OTSEGO-ALBERTVILLE
JOINT COUNCIL WORKSHOP
April 21, 2004
Roll Call: Otsego City Council: Mayor Larry Fournier, Councilmembers Dan
Scharber, Virginia Wendel, Vern Heidner, and Jerry Struthers.
City Staff: City Administrator Michael Robertson and City Clerk/Zoning Administrator
Judy Hudson.
Albertville City Council: Mayor Don Peterson, Councilmembers Tom Fay, Ron Klecker,
Dorothy Rich, and Leroy Berning.
City Staff: City Administrator Larry Kruse.
The workshop was called to order at 7:00 p.m.
SHARED ROADS
Otsego updated Albertville on Otsego's plans for MacIver road construction in 2004.
Albertville indicated they were willing to look at applying road access fees from the
D' Aigle land development towards their portion of MacIver or 70th Street costs.

Albertville said they were concerned about the increase in traffic that was already
occurring on County Road 37. They stated they were just starting to look at the potential
costs of widening County Road 37 from two to four lanes west from MacKenzie Avenue
to 1-94. That would also include widening the County Road 37 bridge over 1-94.
The timing for the upgrade of 70th Street was discussed. Albertville indicated that 70th
Street was probably a lower priority to them than 57th Street or County Road 37. Otsego
noted that when 70th Street was completed people would have a way to get to and from 1-
94 without going through Albertville on 57th Street.
OTSEGO CREEK
Both cities discussed the Otsego Creek agreement and their recent reviews of the creek.
SLUDGE DISPOSAL
Otsego discussed their long range plans for sludge treatment. Albertville indicated they
had just made a decision to go with reed bed treatment which would take care of their
sludge for a while.

FIRE SERVICES
Otsego discussed their thoughts for long range fire protection in West Otsego.
Albertville asked to have this item on the next joint meeting agenda so that it could be
discussed as part of their budget process. They also noted that they frequently respond to
calls in northwest Otsego outside their district before the Monticello Fire Department gets
there.

Both cities agreed that they would copy each other on proposed plats for land on or near
their borders. Otsego said it would send Albertville copies of its Stormwater Plan and
Road Access Fee studies. The City Administrators were directed to meet to discuss these
items further and to suggest some dates for the next joint meeting.
With no other business, the meeting was adjourned at 7:55 p.m.
