Mayor Olsen called the special joint meeting
Albertville City Council and Otsego City Council to order
purpose of discussing a proposed NASCAR Indy 500 Race T

Otsego Mayor Fournier addressed the audience and read a
statement from the Otsego City Council stating the purpose of the
meeting is strictly informational. The Ci ty of Otsego has not
received an application for the construction of the race track at
this time and no approvals have been granted and no agreements
regarding the race track have been made by the Otsego City Council.
Ron Anhorn, of Anhorn & Associates Real Estate, 8474
Charncellor Drikve, Colorado Springs, Co., representing the
potential developers of the race track, addressed the Councils and
the audience. Anhorn stated that agreements for the purchase of
all land necessary for the track (approximately 350 acres) have
been secured at this time. The site for the proposed race track
was sel ected because of its proximity to the metro area, its
freeway accessibility, its distance from a major subdivision, and
its proximity to municipal services. In order for the race track
to be feasibl e, an interchange at Kadl er Avenue is necessary.
Anhorn is in the process of contacting area legislators and MNDOT
concerning the new interchange.
The race track is proposed to be a one mile or greater super
oval speedway. The goal is to have NASCAR races, Indy races,
motorcycle racing and USAC races. There would be approximately 15-
18 days of racing per year. Races are held on Sunday wi th
qualifying runs on Friday and Saturday. Anhorn estimates that the
race track would generate $100 million in revenues to the Twin City
area.

The quickest way for the race track to be serviced with
municipal services would be to connect to the City of Albertville's
wastewater treatment and Joint Powers water system. Anhorn
projects usage in the amount of 3 gallons per day per spectator.
Anticipated attendance ranges from 80,000-100,000 spectators per
event, thus requiring 240,000-300,000 gallons per day.
Anhorn explained that 30-50 townhouses would be built around
the track. Further, retail stores, cafe and restaurants, RV parks,
hotels and motels generally follow the track. In response to a
question from the audience, Anhorn stated that land values
generally increase due to the commercial value.
Completion of the project could take 2-3 years. When
completed, tax revenues in the $800,000-$1,000,000 per year should
be generated. Anhorn is not asking for the cities for funds for
the track.
Albertville Councilmember Berning stated that this is the
first time the City of Albertville has heard about servicing the
race track with sanitary sewer. He feels the City Council must
meet wi th its engineer and professional staff to discuss the
feasibility of providing service beyond our Urban Service Area an
well as having the necessary wastewater capacity.
Councilmember Vetsch stated that since the City of Albertville
is a member of the Joint Powers Water District, the City cannot
provide water service unless the Joint Powers Board agrees.
Anhorn further stated that the track could reserve admission
tickets for residents of Albertville and otsego, if requested.
The informational meeting adjourned at 9:15 PM.
