COUNCIL MINTJI'ES .JUNE 19, 1989 The regular meetrng of the Albertv111e C1 ty Counc11 was called to order by Mayor Gary Schwenzfeier Membere. present mcluded Bob Braun and Don Cornel1us Col.IDC11 members Donatus Vetsch and J1ID Krystosek were absent Others present mcluded Maureen Andrews, Lor1e V111areal. Bob Sullentrop and Ken Lmdsay The agenda for the evenrng' s meetrng was rev1ewed by the Counc11 Bob Braun made a mot10n and Don Cornel1us seconded 1 t to approve the agenda All were in favor and the motion carr1ed The mmutes of the June 5th meetrng were rev1ewed by the Counc11 There were no add1 tions or corrections 00 a mot10n was made by fun Cornel1us to approve the mmutes of June 5th Bob Braun seconded the mot10n All were m favor and the motion carr1ed There was no update from the last Jomt Power' s Board meetrng However the followrng Jomt Power issues were d1scusoed Included m the packet was a letter to the F1re Department regardrng the f1re hydrants located m the Bern1.IlgWOOd developmP....nt of Frankfort Townsh1P TheDe hydrants are not the standard hydrant The PUmPer nozzle on the hydrant has a d1fferent thread and an adaPter may be necessary m order to hook up to these hydrants The biggest question ra1sed concernrng th1S 1Ssue 1S why 1S there no consistency w1th the nozzle? St Michael too, has two d1fferent kmds of threads on their pumper nozzles Ken ra1sed the pomt that we should check and see why some of the hydrants are turned ChanceD are they probably get turned when flushrng The pomt 1S they need to all be turned 90 degrees to the road to offer the fastest access to the hydrant when there 1S a f1re If they are not turned rl.ght, 1 t does not take long to wash out yards . . . The CounCl.l heard from the Mamtenance Department next Ken told the Council that there J.S a storage and dJ.scharge problem developJ.ng out at the Wastewater Treatment FacJ.1J. ty Eventually, somethJ.ng J.S goJ.ng to have to be done to ehminate the retentJ.on tJ.me so that water can be transferred and l1mi ts met Ken presented hJ.s proposal of what could be done to el1mmate some of the problem and a6sJ.st m preparing the ponds m order to be able to dJ.scharge on tJ.me The mmutes ohould note that there is not a problem WJ. th meetJ.ng the l1mJ. t reqUJ.re6 except m the case of the phosphort:ls, whJ.ch J.S why the alum treatment J.S requJ.red Because of the need for treatment the CJ.ty is not able to complete the extra dJ.scharge m the allotted tJ.me perJ.ad There also appears to be a hJ.gh algae growth and therefore the alum treatment J.S not workmg as effectJ.vely It appears that the algae J.S not allowJ.ng the alum to settle down and do its Job Therefore, a second applJ.catJ.on of alum becomes necessary ThJ.s past oprJ.ng between 5021 to 1e03 gallons of alum were used to brJ.ng the phosphorus levels wi thm l1mJ. ts ( 6 mstead of 1 5) Ken stated that as the CJ. ty grows there will become more and more need for multiple dJ.scharges and more problem WJ. th the buJ.ld up of sludge The options as to what to do are l1mJ.ted He feels that he can, fJ.rst of all, l1mJ. t the transfer of water The system was orJ.gmally desJ.gned to pump water across the dJ.kes from one cell to the other This process stJ.rs the water up too much as J.t is pumped from one control structure to the other And, as the CJ. ty grows there J.S more sludge buJ.ld up Secondly, he can convert Pond 2 mto a secondary pond for treatment To do thJ.s, Ken J.S proposmg a driveway to Pond 2, a ramp to the pond, a portable dock for alum and a tank for the pJ.ckup ConvertJ.ng Pond 2 wJ.ll cut down on the retentJ.on tJ.me, wJ.ll cut down pump tJ.me 8 to 10 dayo and wJ.ll allow the pond to flow freely 1 to 2 feet It WJ.ll also cut down the amount of gallons of gas used to pump the water and wJ.ll cut down the wear and tear on the pump Ken would like to see thJ.s m operatJ.on by fall He has checked wJ.th the PCA and any water 30 days old J.S considered old water and can be dJ.ocharged WJ. th the primary What Ken is askmg for J.S permJ.ssJ.on to obtain quotes on what the cost of this proJect would be He does not want the CouncJ.l to race mto any decJ.sJ.on He would aloo ask that a letter be wrJ. tten to the PCA for theJ.r approval At thJ.s point, Bob Sullentrop commented on thJ.s proposal Bob stated that right now AlbertvJ.lle J.S at 105 t..o 135 dayE. and at thJ.s rate we wJ.ll not be able to back the thJ.rd discharge The ponds wJ.ll be frozen over before dJ.scharge can occur The PCA standards are at 66 days and AlbertvJ.lle J.S at 105 to 135 dayS The algae on the alum J.S holding up the treatment of the ponds Bob suggested sendJ.ng the alum results m for testJ.ng as BOD tests -2- . . . It was also suggested that poss1bly a 6elf prl.mer could be put on the pump Right now it takes 1021 to 120 pumps by hand to pr1me the pump to get 1 t gomg Ken feels that an estlll'late of $3020 would cover the exPenses of th1s project They Gould do most of the work themselves Don Cornehus commented that we should not put th1.s off and that we should go ahead and get the costs together m order to be prepared I t would probably pay for 1. tself over a per1.od of time A mot1.on was then made by Don Cornel1U6 to proceed with obtainmg the cost eo tlll'lates and to have a letter wr1 tten to the PCA fub Braun seconded th1.s mot1.on All were m favor and the motion carr1ed The mmutes should note that wr1. tten approval from the PCA is needed anyt1me changes are made at the Wastewater Treatment Fac1.11 ty Ken next brought up the fact that the City would need to arrange the interv1ews for the mamtenance poS1.t1on Thmgs lJ.ke what benef1ts, salary increases, etc need to be decided on so that each person bemg interviewed w111 know what the C1ty is offermg Aft..er some d1.scussion, 1t was dec1ded that Maureen should check on the medical benef1.ts to see what the package COns1StS of for new employees Some of the Counc11 IDP...mbers will meet to review and weed out the a,pp11.cat10n6 and prepare a set of que6 t10ns to be asked each person mt..erviewed No further action was taken at th1s pomt The Council next heard from Steve KI1.tzka w1th a Park Board update Steve requested that Ken put some 11me rock around the bases at the ball field The bases are st1.cking up and someone may get hurt New bases have been ordered Steve told the Counc11 that two weeks ago he appeared before the L1.ons at the1r regular meetmg to reque6t donat10ns to the Four Seasons Park The1r answer was negative They w111 donate the1r money to the ex1Stmg C1 ty Park but not to the new park Steve 1S requestrng the Council to reV1.ew the L10n' s pull tab 11cense and to e1ther w1.thdraw their applicat10n and let the Park Board take over or delegate a percentage of their revenue to be donated to the Park Board Arrangement..s had been made to p1.ck rocks on Tuesday n1.gh.t Then the park w111 be mowed down, d1sced and graded Some black d1.rt from Sav1.tsk1' s has already been donated The Jaycees have COIDID1. tted to g1 ving the Park Board $8W3 m August or September Also, all the conceSS10n stand revenue from the women's softball tournament w111 be donated to the Park Board -3- . . .
