1989-02-21 CC Minutes . . . COUNCIL MINUTES FEBRUARY 21, 1989 The regular meet1ng of the Albertville City Counc1l wao called to order by Mayor Gary Schwenzfe1er Membero present 1ncluded Bob Braun, Don Corne11us and J1m Krystosek Counc1l member Donatus Vetsch was absent. Others present included Maureen Andrewo, Bob Miller, Thore Meyer, Bob Sullentrop, Ken L1ndsay and Lor1e V1llareal The agenda for the evening"s meet1ng was reviewed by the Council A motion was made by Don Corne11us and seconded by Bob Braun to approve the agenda All were 1n favor and the mot1on carr1ed A motion to approve the minutes of the January 24th work meeting was made by Don Cornelius and seconded by Bob Braun All were 1n favor and the mot1on carr1ed Hearing no add1t1ons or correct1ons Bob Braun made a motion to approve the minutes of February 6th Don Corne11us seconded the mot1on All were 1n favor and the mot1on carr1ed M1ke and Carol Osada from Hallock, Minnesota were present to give the1r proposal to the Counc1l for a bowling alley/restaurant/lounge here 1n Albertv1lle "Albertville Lanes" would be built 1n the commercial area of the Westwind development The Counc1l was 1nformed that the location they are interested in is the southeast corner of the site, but, depending on some other poss1ble development, the exact s1te has not been dec1ded on Additionally, there was some d1scuss1on regarding how the project would be financed, that 1S, whether or not the Osada"s would purchase the land and bU1ld the1r own bU1ld1ng or would have John-George, Inc build and lease the build1ng to them, depending on the other development 1n the commerc1al site The Counc1l was 1nformed that John Darkenwald and George Yankoupe had met w1th the City"s financial representat1ve regarding the possible use of Tax Increment Financing for var10US items in the commerc1al area It was pointed out that to date no formal request has been made for Tax Increment Financing . . . Albertville Lanes wlll offer 12 lanes of bowllng wlth posslble expansion to 24 lanes The proposal would have a lounge and restaurant area as llquor and food tend to be 50% of the buslness Right now the Osada's are looklng at a timetable of an August 1st openlng because the bowllng season starts the flrst part of August and they would llke to be ready for the fall leagues Otherwlse, they will have to walt one year before opening John Darkenwald stated that John-George, Inc 15 worklng with the Osada's on a plat plan but nothing lS concrete yet Mlke Osada also requested from the Councll permlSSlon to obtain the avallable $1500 liquor llcen5e from the Clty Bob Mlller stated that lt would be acceptable to allow the Osada's to have the llquor license in thelr possession untll the buildlng lS constructed as long as application is made and payment received The dram shop lnsurance can be lnstltuted just before openlng The paperwork procedure will be started at once The mlnutes should note that Mike Osada has over 20 years experience ln thlS type of buslness and he and Carol feel that they can provlde a profltable, well maintalned establishment for the Albertvllle area Hearlng no other dlScussion, the Councll lndlcated thelr approval to go ahead wlth Albertville Lanes The Council next heard from the Malntenance Department Ken asked the Councll if the overtlme for the weekend checklng of the pumps could be changed from 1 hour to 2 hours He was told that lt wlll be brought up at the work meetlng as no dlScusslon concerning weekend overtlme has taken place yet Ken ralsed the questlon as to whether 50th Street could be blacktopped any tlme soon It lS difflcult to plow because of ltS roughness and potholes Being that over one half of the street lS ln Frankfort Township, an agreement with Frankfort would have to be reached before any lmprovement would be undertaken It was also pointed out that in order for the road to be black topped that there would need to be substantlal reshaping of the road ln order to drop lt 2 to 3 feet in the high places, the extension of sewer would need to be lnstalled and the road would have to be upgraded to a 9 ton road It was also suggested that the expanSlon of Barthel Industrlal Drlve would need to be completed at the same tlme No formal action was taken on the matter Frankfort wlll be contacted to see lf they would be willlng to share in the expense of the lmprovement It was also noted that undertaklng of thls proJect would be dlrectly lmpacted on what type of lmprovement proJects are undertaken this summer -2- . . . Ken told the Council that he would l1ke to see Maureen do the scheduling of the regular act1vit1es (hockey and broomball) that take place down at the park so that he can ma1nta1n the r1nk around the schedule Maureen p01nted out that at the beg1nn1ng of the season hockey and broomball 1S contacted regard1ng what n1ghts they w1ll be reserving the 1ce As 1n years past, hockey planned on using the ice Monday, Tuesday and Thursday and broomball Wednesday and Fr1day It was pointed out that th1s schedule 1S normally ma1ntained unt1l such t1me that their schedule 1S completed Ken also stated that maintenance po11cy is Right cause a problem 1n getting place He stated that he nothing 1S overlooked he wanted to know what now he gets no schedules th1ngs done before the would gladly to through the weekend 1ce and it seems to activ1ties take Maureen so that Ken was informed that he needs to be ma1nta1n1ng the 1ce yet as youth hockey is not done and the r1nk 1S st1ll being used for w1nter activ1t1es Ken stated that both he and Mike have been putt1ng hours 1n down at the r1nk and then proceeded to g1ve the Counc1l a synops1s of the t1me that he and Mike have put 1n 1n ma1nta1n1ng the ice over the last two weeks He said that the warm1ng house was cleaned on Saturday and that today (Tuesday) w1ndows have been broken out and there 1S a hole 1n the roof Other issues relat1ng to park included the issue of summer maintenance and drink1ng Maureen pointed out that during the summer the park i5 typically scheduled w1th some type of funct10n for every weekend so that the area needs to be kept clean and orderly Gary brought to the attention of the other members that there 1S a problem with dr1nk1ng down at the r1nk and that the rink will be closed if the problem is not straightened out Dr1nk1ng should not be g01ng on down there Ken next p01nted out that there appears to be a problem w1th the City s1gn Signs that are put up are not being taken down Obv10usly, organ1zat10ns that put up a s1gn should also take down the s1gn and put the letters away It was the conscience of the Counc1l that the City should not be dea11ng with 1t unless they are the ones putting up a message It seem to ($250 a problem was pointed out that it appears that some of the letters also be disappear1ng It was noted that they are qU1te expensive set or 95 a p1ece) and that people should be aware of the After some discussion 1t was dec1ded that the letters should be -3- . . . s1gned out and 1f there are letters miss1ng when the s1gn 1S taken down then the organ1zation w1ll be charged for them Ken brought to the attent10n of the Counc1l that there is only 1 "No Parking on C1ty Streets" snowbird s1gn left They also seem to be d1sappear1ng The C1ty needs 6 s1gns but a couple extra would be good S1X s1gns would cost $25 a p1ece and e1ght s1gns would cost $22 a p1ece The Council gave the1r approval for Ken to purchase eight s1gns The Counc1l was briefly updated on the ongo1ng Storm Water Drainage Study At th1s time 1t was p01nted out that there was not 1nformation to report because staff is st1ll analyz1ng the entire s1tuat1on It was also p01nted out that staff is look1ng at some alternat1ves for financing the proJect and how the d1strict should be estab11shed The Council was 1nformed that a staff meeting had been scheduled for Monday, February 27th at 2 30 at Bob M1ller's off1ce to cont1nue the d1scussion on storm water dra1nage The engineers have rece1ved an app11cat1on for the installation of phone serV1ce 1n the area of Lansing Avenue from United Telephone Bob stated that the permits received from the telephone company are not spec1fic enough and that the t1me span for the work is too long Bob pointed out the Un1ted uses this perm1t for their protect1on and it does service the needs of the C1ty It was dec1ded to hold on the perm1t unt1l after the meet1ng between engineering, maintenance, legal and administrat10n occurred and the issue regarding uti11ty locat1ons and perm1ts are resolved The meeting was tentatively scheduled for Fr1day, February 24th to work out a solution Bob Miller next updated the Counc1l on the find1ngs regarding the commuter parking lot Bob commented that the State had acqu1red the easement years ago and had given 1t to the County and the County supposedly had turned 1t back to the C1ty However, there are some maJor problems w1th the legal descr1ption for the property in qUest10n and some addit10nal parcels There 1S some question regard1ng the legal descript10n of the propert1es 1n question Bob will cont1nue to work on the problem and w1ll meet w1th Mr Weber if needed to resolve the problem Add1tionally it was p01nted out that the County or1g1nally turned back the property to the C1ty for the sole purpose of a Park and Ride Lot and it appears that 1t w1ll then be necessary to have the County turn the property back over to the C1ty w1thout l1m1tat1on in order for it to be turned back to Webers -4- . . . The Council was told that the League of M1nnesota C1t1es has made a recommendation that c1t1es pass an ordinance that would 1nsure the C1ty officials under the Workers Compensat1on Insurance pl,an The rates are based on a salary stipulat10n of $70 per week per Counc11 member, therefore, the annual fee would be $529 62 to have the C1ty of Albertville's Council covered by workers compensat1on There was some d1scuss1on about whether or not the C1ty should cover 1ts Counc11 Bob M11ler expressed that as the C1ty'S attorney, he would feel more comfortable hav1ng the Council covered The Counc11 was reminded that they tend to still get their hands d1rty by help1ng out in the instances that they to J1m and Gary both agreed A mot1on was then made by J1m Krystosek and seconded by Bob Braun to go ahead w1th the pol1cy All were in favor and the motion carr1ed It was brought to the Counc11's attent10n look at putt1ng up more speed reduction s1gns is needed near the ra1lroad cross1ng on C S A area No further act10n was taken on the matter that the City needs to It appears that a s1gn H #19 1n the Westw1nd The 1ncome rece1ved and the bills to be paid were rev1ewed by the Counc11 It was asked what the 1ncome from the L10ns P1n Club was for Th1s was for 300 copies run on the C1ty'S copy machine Hearing no other quest10ns or comments, Don Cornelius made a motion to approve the income rece1ved and the bills to be pa1d J1m Krystosek seconded the mot1on All were 1n favor and checks 9383 through 9405 were pa1d The Albertville Jaycees are request1ng a 11m1ted 3 2 beer license for a St Patrick's Day dance on March 17th at the Par1sh Center Don Cornelius made a mot1on and Bob Braun seconded it to approve the 3 2 beer license for the St Patr1ck's Day dance pending payment and appl1cation All were 1n favor and the mot1on carr1ed Bob Braun made mot1on to set a public hear1ng for the Board of Rev1ew for Tuesday, April 18th at 7 00 p m Don Cornel1us seconded the mot1on All were 1n favor and the mot1on carr1ed Approval of the Joint Power's agreement for the sale of the pump was g1ven next The mot1on was made by Bob Braun and seconded by Jim Krystosek to approve the resolut1on relat1ng to the sale of the old well's pumps for $1 wh1ch had been approved at All were 1n favor and the mot1on carried There was some discuss10n about the purchase of a vacuum cleaner for C1ty Hall $250 has been budgeted for th1s expend1ture Maureen mentioned the vacuum cleaners typically are found at good sale pr1ces r1ght around Mother's Day 1n May Places such as Furniture World in -5- . . . Becker also offer excellent buys all the time Maureen w1ll start checking around No further act10n was taken The Local Government Forum Sem1nar will be held on Thursday, February 23rd in St Cloud Maureen and Gary are g01ng Council members J1m, Don and Donatus also expressed 1n attend1ng Bob Braun p01nted out that the 1ncome from Jones Intercable would be good funds to use for park 1mprovement5 S1nce th1s money comes from a type of recreat10n anyway Jim told the Counc1l that the Cub Scouts and Boy Scouts are looking for community proJects to help out w1th If there should be someth1ng that the youngsters could help w1th 1n the com1ng months, please let Jim know Gary expressed h1s concern about the recent gas leak here 1n town An old line was replaced and others on that part1cular street are concerned that they could exper1ence the same problems It was felt that a letter from the C1ty request1ng M1nnegasco to expla1n what the problem was would reassure the residents of that street and the commun1ty as a whole The fate of the poplar trees by Mrs Menzel's was aga1n d1scussed Ken w1ll be asked to f1nd out whether or not Loren Merges 1S st1ll 1nterested 1n tak1ng the trees They do need to be removed sometime soon There 1S also an elm on the water tower property that needs to be taken down M1ke Potter. representing the Park Board, was present to request that an ad be placed 1n the paper looking for a couple of Park Board members Gordy Bern1ng and Wanda Scherber would l1ke to res1gn 1f some new members can be found M1ke suggested that 1t m1ght be a good 1dea to get together w1th an architect, Ken, etc to f1gure out exactly what 1S needed for the warm1ng house extens10n The new hockey goals are now bent because of being thrown over the boards when clean1ng the rink From now on when the 1ce needs to be swept, the goals should just be pulled out There appears to ma1ntenance of the 1ce to be maintained have been a m1sunderstand1ng concern1ng the The r1nk 1S st1ll be1ng used and the 1ce needs Drinking should not to g01ng on down at the 1ce r1nk Over the weekend 1t appeared that there was quite a b1t of dr1nk1ng down around the rinks It was also pointed out that w1ndows 1n the warm1ng house were broken somet1me over the weekend -6- . . . Mlke next pOlnted out that the Jaycees are proposlng to put llghts on the ball field They want to know lf they could have the Clty test the SOlI They wl11 relmburse the cost The stand the type to use SOlI needs to be tested ln order to determlne what klnd of SOlI can handle Steel stands would be the most feaslble Wooden stands are cheaper but don't last as long An estlmate should be obtalned for the SOlI testlng expense before the Clty goes ahead wlth the procedure Jlm Krystosek next hand held battery packed cases The radlos have SlX up to a 4 1/2 to a 5 ml1e and parts are aval1able presented to the rest of the Councl1 three radios wlth charger, extra battery pack and channels - pollce, flre, etc and can reach radlus Two radlos can be charged at a tlme The party ownlng these radlos are wl1llng to sell everything for $600 ThlS lS approximately $2,750 worth of equlpment After some discusslon and examlnlng of the radlos the Councl1 felt that the radlos would be a good lnvestment Some questlons were ralsed. however How long will the battery packs last and are they replaceable? And, how old are these radios?
