvllle Bar, Ronay's on Maln,
and 152 Club. MOlton msde by Bob Braun and seconded by Gary Schwenzfeler.
All were ln fsvor and the motlon carrled.
Clgarette Llcenses for the Albertvllle Bar, Ronay's on Maln, 152 Club, Don's
Auto and Hackenmueller's. The motlon was made by Gary Schwenzfeler and
seconded by Donatus Vetsch. All were ln favor and the motlon carrled.
There was a motlon made by Donatus Vetsch and seconded by Gary Schwenzfeler
approvlng the 1988 salary lncrease per the 1988 budget. All were ln favor
and the motlon carrled.
The Councll next revlewed the Income recelved and bllls to be pald on a
motlon made by Gary Schwenzfeler and a second by Bob Braun checks 8375
through 8406 were approved. All were ln favor and the mot10n carrled.
A motlon was made by Gary Schwenzfeler and was seconded by Donatus Vetsch
wlth changlng the January 18 meetlng to January 19 because of the Martln
Luther Klng Hollday. All were ln favor and the motlon carrled.
The bUlldlng permlt for D.J's (154) was approved on a motlon by Bob Braun
and a second by Donatus Vetsch. All were 1n favor and the motlon carrled,
pendlng payment.
Maureen lnformed the CouncIl that she would be gone the week between ChrIstmas
and New Years.

ken was asked to make one pass wlth the snowplow down by the bulk tanks
at Weber 011 when there 1S a hevy snow (4 or more 1nches of snow). Ken
sa1d that 1t would not be a problem.
J1m Walsn was present to d1SCUSS w1th the Counc1l the outcome of the vote
on the J01nt Power's budget. With the key 1ssue of descent be1ng over the
1ncresse 1n the MUn1tec fees. There was d1Scuss10n on the budget mske up
snd how the rest of the board voted.
The vote went 6-1 1n favor of the budget w1th Albertv1lle cast1ng the only
no vote. The records should note that the Albertv1lle C1ty Counc1l v01ced
the same concerns that J1m ra1sed st the J01nt Power Board meet1ng and that
the C1ty w1l1 have to work at any sltuatlon where the JOlnt Power's m1ght
need to come back to the c1tles for add1t10nal funds.
The Councll approved turkeys for the full tlme employees on a motIon by
Donatus Vetsch and a second by Bob Braun. All were 1n favor and the motlon
carr1ed.
There was a mot10n to adJourn made by Gary Schwenzfeler and seconded by
Donatus Vetsch. All were 1n favor and the mOlton carrled.
