The Councll tabled the discussl.on of the Jomt Power's connectlon charge
increase untl.l the Clty Attorney arrl.ved
The Cl. ty Engmeer updated the O:mlcl.l on the constructlon proJects
currently underway in Albertville The Councl1 was infonned that the sewer
has been completely installed in the inter lor portlon of the Westwind proJect
and up to the mtersectlon of C S A H 37 and 19 and that the watermam l.S
currently bemg inst..alled Storm sewers wlll be mstalled once the watermal.n
has been completed. The mstallation of the lift station wl.ll follow, once
the necessary easements have been p..lt mto place
Bob Sullentrop mfonned the Councl.I that they may be l.nstallmg a culvert
under the exl.stUlg road so that the water will not be trapPed

The Councl.I was informed that fuffalo Bl. tummous is scheduled to start on
June 21, 1988 m the Barthel Addl.tion with the black top, curb and gutter and
will then follow up with the Hackermueller road and the street mamtenance
program

wac reconvened The City Attorney revl.ewed Wl. th the O:mlcl.I the background of
why the street vacation was needed
AD Bob pomted out when the City received Old HI.ghway 152 from the State
of Ml.nnesota, it was assumed that the State had rI.ghtful title to the property
and not Just an easement for the road right-of-way Based on that assumptl.on
when the City relocated Barthel Industr1.a1 Drive there was a tranofer of the
Old Hl.ghway 152 land for the new right-of-way It was not untl.l Mr Pat Meyer
requested Tl.tle Insurance on the construction of hl.S new gas station that it
came to the Cl.ty'S attentl.on that when Old Highway 152 was abandoned that l.t
should have reverted back to the orl.ginal fee holders (the Beaudry's), inf, tead
of bemg exchanged Wl.th Ray and Jeannette Carron for the new rJ.ght-of-way In
order to resolve the problem the C1.ty Attorney met with BP....audrys and had them
sign the tl.tle of the property over to t.,he Carrons who then turned the tl.tle
over to Pat Meyer In an effort to correct the problem once and for all so
that Mr Meyer would be able to get the '1'1 tIe Inourance the Cl. ty agreed to
hold the hearing on the vacation so that the property would be under proper

The Mayor asked if there were any questions regardmg the vacation and
hearing none called for a motion A motion was made by Gary Schwenzfeier
approving the RESOLUTION VACATItI; roRTION OF OLD TRUNK HIGHWAY NO 152 IN
SECTION 1, 'l'CMNSHIP 120, RAtl;E 24 IN THE CITY OF ALBERTVILLE The motlon was
then seconded by Bob Braun All were m favor and the motlon carrled
Bob next informed the Council that there was SODle concern regardmg
whether or not the Camty Recorder's Office would accept the walver of
regulatlOns and the approval of transfer, divlslon and comblnatlon of real
property in the Northwest Quarter of Section 1, TownshlP 120, Range 24 wlthout
the Cl ty Council's formal approval In an effort not t..o delay the Meyer
proJect anymore the following resolutlon was mtroduced and paE.sed upon

The next lssue discussed by the Councl1 was the outcome of the 1988 bond
sales Brad Farnham, of Juran and K:xxiy, reviewed Wl th the Councll the blds
race 1 ved on the two bonds being offered by the Cl ty of Albertv111e
The f1rst bond rev1ewed was that for the $790,~ e0 G 0 IMPROVEMENT
0ClNDS OF 1988 Three bids were received for the offering, WhlCh lncluded b1ds
from AMERICAN NATIONAL BANK with a Net Interest Rate of 7 53%, FIRST BANK
MINNEAPOLIS wlth a Net Interest Rate of 7 23%, and PIPER, ,JAFFRAY & HOFW::OD,
INCORroRATED w1th a Net Interest Rate of 7 34%, W1th the low b1dder bemg

The second bond reviewed was that for $210,~ e0 G 0 SEWER AND WATER
REVENUE 0ClNDS FOR 1988 The Clty received three blds on thlS bond as well,
which mcluded AMERICAN NATIONAL BANK wlth a Net Interest Rate of 7 57%, FIRST
BANK MINNEAPOLIS wlth a Net Interest Rate of 7 32%, and PIPER, JAFFRAY &
HOFWOClD, INCORroRATED with a Net Interest Rate of 7 37% AgaIIl Flrst ~

Brad went on to explam that Juran and Moody had expected about 6 bldders
for the sale rot that there had been 5 other sales the same day, therefore
reduc1ng the number of blyers As part of thlS dlSCUSSl.On Brad revl.ewed Wl. th
the Councll recent sales comparing the Sl.ze of the losue. the number of years
the bond was bemg sold for and what the ratmg of t..he bonds were

In an effort to better understand the other bond oaleo. Brad revl.ewed
wl.th the Councl.l the rating system used for bonding and how l.t effects the
interest rat..p--6 that the bonds are sold at Brad explained that the rat1ng

secure the oond 16 The rating 16 rece1ved from one of two nat10nal fums m
New York, wh1ch review the City's fmanc1al background (1 19 outstandrng debt,
secur1 t1es, past cred1 t history. ect) and establ1shes the ratrng on the
informatIon prov1ded (See information on page 40 of the Offwlal Statement)
Brad explained t.hat Juran and Moody had planned on applyrng to Moodys in
New York for a ratrng for th1S oond sale, rot after add1t1onal reV1ew
determIned that the rating the C1ty would rece1ve may not be favorable enough
to Just1fy the cost involved in obtainrng the ratrng Brad explamed that
they would not want to go to a oond sale W1 th anythrng less than a Baa ratl.l1g
and that they felt that they were better off gorng w1th a non-rated oond
There was some d1sCU6sion regarding whether or not the C1ty of
AlbertVIlle's sale was effected by the fact that the oonds were not rated and
Brad point..ed out that when comparrng AlbertVIlle's oonds W1 th some of the
others sold the same day that our oonds were treated as Baa rated oondE.,

the actual oond sales, comparing them to the estima'tP..s used ill structur1ng the
oonds For this discussion Brad provided the Counc1l with a copy of the new
oond ochedule as well as the old one so that the Counc1l could see how the
structuring var1ed Brad pointed out to the Counc11 that even though the oond
had beP....n structured with a stiPJ.latwn that the G1ty would be requ1red to
annually Increase the mill levy to cover that it appt"'...ars that annual
cumulatIve totals should adequately cover any mlll rate increase wh1ch
corresponds with the issuance of these oonds (Attached to the Counc1l packet
is a copy of the oond schedule which was discuosed
Brad next reviewed W1 th the Counc11 the ochedule for the for the G 0
Sewer and Water Revenue Bonds of 1988 Again he POlIlted out that the actual
oale came ill just about were Juran and Moody had expected and that based on
the FTJI'URE CONNECTION CHARGE TABLE and the a6sumpt10n that the C1ty of
Albertville will have 40 permits per year the oond w111 oUpfQrt 1tself
comfortably The mmutes should note that the table doeo not take into
account the fact that the City of Albertv111e is also collect1ng the $20?J 00
for the Albertv1lle WAC which will provide some cusluon 1f the number of

the permits to assure that t..here are enough to cover the debt or make any

the Advance RefundJ..ng He mformed the Counc11 that 1n reVleW1ng the current
trend WI. th mterest rates that he would l1ke to hold gomg to sale a 11 ttle
longer ill an effort to get as good of mterest rate as possible The Councll
agreed and asked to be kept mformed of the interest rate trends

Mr Tom Hauck, of Travelers CUtdoor Advert1s1ng, made a request to the

advert1.ses PERKINS He mformed the Council that the second face would show
to the eastbound traffic and would be almost identlcal m Slze to the other
slde The COI..UlCll was mformed that Mr Hauck had revlewed the new S1.gn
ordlnances and had made appl1catlon for the second S1.gn fac~e on hlS eXle.t1ng
structure There was a quest10n rP."gard1ng the lO(~atlOn of the S1.gn and the
CotUlCll was lnfonned that the S1gn 1S placed ill such a l,.)(".-atlon that 1t w1ll

Mr Harry Weber brought to the attentl.on of one of the Councl.l members
that some parkrng problems have been occurr1ng Wl. th the mUlucl.pal parking lot
People have. on occasion, parked on hl.s lawn and have blocked hl.s drl.veway
Another complamt was that trucks sometl.meS leave thel.r reefers runnmg at
nl.ght and 1 t becomes qUl. te bothersome

Ken commented that the lot should say "Conm.tter Park lng " and not
"Municipal Parkl.ng" since the property belongs to the County and not the Clty
He also COITJIT1ented that some Citles charge a small fee and give a oticker for a
space The revenue is then used to mamtam the lot Another pol.nt made wac
that d1agonal parking on one slde of the lot and parallel park1ng on the other
oide should be considered The lot could also use some gravel
There was some disCUBslon that the biggest problem the Cl ty has 1S that
the property belongs to the County The City can - t close the lot to park1ng
nor can they close to trucks using the lot It was decl.ded that Maureen should
check with the County to see what the City - s optl.ons are
As far as Mr Weber - s complamts go , it was suggested that he call the
Sher1ff - s Department if o:::mrnters park lllegally on hlS lawn or block hio
driveway
The Cotmcl1 heard next from the Mamtenance Department Ken told the
Counc11 that the dumping area on Beaudry r s property had been leveled off and
that the streets had been swept, etc in preparatlon of Frlendly Cl ty Days
The tearl.ng down of the old plant at the Wastewater Treatment Facl.Il.ty
has been started Dischargl.ng is being done now and everyttllIlg 10 g01ng fme

The amendment to the Westwmd Developer's Agreement concernmg pylon
SJ.gnS was the next issue brought before the Counc11 After some br1ef
disctlos10n, Gary Schwenzfeier made a mot1on to adopt the amendment to the
Westwmd Developer's Agreement to authorlze the amendment to the Developer' 0
Agreement regarding the appropriateness of the uoe of pylon oJ.gns Ul the area
of the commerclal developnent Bob Braun oeconded the motlOn All were 1n
favor and the Il).Jtion carried

The next 1ssue dlscussed was that of the easement required for the
installat10n of utilities (i e sewer lme and hft statlon) It was Bob
M1ller's recorrmendation that the City obtam fee title for the land that the
hft statl.on w1ll be located on wh1ch would reqUl.re that the C1 ty purchase the
land from Andy Savitsk1 It was also p)mted out that there had been some
d1ocuss1on w1th I:bn Sav1tskl. regardrng the exchange of the easement requ1red
for the unprovements for the contractor doing some blacktoPP1TJg m lno parking
lot Cctrrently, 1t appo.-ars that the follow1TJg eaoemento are reql.ured n.rs has

The grinding stump for Gary Barthel was agam dJ.scussed There does not
seem to be that many stumpe wJ.thin the City The questJ.on was ra1sed as to how

Northern States Power has been contacted about eJ. ther takmg down or Just
topping the poplar trees by Mrs Menzel's property on 57th Street They will

The matter of junk cars sitting on the property of several resJ.dents in
the City was dJ.6CUSsed again briefly There was some discl..16s1on as to what J.S

change the City of Albertville's Council meeting date to July 5th because of
tlle July 4th holiday All were in favor and the motJ.on carrJ.ed

rolls w1l1 be checked on
