ALBERTVILLE CITY COUNCIL April I, 1991 Albertville City Hall 7:30 PM PRESENT: Mayor James Walsh, Councilmen Duane Berning, Mark Barthel, and Donatus Vetsch, Clerk Linda Houghton ABSENT: Councilman Don Cornelius Mayor Walsh called the meeting to order. The agenda was approved as presented on a motion by Vetsch, seconded by Barthel. All voted aye. The minutes of the March IS, 1991, special meeting were approved on a motion by Barthel, seconded by Vetsch. All voted aye. . The minutes of the March 18, 1991, regul ar Ci ty Counci 1 meeting were amended as follows: (1) Page 3, Paragraph 1 was amended to read that Berning abstained from the vote on the motion to raise the Fireman's Relief Association from $200 per year to $240 per year. (2) Page 3, Paragraph 5 was amended to read Harlun Peterson. Barthel made a motion to approve the minutes as amended. Vetsch seconded the motion. All voted aye. Ed Ostendorf, representing a group of residents from the Lansing Avenue area, presented to the City Counci 1 a petition asking that the City look into the problems of speeding cars, truck traffic and loud mufflers on Lansing Avenue. The Council directed the clerk to contact Wright County Sheriff's Department and ask that the area be patrolled more closely. The Park Board requested that a "Slow-Children at Play" sign be installed in the Westwind Phase I development. The Council agreed to have the signs installed. The Council directed the Maintenance Department to sweep the sidewalks before call ing in the street sweepers. Marv Vetsch questioned why the City was using the sweeper on sidewalks when the sweeper was donated to the City for use in the parks. Mayor Walsh assured Vetsch that the sweeper will be in good repair for park use by November 1st of each year. The Council approved a vacation request for Mike Rutkowski from May 2 - May 10. . The Council discussed the street signs in the Westwind development. Some of the signs are located inappropriately in resident's front yards. Mayor Walsh and Councilman Vetsch have driven through the development and recommended to the full Council that those signs be replaced. The Council will establish a policy for street signs at a later date that will require designation of street signs on final plats. . . . Engineer Thore Meyer advised the Council that he has not yet met with anyone concerning the 50th street Improvement. Meyer has contacted the District Engineer from MNDoT regarding the status of the interchange at Interstate 94 and County Road 19. The District Engineer will be contacting Thore about what the City can do in attempt to get an off ramp onto County Road 19. Thore reported he has also discussed with the County Engineer the intersection of County Roads 19 and 35. The City Engineer indicated that he is satisfied with the drainage plans for the new high school. However, he advised the Council that the City must address the issue of how to serve the Eicher property with sanitary sewer. The Council directed Thore to set up a meeting with the property owners who may be involved in a sewer line extension. Councilman Vetsch and the clerk interviewed two applicants for the position of office secretary and recommended to the Council that Ann Marie Connors be hired for the position. Barthel made a motion to hire Ann Marie Connors as secretary. Vetsch seconded the motion. All voted aye. The Council set the secretary's wages at $7.50 per hour for the rest of 1991 and grant the same benefits to the position as for all City employees. The Council established City Hall office hours from 8:00 AM to 5:00 PM weekdays. The clerk and the secretary will alternate lunch hours so that someone will be in the office between those hours. All voted The Council tabled the application for a Non-Intoxicating Liquor License for the Albertville Bar Softball Team until the April 15th meeting, pending verification of insurance covering the event. Barthel made a motion to approve the Liquor Licence for the Albertville Bar, pending proof of insurance. Marvin Vetsch paid the first portion of the fee in the amount of $1,000 to the City, with the remaining balance due on or before October 1, 1991. Berning seconded the motion. All voted aye. Donatus Vetsch was appointed assistant weed inspector. Vetsch made a motion to purchase the computer hardware system as proposed by HEP Computer Services in the amount of $3,867.53. Barthel seconded the motion. All voted aye. . . . Vetsch reported that Tom Thelen of the League of Minnesota Cities has advised him that an intern program through st. Cloud state University may be helpful to the City for sorting through the City's records and establishing a retention records program. Vetsch made a motion directing Linda to contact SCSU' s Urban Studies Department in an attempt to get two students from the program to work in the City Hall under the direction of the clerk to set up a filing and retention system for the City's records. Barthel seconded the motion. All voted aye. Barthel reported on the Park Board's request for directional and Slow - Children at Play signs for the parks. The Park Board is also requesting that the City contact the Sheriff's Department about locking the parks' bathrooms at 10:00 PM daily on their regular rounds. Barthel informed the Council that Paul Heinen has indicated that he will be submitting his letter of resignation from the Park Board. Mayor Walsh asked Thore to set up a meeting with the Council to discuss the water tower being considered by the Joint Powers Board. Linda reported that Zimmer Brothers have paid the City one- half of the land rent due for City property on the north side of the ponds. Barthel made a motion to pay the bills as presented (Check #5036 through Check #5062). Berning seconded the motion. All voted aye. Vetsch made a motion to adjourn at 10: 45 PM.
