1992-04-21 CC Minutes Special Albertville City Hall 7:30 PM . ALBERTVILLE CITY COUNCIL SPECIAL MEETING April 2l, 1992 PRESENT: Mayor Jim Walsh, Councilmen Mike Potter, Duane Berning, Donatus Vetsch, and Mark Barthel, City Clerk Linda Houghton, City Engineers Thore Meyer and Norm Gartner, City Attorneys Bill Radzwill and Mike Couri, MPCA representatives Tom Holstrom and Faye Sleeper Mayor Walsh called the special meeting to order. The purpose of the meeting is to discuss the Ci ty' s options for wastewater treatment expansion with the PCA representatives. The Council reviewed the letter dated April 21, 1992, from Gbol ahan I. Gbadamosi of the MPCA. The 1 et ter corrects the effluent limitations for continuous discharge into Mud Lake that were disclosed in a letter from the MPCA dated November 25, 1991. The engineer and the Council have been working under the erroneous assumption that the City could not meet the effluent limitations for continuous discharge into Mud Lake. . Norm Gartner told the Counci 1 that wi th the new discharge 1 imi ts the Ci ty can convert to a continuous discharge wi thout expanding or adding to the existing ponds, without the sand filters that would have been necessary to get continuous discharge into the Crow River, and without the outfall line to the Crow River. The engineers will now work on a design to add aeration to the existing ponds to get continuous discharge to Mud lake. The engineers will evaluate the problem of phosphorous treatment during the winter months and how the non-degradation standards of the receiving lake will be affected. Tom Holstrom of the MPCA told the Council that the proposal discussed by the engineers (adding aeration to the existing ponds to speed the treatment process to allow continuous discharge) is feasible with the new discharge levels stated in the April 21st letter. He believes this proposal will expand the City's capacity from 115,000 gallons per day to 315,000 gallons per day. The engineers were directed to begin a feasibility study on this proposal and present it to the Council as soon as possible. . Holstrom explained that the PCA has a 90-ninety day average turnaround time for approval of pI ans and specs. I f the Ci ty attempts to secure an MPCA loan for construction, the process is slowed down and becomes "qui te cumbersome". Because the Ci ty currently is unable to get additional sewer extensions, Attorney Radzwill asked Holstrom to personally work with the City in order to speed up the process as much as possible. . Upon questions from the audience, Holstrom indicated that he would guess that additional sewer extensions could be granted by the MPCA once it has reviewed the plans and specs for the expansion of the wastewater facility. Vetsch made a motion to adjourn at 8:30 PM. Barthel seconded the motion. All voted aye. . .
