1989-01-03 CC Minutes . . . COUNCIL MINUTES JANUARY 3, 1989 Gary Schwenzfeier was sworn in for a two (2) year term as Mayor and Don Cornell.us and funatus Vetsch were sworn in for a four (4) year term as Cooncil members prior to the start of the meetmg The regular meeting of the Albertv1.11e C1. ty Coonc1.1 was called to order by Mayor Gary Schwenzfeier Members present included Bob Braun, fun Cornel1.us and funatus Vetsch Others present mcluded Maureen Andrews, Bob M1.11er, Bob Sullentrop, Ken Lindsay and Lorie Villareal The agenda for the evenmg - s meeting was reviewed by the Coonc1.1 fun Cornel1.us made a mot1.on and funatus Vetsch seconded it to approve the agenda All were m favor and the mot1.on carried The ml.nutes of the December 5th meetmg were reviewed fun Cornel1.us commented that on page 4, paragraph 9, checks to be pa1.d were listed 9162 through 9106 The mmutes should state that checks 9106 through 9162 were paid fun Cornelius then made a motion to approve the December 5th mmutes Bob Braun seconded the motion All were in favor and the mot1.on carr1.ed. The Council next reviewed the December 13th minutes Hearing no corrections or additions, Donatus Vetsch made a motion and fun Cornel1.us seconded it to approve the minutes of December 13th All were in favor and the motion carrl.ed The December 19th Coonc1.1 mmutes were reviewed There were no correct1.ons or add1. tions so Don Cornel1.us made a mot1.on to approve the mmutes of December 19th funatus Vetsch seconded the motion All were m favor and the motion carried There was no Joint Powers update The minutes should note that the Jomt Powers Board W1.11 be holdmg their monthly meeting at the Albertville C1. ty Hall the fourth Monday of the month The Coonc1.1 next heard from the Mamtenance Departrnp...nt Ken stated that he had no uPdates on any projects . . . Donatus brought up the fact that the street hght across from Ronay' s l.S out Others around town are still out also. Ken said that the lights needing repal.r have been called in to NSP Since Ken was present the Councl.I discussed the l.ssue of the installatl.on and removal of Chrl.stmas lights even though LeRoy Berning was not present yet The Councl.I wac. informed that the Jaycees are concerned about the expense of P-ltting up and taking down the Chrl.stmas hghts and were requestl.ng some ac.sist..ance from the Councl.I in coverl.ng the expense It was pointed out that l. t costs $2021 each tl.me to rent a boom truck to put up the lights and then to take them down Accordl.ng to the mformatl.on received from LeRoy, the Jaycees feel that smce they have donated so much money already for the P-lrchase of the lights that the members would 11.ke to see the City help bear the expense of P-ltting up and takl.ng down the lights It was pomted out that l.f the Cl.ty pl.cked up the cost of the boom truck that they would continue to volunteer thel.r tl.me in asSl.sting with the mstallatl.on work (It takes about six people) Ken commented that the City could probably get Kel.th Franklm to rent hl.S boom truck and a man to operate l. t for a reasonable fee He will talk to Mr Franklm If the Franklin futdoor Advertisl.ng truck l.S not aval.lable then &"...humm Electric would be contacted to help There was addi tl.onal discussion regardl.ng the l.ssue of the lights not workl.ng properly The Councl.I was mformed that before the lights are P-lt away for the season they wl.II be fixed - they are being replaced by the company they were bought from It was also pointed out that NSP should be contacted to see if the poles have been wired with the proper weJ..ght wiring and if not, should be put on the schedule for upgradl.ng th1.6 summer It was also pointed out that the Cl. ty mJ.ght want to check with Shumm' s to see if they could do the wiring if it needs to be done Also, if fuses are not heavy enough they should be converted. As a final consensus, the City agreed to pl.ck up the expenses each year of P-ltting up and taking down the Chrl.stmas lights Bob Ml.ller reported to the Councl.I that he has been unable to reach Don at DJ' s regarding the sign. l.ssue b..tt will continue tryl.ng Also, Bl.II Radzwill is on vacatl.on and was not available to discuss the issue of Otsego - s intent to try t..o get special legislation for township actl.vities Bob Sullentrop presented to the Councl.I a pay request for Latour Constructl.on in the aJnOl.m.t of $2, f!JlJl .04 A motion was made by Bob Braun and seconded by Don Cornelius to honor the pay request for Latour Constructl.on in the aJnOl.m.t of $2, f!JlJl 04 All were in favor and the motl.on carried .Just prior to this motion, there was some dl.scussion about Don Savitski's concern about the condition of the railroad crosSl.ng at C S. A W s - s 19 & 37 Something needs to conceivably be done before some major problems are caused PAGE 2 . . . Bob Miller stated that the County should be contacted concernJ.ng the problem The County could force the ra1lroad to do somethJ.ng to allev1ate the problem The ra1lroad has a respons1bili ty to the County to see that these kind of problems are taken care of It was decided that a letter to Arlyn Nelson statJ.ng the problem should be the first step to take in correcting the problem Bob Sullentrop next handed out the WESTERN ALBERI'VILLE DRAINAGE STUDY He requested t..hat the Council read. them first and would be then d16CU6sed m more detail at the next meetJ.ng The income received and the bills to be paid were reviewed by the Council next The b1lls for Rockmount, the Star Tr1bune and Denn16 Fehn were quest1oned. The Council received satisfactory answers rot then also quest10ned what McD9rme1 t and Merges were paid for The Council was told that they had helPed W1 th snowplowing Ibnatus asked what the F CD. 's donation of $4W was and was told that it was the Albertville Jaycees donation to the City for Friendly City Days Hearing no other ccmnents, Ibn Cornelius made a motion and Bob Braun seconded it to approve the income received and the bills to be pa1d All were in favor and checks 9245 through. 9281 were paid The 1989 Council appointments were reviewed by the Council (attached to packet mformat1on) It was brought to the Council's attent10n that there was no PlannJ.ng CorrJII1ssion backup There were no other ccmnents or questions 80 Ibnatus Vetsch made a mot1on to accept the 1989 Council appomtments Bob Braun seconded the mot1on All were in favor and the motion carried The appomtment of a new Council member was the next issue discussed Bob Miller was asked what a good procedure for the Council would be m making this dec1s1on Bob stated that a good procedure would be to suggest nominat10n8. discuss and then appomt whomever Ibnatus Vetsch suggested Kevin Mealhouse as a candidate for Council Kevm 1S currently a ro1lding mspector for the City of Plymouth He ran for a Counc11 seat two Years ago and had some wr1 te in votes th1s past election He would definitely be a valuable asset to the Counc11 Bob Braun stated that he had talked with Kevin and he is interested in the position Bob suggested that the Counc11 adopt a resolut1on to appomt Kevin Mealhouse as Council member pendJ.ng h1s acceptance and oath signJ.ng Ibnatus Vetsch made a motion and Bob Braun seconded it to appoint Kevin Mealhouse to the vacant Council seat pendJ.ng his acceptance and oath S1lining All were m favor and the motion carried The p..tll tab license for the Mult1ple Sclerosis Society at Ronay's was d1scussed Nobody has yet talked to the Park Board or the Firemen to see 1f PAGE 3 . . . e~ther one of these organizations would want the l~cense fub M~ller pointed out that hcense bearers are ent~ tled to a hearing ~f quest~oned and not~ce must be g~ ven if stopped He also sa~d that the local organ~zat~ons should look mto obtainmg a PJ,ll tab license themselves ~f they are mterested - that ~trs not really the Cityrs blsmess. It was brought to the Council r s attent~on that a School fuard meeting would be held at 7 3f2J p m Wednesday m.ght. January 4th at the St Michael High School to discuss school issues Gary asked that ~f any of the members would be available that they try to attend the meetmg to show Albertv~lle r s concern It was pomted out the both he and Maureen Andrews planned on attendmg the meeting The Counc~l was also mformed that an informational meetmg on the I -94 test fac~h ty would be held January 4th at 7 3f2J p m at the Mont~cello High School A 3 2 beer l~cense was requested by St Albert r s for a Parish Center Dance on January 28th from 8 - 12 p m and for a Valentiners Dance on February 11 th from 8 - 12 p m fub Braun made a motion to approve the 3 2 beer licenses for St Albert r s for the Par~h Center Dance and the Valentme r s Dance pendmg payment and dram shop insurance fun Cornelius seconded the motion All were m favor and the motion carr~ed The zoning ordinance fees for prmtmg and b~ing of the f~l copy of the zoning ordinance ~s $17 50 per booklet. wh~ch ~s a bare minimum The fees for the subdivision regs are not known yet The booklets w~ll be available to the PJ,blic for a set fee to be determined After some d~scuss~on. fun Cornelius made a motion to sell the booklets for $5 over and above the cost of prmting and binding funatus Vetsch seconded the motion All were in favor and the motion carr~ed The net tax capacity information was mcluded m the packet for the Counc~l r s review (Information provided m the Counc~l packet) The Counc~l was reminded that the tax capacity ended up being what the C~ ty expected Information from Jones Intercable was mcluded in the Counc~l packet The Col..mc~l was made aware that there seems to be a problem with the possible habitat of a rodent type SPecies on 50th Street m Albertv~lle. The Miller and Mason residents have been affected PAGE 4 . . . A hab1 tat of rodent type species lS considered a publ1C health hazard and 1t lS the C1ty'S respons1b111ty to do something about allev1atlllg the problem The State has been contacted and they will come out and take a look in order to determme whether or not there is a habitat of rodent type species A quest10n was brought up regardlllg whether or not the Counc11 should talk W1 th each mdi vidual separately or just W1 th Maureen and Ken for the 1989 salary negotiations It was the general consensus of the Council that the yearly negotiat1ons be presented by Maureen and Ken Anytl.me in between the mdi v1dual should ask themselves The Sheriff's report was mcluded in the packet for the Council's review Hearing no other business, a motion to adjourn the meetlllg was made by funatus Vetsch and seconded by fun Cornelius.
