ALBERTVILLE CITY COUBCIL SPECIAL NORK MEETIRG September 28, 1993 Albertville City Ball 7:40PM PRESD'l: Mayor Mike Potter, Councilmembers John Vetsch, Duane Berning, Sharon Anderson and Albert Barthel, City CI erk Linda Houghton, City Engineers Thore Meyer and Ron Guerts, City Attorney Mike Couri Mayor Potter called the special work meeting of the Albertville City Council to order to discuss the methods for assessing the 50th street Improvement Project. Thore explained that most of the costs of the project have been compiled. He anticipates that the City will assess approximately $222,000 in construction costs, pI us the bonding expenses. This excludes the Frankfort Township share of the project (approximately $34,200), the cost of the sidewalks (approximately $12,000) and the cost differential between a 7-ton and a 9-ton surface (approximately $16,500). The proposal presented to the Council at an earlier meeting suggesting assessment options used the assessable amount of approximately $243,000. Attorney Couri recommended that the Council consider having the properties appraised. spot appraisals could be done, if the Council chooses, only on particularly unique lots. He strongly recommended the Council order at least a minimum number of appraisals and that the Council conduct a one-time only assessment hearing regardless of how long the hearing continues. Linda had the quotes from two different appraisers dated July of 1992. The quoted prices may or may not be valid at this time. Couri recommended a firm called R. A. Field & Associates, who have done similar appraisals based on lot size, market values and special conditions. One of the appraisers with this firm, Clarence Eull, is a local resident. Linda was directed to contact this firm to get a quote. The Council feels that almost all of the parcels to be assessed are unique and, if an appraisal is needed, all parcels should be appraised. Anderson made a motion to have all parcels to be assessed on 50th street appraised, to direct Linda to get quotes on the appraisals, and to authorize the mayor and clerk to accept the lowest quote and authorize the appraisals to be completed within thirty days. Berning seconded the motion. All voted aye. The actual costs of the project will be presented to the Council at the next meeting. Michael Potter, Mayor .
