OCTOBER 25, 1989
A special meeting of the City Council was called to order by Donatus
Vetsch Members of the Councl.I present included Donatus Vetsch, fub Braun and
Jim Krystosek Mayor Gary Schwenzfel.er and Council member Don Cornell.us were
absent Others present included Maureen Andrews, Thor Meyer and fub
Sullentrop
The p..u:pose of the meeting was to review the bl.ds received for the
enclosing of the storm drainage ditch located in the Barthel Industrial Park
The Councl.I was informed that bl.ds had been recel. ved from 10 different bidders
which included

In documentation provided by the City Engineer it was pointed out that
Latour Construction was the low bidder for bids "A", "B", "C" and "n" The
letter noted however that Bid "C" was for the installation of a ductile l.ron
pipe (n. I P) sanitary sewer line alongside the proposed b.ll.ldrng, which was
eliminated because the b.ulding has been relocated to where replacement of the
existing PVC sewer would not be required
It was further noted that even though bid "C" had been elimmated, Latour
Constructl.on still remained the low bl.dder on bids "A", "B", and "n", with bl.d
"n" berng for the earthwork required for filling l.n the ditch If bid "n" was
eliminated than R L Larson would become the low bidder on bids "A" and "B"

There was some discussion regarding whether or not backfilhng of the
dJ.tch would be required It was pointed out that at this time J.t had not been
determined whether or not there would be extra fill available from the Fraser
Steel Company site to be used for the covering of the drainage PJ.pe which is
being installed under thJ.s contract It could only be assumed that some
addi tJ.onal fill will be required even though it appears that there may be some
sOJ.ls available from the Fraser Steel site
After some addi tJ.onal discussion Meyer-Rohlin made rec<mnendation to
accept Latour Construction as the low bidder and award BaJ.d contract on the
above mentJ.oned project to the same
A motion was made by Bob Braun and seconded by JJ.m Krystosek to award the
1989-3 Improvement Project to Latour ConstructJ.on J.n the amount of $15.612 05
All were in favor and the motion carried It was noted that a preconstruct ion
meeting would be scheduled for the next week so that work could proceed as
quickly as possible
Hearing no other COD'II1ents. there was a motion to adjourn the motion was
made by J 1m Krystosek and seconded by Bob Braun All were J.n favor and the
motion carried
