A final decision on whether the improvements will be assessed under these statutes must be made before the Developer's Agreement can be completed. The developer must also provide the clerk with the covenants proposed for Phase II to allow the Council to review them at the June 3 Council meeting. The temporary 20' easement to the park area will be released at the completion of a dedicated street into the park. John Darkenwald requested that the Council order a Feasibility Study for the Westwind Phase II improvements with the developer responsible for payment of all costs associated with the study. Barthel made a motion directing the City Engineer to prepare a Feasibility Study for Westwind Phase II, with all costs to be borne by John George, Inc. It is the Council's understanding that drainage into County Ditches 9 and 21 has been approved by Wright County. Vetsch seconded the motion. All voted aye.
