COUNCIL MINUTES
MARCH 6, 1989
The regular meeting of the Albertv111e City Counc11 was called to
order by Mayor Gary Schwenzfeier Members present included Bob Braun,
Don Cornelius, Donatus Vetsch and J1m Krystosek Others present
1ncluded Maureen Andrews, Lor1e V11lareal, Bob Miller, Thore Meyer and
Ken L1ndsay
The agenda for the even1ng5 meet1ng was rev1ewed by the Counc11
A mot1on was made by Don Cornel1us and seconded by Bob Braun to
approve the agenda All were 1n favor and the motion carried
The minutes of the February 21st meet1ng were rev1ewed by the
Counc11 Before the minutes were approved, Donatus Vetsch questioned
whether or not Ken had ordered the City "No Parking" signs and 1f he
had checked with the county to see 1f they have recently taken down
any of the old s1gns
Donatus also asked about the blacktoPP1ng of 50th Street and if
the City wa5 b1111ng Frankfort Township for plow1ng part of that same
5treet
Hear1ng no other comments, Don Cornelius made a mot1on to approve
the m1nutes of February 21st Donatus Vetsch seconded the motion All
were 1n favor and the mot1on carr1ed
Steve Klitzka, represent1ng the Park Board, was present to update
the Council on the activ1ties of the Park Board He 1S request1ng
perm1ssion to run an ad 1n the local paper for persons 1nterested 1n
serving as a Park Board member
Steve told the Council that the Park Board 1S plann1ng a summer
act1vity program at the ma1n park for the k1ds The activit1es may
include such things as field hockey and arts and crafts He w111
present th1s program to the Council in one month

summer Women's Softball wlll be bringlng all ten of the women's teams
lnto Albertville thlS season It appearo that they will play on
Monday and Wednesday's The men's softball teams will use the field on
Tuesday and Thursday Softball season most generally runs from the
flrst Monday ln May untll the mlddle of August
The women's teams may have a softball tournament thls summer The
proceeds from reglstratlon fees and conceSSlon sales wlll go towards
park lmprovements and maintenance

proposed schedule of having the llghts lnstalled as soon as the ground
is thawed enough to do so the Jaycees would like the sOlI borlngs done

installed
Neighboring resldents will be contacted by Steve before
lnstallation Just to make sure there are no obJectlons Steve assured
the Council that he would lnform the resldents that there would be a
curfew on the lights, probably 10 15 or 10 30 p m He pOlnted out
that this lS common wlth most flelds
The Councll next heard a JOlnt Power's update There has been
some limited discusslon regarding the constructlon of a new water
tower The JOlnt Power's representatlves lnformed the other members
that there lS a development proposed for St Mlchael WhlCh wlll be
located in the area that a new water tower is belng proposed and that
the proJect wlll not go forward untll such time land lS donated for
the tower
It was noted that no act10n hac been taken to flnance and
construct a new water tower at this tlme because the board has not yet
determined the capaclty and conditlon of the existlng towers

It was also noted that unt11 such t1me that a new water tower is
built the proposed development 1n St Michael w111 need to be serviced
by booster pumpc but noth1ng has been f1na11zed yet
An add1tional J01nt Power's issue wac d1scussed and approved The
members of the Council were 1nformed that there wac to be an amendment
to the operat1ng agreement wh1ch would allow for the collect10n of an
add1tional $200 to be used for construct10n of future expanS10n to the
wells and towers Donatus Vetsch made the mot1on and J1m Krystosek
seconded 1t to approve the amendment to the Operat1ng Agreement All
were in favor and the mot1on carr1ed
The Counc11 heard from the Ma1ntenance Department next
Ken L1ndsay was informed that Creamery Ant1ques had called w1th a
compliment on the snowplow1ng Donatus and Don also complimented Ken
and h1s crew on d01ng a good job They sa1d that they have heard lots
of good comments on a job well done Ken was asked to pass the good
word on to h1s crew

The fate of the poplar trees by the watertower will be determ1ned
soon Ken stated that he had talked to Ron Becker about the trees Mr
Becker wants the trees and w111 cut them down and haul them away on
Saturday, March 11th Ken will also ask Mr Becker 1f he wants the two

for the season
Ken noted that a pump is out at the 11ft station in the
Industrlal Park due to a valve malfunctlon Parts have been ordered

At that pOlnt, Ken stated that Anoka County is selllng two, 4
wheel drive, 2 1/2 ton Ford trucks, prlce not yet determlned He wlll
flnd out all the particulars on thlS truck to present to the Councll
The Council questloned whether there would be any other uses for
a loader and was there really a need for lt Ken was told by one
Council member that he dld not feel that the Clty could Justlfy the
need for a front end loader and that the Clty does not have the
purchasing power to buy everythlng new. The Council did agree that
the need for a new plckup lS legitlmate No further actlon was taken
on the matter
Maureen informed the Council that she had gotten a call from Hugh
O'Donnell regarding the plowing of the gravel road down by the bulk
tanks It was pOlnted out that a year ago the Council had agreed to
plow the road when there is more than 4 inches of snow and it had not
been done as of the time of the meetlng Ken noted that he had
forgotten about the agreement since there had not been thlS much snow
ln a number of years He agreed to make a pass with the snowplow on
Tuesday morning
The discussion next went to the hand held radlos Jlm Krystosek
reported that the battery packs are replaceable at $56 a plece, good
for 4 to 5 years The inside lnsert can be replaced if battery packs
become obsolete, Chargers are not avallable as these radlos are
dlscontlnued models
The Councll was lnformed that the transmlttlng power of the
radios appeared to be pretty good but that by adding an antennae at
City Hall that the range will be much better The maintenance
department is looking at addlng antennas to the vehlcles as well

It was noted that the rad10s have only been used by the
ma1ntenance department and one of the rad10s has been found not to
work properly, so Jim has taken it back to Sherburne Commun1cat10n to
have 1t checked out It appears that there may be problem w1th one of
battery packs
Maureen stated that Dave Vetsch could build a cab1net for the
storage of the rad10s for no more than $60
The rad10s would be 1deal for Friendly C1ty Days for the parade
route and general communications It has been agreed that a couple of
more radios could be borrowed dur1ng the Fr1endly C1ty Day's
celebration
Ken questioned the status of the frequenc1es for these rad10s He
stated that radios must be licensed individually for certain
frequencies He also said that the Fire Department may want to get a
private channel and that the C1ty should get all the radios on the
same frequency.
Donatus questioned why these radios were be1ng sold so
inexpensive Also, just wh1ch fund w111 the money come out of to pay
for these rad10s The pr1ce 1S good but is it a high pr10r1ty.
After some additional discuss10n it was dec1ded that the Counc11
wanted more 1nformation on the exact cOots of th1s system before
mak1ng any decis10ns on purchasing the radios
The Council was briefly updated on the ong01ng Storm Water
Drainage Study A financ1al package is be1ng put together and this and
other issueo related to the drainage study w111 be d1scussed at the
work meeting on Tuesday n1ght

the video of the cond1t10n of the water line casing IY1ng under

There was some discussion regard1ng what would be the best
approach to resolving th1s matter and whether or not it would even be
feasible to talk with Frankfort Townsh1p at th1s time It was pointed
out that 1t might be best for the eng1neers for the C1ty and the
Townsh1p to get together to discuss the matter or poss1bly have a
meeting between the Counc1l and the Townsh1P Board No action was
taken on this matter, but it was agreed that there would be more
d1scussion regarding the opt1ons at the work meet1ng

The Counc1l next heard an update on the commuter parking lot Bob
M1ller stated that the County Board would be hold1ng a hearing on
March 14th 1n order to determine if the property should be turned back
for pub11c purpose It was noted that there had been some d1scuss1on
regarding whether or not the City or Mr Weber would have to pay the
County for the property It was Bob's op1n1on that S1nce the area 1n
quest10n was taken 1n the form of an easement that there 1S no need to
have to pay for the turnback or vacat10n No other act10n was taken on
the matter
The next matter discussed was

The Lions are request1ng a l1mited 3 2 beer license for their
dinner/dance on April 15th at the Parish Center Payment and
app11cation have already been rece1ved
Donatus Vetsch made a motion and Don Corne11us seconded 1t to
approve the l1cense for the L10ns d1nner/dance on Apr1l 15th All were
1n favor and the mot1on carried
The work meeting was scheduled for Tuesday, March 7th at 3 00 for
staff and Council Dinner will be provided as the meet1ng w1ll extend
into the evening

wants the C~ty of Albertv~lle to be aware of the fact that he i5 do~ng
some work for Otsego Township
A copy of the resignation of M~ke Potter from the Park Board was
enclosed ~n the packet for the Counc~l's rev~ew
The next Friendly C~ty Day's meet~ng w~ll be March 13th at 7 30
p m Maureen and Jim will attend
