COUNCIL MINUTES
APRIL 3, 1989
The regular meetlng of the Albertvllle Clty Councl1 was called to
order by Mayor Gary Schwenzfeier Members present lncluded Bob Braun,
Don Cornelius, Donatus Vetsch and Jlm Krystosek Others present
lncluded Maureen Andrews, Lorle Vlllareal, Bob Mlller, Thore Meyer,
Bob Sullentrop, Steve Klltzka and Ken Lindsay
The agenda for the evenlng'S meetlng was revlewed by the Council
Don Cornellus made the motion and Bob Braun seconded lt to approve the
agenda All were in favor and the motlon carried
The mlnutes of the March 20th meetlng were revlewed by the
Councl1 Before maklng a motion to approve the minutes, Don Cornellus
questioned lf Ken was gOlng to charge Just for mlleage to the Gopher
State One Call meetlng or for both hlS mlleage and hlS tlme It was
understood that Ken was Just charglng the Clty for mlleage Don
Cornellus then made the motion to approve the mlnutes of March 20th
Jlm Krystosek seconded the motlon All were in favor and the motlon
carried
Steve Klitzka was present at the meetlng to give hlS Vlews of the
plannlng for the 51st Street Park and to suggest a 'Name the Park"
contest Before gettlng into these lssues. Steve lnformed the Councl1
that the Park Board is presentlng a plaque to Mlke Potter to honor hlm
for all the tlme and effort he put lnto the Park Board and ltS
actlvltles ThlS wll1 be done on Aprl1 20th at 8 30 p m Steve lnvlted
the Councl1 members to be present lf they would 11ke It was the
general consensus of the Councl1 that thlS was lndeed a nlce gesture
Steve then lnformed the Councl1 that the Park Board would 11ke to
have a "Name the Park" contest for Albertvllle resldents only Flrst
prize would be $100 savlngs bond which would cost the Park Board $50
The prize would be awarded durlng Frlendly Clty Day's A table wlth
the prlze and a development plan of the park would be set up near the
Red Cross booth at the celebratlon and the award pre5ented at the
approprlate tlme

Steve would llke to have the ballots run ln the Crow Rlver News
starting Aprll 11th through May 24th A winner wlll be chosen May
25th There should be no charge for runnlng the ballots
The Councll agreed that the contest would be a good ldea
Donatus Vetsch then made a motion to approve the "Name the Park"
contest Don Cornelius seconded the motlon. All were ln favor and the
motlon carr led
Steve also told the Councll that the Park Board would llke to
lnvlte the residents to an lnformal meetlng at Clty Hall to view the
park lntentions and to VOlce their oplnlons as to what they would like
to see ln the park People have already informed Steve that they would
be wllllng to help with equipment, tlme and labor Even the Cub Scouts
have offered to help
Steve commented that in developing the park, they want to make it
as malntenance free as posslble Also, any donatlons made to the park
by organlzatlons, businesses or lndlvldual5 would be marked by a
donation plaque
Steve went on to say that the park wlll be developed ln flve
phases

restrooms
Steve commented that he lS now worklng on wrltlng the plans and
speclflcatlons for the 51st Street Park and wl11 be developlng a 11st
of estlmated costs for each area for the Counc11's approval He 1S
estlmat1ng that lt wl11 take 3 1/2 to 5 years to complete the park
w1th donatlons and labor help He also noted that changes could easl1y
be made along the way
Steve next told the Councl1 that he has brought all eight women's
softball teams lnto Albertv111e The women wl11 have the fleld Monday
and Wednesday nights, May 1st to August 16th The men wl11 have the
fleld Tuesday and Thursday n1ghts, May 2nd or the week after untl1 the
middle of August
The soil borlng tests are not scheduled for another two or three
weeks, dependlng on the weather The 11ghts wl11 be lnstalled somet1me
after that lf the tests prove that the so11 can w1thstand steel poles
(Th1S type of pole usually has a ten year life span before needlng to
be cleaned and pa1nted)
The Councl1 next heard from the Ma1ntenance Department
Ken lS reqUestlng from the Councl1 permisslon to apply for a
summer youth employee The Councl1 was rem1nded that there would be no
charge to the City Youth employees work 32 hours per week for 8 to 10
weeks (usually the 2nd week ln June untl1 the end of August) There
would a lot of clean up work at the park, paint1ng. etc to keep the
youth busy A youth 16 years of age or older would be able to operate
the mowers and some of the other smaller equ1pment

A questlon was ralsed during discusslon as to how hlgh from the
ground and how far apart the posts should be Gary stated that he felt
30 in~hes off the ground would be satlsfactory However, Bob
Sullentrop sald that the Clty should follow MN/DOT standards WhlCh is
32 lnches off the ground Twelve feet off the edge of the road was
felt to be a safe dlstance to put the posts
Results of thlS dlScusslon were that the Clty should check with
the lnsurance companles and that the Clty should follow MN/DOT's
regulatlons Aloo, the proJect was thought to be too expenSlve rlght
now because of the high expense of the posts
The matter will be contlnued to a later date
Two bids for street sweeping were recelved The blds lncluded one
from T & S Trucking for $47 00 per hour and one from CleanSweep, Inc
for $53 25 per hour
A motlon was made by Don Cornelius and seconded by Jim Krystosek

It was noted that T & S Trucklng has done work for the Clty ln
past and has done a good Job Ken also noted that T & S Trucking
ln the process of purchaslng a new sweeplng rig WhlCh they wlll
when the Albertville work lS done
Street sweeping wlll be done the mlddle of Aprll, probably not
sooner Resldents that live on streets that were sealcoated last year
are belng asked to sweep debrls back lnto the street before sweeplng
begins Notlces wlll be sent out to the resldents affected
Ken raised a question about sweeping Westwlnd and was told that
the Clty has no responsibllity to sweep this area as It'S still under
contract

Ken lnformed the Councll that he would llke to again put the CUB
tractor up for sale by sealed mlnlmum bld to be opened at the May 1st

Don Cornellus made a motlon to put the tractor up for sale at a
mlnlmum bld of $150 but then amended hlS motlon to reflect a minlmum
bld of $175 Bob Braun seconded the motlon All were ln favor and the

Ken informed the Council that he had purchased the cracksealing
mater1als and planned on starting the crack f1ll1ng within several
days of the Counc1l meeting
The Counc1l was 1nformed that Doug Psyk had stopped 1n to request
that Psyk's 4th Add1tion be bladed Slnce the gravel had gotten really
soft due to spr1ng thaw It was pointed out that at th1S t1me the
area was too wet to do much work so the blad1ng of Psyk's road w1ll be
done after the road has dr1ed up some It was also agreed that the
Maintenance Department m1ght try to level off the area w1th the John
Deere 1n the mean time
The next 1ssue to be d1scussed was a new p1ckup for the C1ty'S
Ma1ntenance Department Don had aoked Ken to make up a spec1f1cat1on
sheet for the Council's review stat1ng the part1culars for the p1ckup
(Informat1on 1ncluded 1n agenda packet) Some spec1f1cat1on changes
recommended by the Counc1l 1ncluded a gas engine, 350 CUb1C 1nch
m1n1mum, 30 gallon m1n1mum dual gas tanks and all season radial t1res
The 1ssue was raised regard1ng the $15,000 lim1t on quotes If
the C1ty 1S able to obta1n a couple quotes for slm1liar veh1cles for
$15.000 or under, the C1ty is not obl1gated to use the sealed b1ds
process
After a great deal of d1Scuss1on regard1ng what would be the best
route to go on this matter, 1t was agreed that any Counc1l members
w1sh1ng to look for a veh1cle could take a copy of the spec1f1cat1ons
w1th them to see what type of pr1c1ng m1ght be ava1lable After some
add1tional investigation the City w1ll determ1ne 1f 1t 1S even
feas1ble to attempt the quote route or whether the expense of the
vehicle w1ll be over the $15,000 llm1t
The Gopher State One Call 1ssue came up for discuos1on next Ken
told the Counc1l that 1t was h1S 1ntent that both he and M1ke attend
the meet1ng NSP 1S sponsor1ng the meeting at no charge Ken stated
that the C1ty would be charged straight t1me and m1leage to attend the
meet1ng
The Council felt that perhaps one could go the meet1ng but not
both The Council also pointed out that 1t was the1r understand1ng
that Ken would only be charg1ng for mileage. but no time After
further d1Scuss1on, 1t was dec1ded that ne1ther Ken nor M1ke would
attend the meet1ng
Bob Sullentrop presented the Feas1b1l1ty Study for Psyk'o 4th
Add1t1on to the Counc1l for the1r reV1ew
It was pointed out that this report was an update of one prepared
1n 1988, pr10r to the construct1on season The 1mprovement w1ll
cons 1St of surmountable curb and gutter and a street ourface of 3

It was agreed that once the total est1mated costs have been put
together that Mr Psyk, hold1ng the maJorlty of the land In hlS name,
should be contacted to see if he is lnterested In undertaklng the
lmprovement In the event that he lS still lnterested, he will need
to slgn a petlt10n requestlng the lmprovement and a publlC hearlng
wlll need to be scheduled

Fea51bllity Report for the constructlon slde of the lmprovement
project and prov1dlng for the Improvement Hearlng of Psyk's 4th
Additlon The resolution also authorlzed the preparat10n for the
publlcatlon of the Notice of PubllC Hear1ng and the setting of publlC
hearlng at date determined by staff Donatu5 Vetsch seconded the
motlon All were In favor and the motion carr led
Bob Sullentrop next dlscussed the lssue of annual street
malntenance program establlshed by the Clty Meyer-Rohl1n requested
authorlzatlon to prepare a report on the Clty'S 1989 needs so that lt
can be scheduled into the summer's constructlon season and the bondlng
cycle
The Councll was reminded that lt has In place a five year plan
for on gOlng street malntenance (sealcoatlng, overlayments, curb &
gutter replacement, ect) Wh1Ch needs to be looked at and updated as
to what's proposed for 1989 This will be ready for the next meetlng
Bob Miller informed the Councll that he had agaln met wlth John
Brost regardlng the development between the two lakes There stlll
appears to be lots of problems wlth the legal descrlptlon of the road
gOlng lnto thlS property and there may be a deflnlte land lock problem
because of a phantom rod descrlbed In the legal descrlptlons The
developers may have to get a registratlon tltle of the road enterlng
into the property In questlon before the City accepts the plat of
record

f1rst place? Bob stated that it may 1ndeed be another month or two

Donatus, J1m and Gary agreed to take p1ctures of all the eX1st1ng
s1gns and 1nventory them
The Barthel Construction s1gns were dealt w1th next It was
brought to the Counc11's attent10n that Apr11 6th 1S the 14th day of
not1ce for Barthel to conform to the ord1nance Mr Barthel should be
called by the C1ty office on the fourteenth day to let h1m know that
th1s 1S the last day to conform to the ord1nance before other measures
are taken

was brought to the Counc11's attent10n that check 9478 for Century
Labs should be amended to $505 02 1nstead of $535 32 because no tax is
pa1d on this b111 The CanAm Corporat1on, General Commun1cat1ons and
L N S1ckels bills were quest10ned After receiv1ng sat1sfactory
1nformat1on on these b111s, Donatus Vetsch made a mot1on and Bob Braun
seconded 1t to approve the 1ncome rece1ved and the b11ls to be pa1d
All were 1n favor and checks 9459 through 9498 were paid
The Ms Arlyn Nelson art1cle 1n the newspaper (1ncluded 1n the
packet) was brought up for discussion After read1ng the art1cle, Bob
M11ler suggested that Ms Nelson should be 1nformed that we are awar~
of the concerns that she has but that the City of Albertv11le is
proceeding caut10usly with good planning He suggested that perhaps
the C1ty could send Ms Nelson a copy of the City's Comprehensive
Plan, Zon1ng Ord1nance and Subd1vis1on Regulat10ns We need to bring
her w1th and make her our friend - we certainly don't want her to be
our enemy

word procesoor for our computer "Word Perfect" lS the one we would be
lnterested in bUYlng as it has the capabllltles we need to do such
thlngs as the Clty'S newsletter "Word Perfect" lS $269 and there lS
$500 allotted ln the budget
