2000-03-09 CC Minutes Joint . . . JOINT ALBERTVILLE/OTSEGO CITY COUNCIL March 9, 2000 Albertville City Hall 7:00 PM PRESENT: Albertville Mayor John Olson, Councilmembers Robert Gundersen, Gary McCormack, Keith Franklin, and John Vetsch, Otsego Mayor Larry Fournier, Suzanne Ackerman, Vern Heidner, Virginia Wendel, and Administrator Michael Robertson Mayor J. Olson called the joint meeting the to order. Otsego Mayor L. Fournier explained the letter they (Otsego) had sent to Albertville Council regarding sewer. Mayor J. Olson explained Albertville's desire to only discuss the "Triangle" area of Otsego. Albertville's needs to service area are (in regards to sewer service): ~ Metered flow of sewer ~ Percentage of hook-ups ~ Lower density housing in area ~ Need to have low-waster usage commercial in area Councilmember V. Heidner said metered flow would not be a problem. This would be similar to an agreement they have with the City of Dayton. V. Heidner also explained an Ordinance Otsego has which specifies quality of water moving into their treatment plant. L. Fournier asked is Albertville Council was truly interested (as a whole) in servicing Otsego. The Albertville Council agreed that this is what they had discussed. V. Heidner suggested using gallons per acre as a way of giving capacity to Otsego. Councilmember B. Gundersen explained future expansion plans and that the second phase of plans would have to be re-drawn if Otsego hooked on to the system. V. Heidner explained the triangle comp plan shows Homes south of CSAH 37 and Light Industrial north of CSAH 37. . I . . . Joint Albertville/Otsego City Council March 9, 2000 Page 2 of2 Albertville discussed the planning of areas and the desire to have the adjoining cities areas compliment each other in regards to homes and businesses. L. Fournier expressed happiness with the discussed plan. Otsego asked questions regarding water availability and if Albertville would be interested in joint water. B. Gundersen explained that all of Albertville is served by our JPWB and it is probably more economically feasible to continue to do this. Judy Roden explained that she is against Otsego getting sewer before Albertville's land developments. Floyd Roden explained that he is interested in developing his land.
